About this file

This document is a Questions and Answers (Q&A) amendment for the Command Aircraft Crew Training (CACT) Program for Academic Maintenance Training on the C-40A Aircraft. The Q&A addresses key clarifications regarding training facility requirements, specifically mandating that courses must be conducted at a Title 14 CFR Part 147 certified training center or ATA-qualified facility, with explicit rejection of alternative locations like CFR Part 142 facilities or local Wing facilities. The document also provides detailed guidance for completing Standard Form 1449, including specific instructions for each block, and confirms that travel costs for Mobile Maintenance Classes should be integrated directly into the contract line item pricing rather than having separate travel CLINs.

The solicitation is issued by the Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida, seeking a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for maintenance training services. Key solicitation details include a full and open competition under NAICS code 611512 (Flight Training), a proposal due date of 9/22/2025 at 11:55 PM EDT, and a requirement for the contractor to provide certified instructors, training facilities, materials, and other services necessary for maintenance personnel training on the C-40A aircraft. The solicitation does not have a specific set-aside and has a size standard of 34 million dollars.

QUESTIONS/COMMENTSGOVERNMENT RESPONSES
1Clarification regarding the following requirements:

1. Courses must be presented at a Title 14 CFR Part 147 certified training center or at an ATA-qualified facility.

Seeking confirmation whether it would be acceptable to conduct the course at a classroom located within a CFR Part 142 facility, or alternatively, at a local Wing facility.

The courses must be presented at Title 14 Code of Federal Regulations (CFR) Part 147 certified training center or ATA Qualified/Compliant training facility capable of meeting PWS requirements (excluding Government provided Mobile Training Facilities). All training must be compliant with the Air Transport Association (ATA) Specification 104 criteria assigned to each course.

1. No. It is not acceptable to conduct the course at a classroom located within a CFR Part 142 facility or a local Wing facility. The courses must be conducted at a Title 14 CFR Part 147 certified training center or ATA-qualified facility to ensure compliance.

CFR Part 142 and CFR Part 147 serve distinct purposes and are not interchangeable.

- CFR Part 142 governs training centers that provide flight training, primarily for pilots and flight crew. It focuses on simulator-based training and operational proficiency for flight operations.

- CFR Part 147 specifically regulates aviation maintenance technician schools. It ensures compliance with standards for training aircraft maintenance personnel, including curriculum, facilities, and instructor qualifications.

Since Part 142 focuses on flight operations and Part 147 is tailored to maintenance training, a Part 142 facility does not meet the regulatory requirements for maintenance training under Part 147.

2 2. Include a 14 CFR Part 147 certificate number in the end-of-course package.

Seeking confirmation if it is still necessary to include a Part 147 certificate number in the end-of-course package.

[Potential Offeror Specific Information Redacted] 2. Yes, the Part 147 certificate number is required in the end-of-course package.

For a training center to conduct pilot training or crew chief courses, it must meet the requirments of CFR Part 142, regarless of whether the specific courses themselves are "approved programs". The certification ensures that the facility, instructors, equipment, and training environment meet FAA standards for safety and quality. Therefore, the absense of a Part 142 certificate for the training center would indicate non-compliance with FAA regulations for such training activities. In summary, CFR Pary 142 certification is about the training center's compliance, not the approval of individual courses. Graduation certificates issued by the training center should reference the Part 142 certification to demonstrate that the training was conducted at a compliant facility. The same rationale would apply to the CFR Part 147 requirement for the graduation certificates in C-40Mx.
