August 9, 2017

1. BACKGROUND

1.1 The Naval Oceanographic Office (NAVOCEANO) is responsible for providing hydrographic and bathymetric survey data to the National Geospatial Intelligence Agency (NGA) in support of Navy requirements for Safety of Navigation (SoN) products. While the primary purpose and overall arching requirement is SoN, the data are also utilized in a variety of other products that provide improved situation awareness for the Fleet.

2. SCOPE

2.1 The contractor shall collect and process high-resolution multibeam sonar bathymetry data to map submerged features.

2.1.1 Location: Survey areas are located International waters located off the western coast of North

America. Specific location provided at time of award.

2.1.2 Water Depth: The anticipated seafloor depth range for survey areas is 20m to 4000m.

2.1.3 Size: Individual seafloor survey areas will be approximately 100 nm2 in size.

The collection system shall be operated such that resultant bathymetric depth uncertainties are less than 1% x water depth (95% CL). The vessel needs to be capable of safely conducting deep ocean surveys for extended periods of time.

2.2.1.2 Bathymetric coverage density shall support the generation of a 10m gridded bathymetric depth model between depths 20m and 500m and support 50m gridded bathymetric depth model at depths greater than 500m. At least 95% of all bathymetric depth nodes within the survey area shall be populated with at least 3 valid soundings. Gaps in data coverage must be filled if evidence of shoaling exists.

2.2.1.3 Data collection methods and survey planning shall conform to those accepted for commercial hydrographic surveying. Data collection methods and survey planning shall be approved by NAVOCEANO COR prior to start of the survey. The contractor is responsible for providing all equipment to fulfill this requirement.

2.2.1.4 All multibeam data will be processed, evaluated, and edited to identify features and hazards, address systematic errors, invalidate dataset outliers, and to provide accurate statistical depth values.

2.2.2 Survey Administration:

2.2.2.1. NAVOCEANO Subject Matter Expert (SME) participation is required for survey planning and survey data collection for each specified area.

2.2.2.2 Modification to survey areas shall only be permitted when a displacement of the potential feature is indicated by the collected data or the data indicates the presence of additional features and only with the approval of the NAVOCEANO SME.

3. PERIOD OF PERFORMANCE

3.1 The Period of Performance and Ordering Period is September 30, 2017 to September 29, 2018.

While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2017.

Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mil/.

12. PERFORMANCE REQUIREMENTS SUMMARY

12.1 Performance Requirements Table. This PWS not only discusses work to be performed, but also contains performance standards and acceptable performance levels (APL). Performance standards are "tools" the government uses to measure level of performance. A standard is an optimum performance level against which actual performance can be measured or evaluated. Developing accurate performance standards is crucial to ensuring that the actual performance received, regardless of the service provider, meets the requirements of the Performance Work Statement. This PWS includes performance standards for each of the Functional Areas of the PWS. The performance standards provided with this PWS seek to state the characteristics of properly completed outputs. Each performance standard contains standards for both quality and timeliness

12.2 Quality Assurance. The COR will inspect for compliance with Contract terms throughout the Contract period. Evaluation will be based on the Contractor’s compliance with the requirements set forth in the Performance Requirements Summary (PRS). The Government will monitor the Contractor's performance under this Contract by performing surveillance using the PRS. The PRS is used primarily to determine if the Contractor is performing all required outputs. The PRS also indicates for contractors the importance of each required service.
