About this file
This Performance Work Statement (PWS) details maintenance training requirements for the C-40A aircraft (a Navy-configured Boeing 737-700C Increased Gross Weight aircraft) for the Department of the Navy's Naval Aviation Training Systems and Naval Air Systems Command. The training encompasses seven distinct courses: C-40A Maintenance Standard Course, C-40A Mobile Maintenance Standard Course, C-40A Aircraft Rigging Maintenance Course, CFM56-7 Removal/Installation Training Course, CFM56-7 Engine Maintenance Training Course, Forward Air Stairs Training Course, and AFT Air Stairs Training Course.
The PWS outlines comprehensive training specifications, including course durations ranging from 2 to 21 days, maximum class sizes of 20 students, and specific training objectives for each course. The forecast scheduling indicates a total of 147 training classes over five and a half fiscal years (FY26-FY31), with varying numbers of classes per course each year. Instructors must have an Airframe and Power Plant (A&P) License and practical knowledge of Boeing 737 next-generation aircraft. Training will be conducted at both contractor-provided facilities and government sites, with courses focusing on maintenance, systems checks, troubleshooting, and component-level repair and replacement.

As requirements change, the government shall update this annual estimated throughput.
At least 90 calendar days prior to the beginning of each fiscal year quarter, the Contractor shall provide class availability dates to the fleet schedulers and accept throughput requests from them. Schedules shall be completed through the fleet schedulers and the contractor.
At least 45 calendar days prior to the fiscal year quarter, the Contractor shall send the projected schedule to the COR/ACOR who will then assign CTN numbers and send the completed schedule back to the contractor for confirmation. After the assignment of
CTNs, all schedule changes must be in writing via email and approved by the
COR/ACOR.
(ii) Purchasing Units:
The purchase unit for all training courses will be per "class" for all courses at the vendor training facility. The purchase unit for each government site (mobile) maintenance course will be per “class.” Both contractor facility and mobile classes will not exceed a total of
20 students. The contractor shall minimally be provided 60 calendar days notification for mobile class requirements.
(iii) Class Periodicity:
Class periodicity shall be scheduled to allow for year-round availability that meets estimated throughput rates delineated in the PWS, paragraph (d)(3) with allowances for surges in quarterly average (anticipate higher throughput during summer months). For course classes provided at the vendor training facility, the number of annual course offerings and maximum class size shall be denoted/provided to ensure year-round availability and maximum student throughput training. For government Site Courses refer to the PWS, paragraph (b) (2) (xii). PWS, paragraph (d) throughput quantities reflect estimated annual throughputs (includes contractor site and Navy mobility site course throughput).
(iv) Cancellation of Training:
The government may unilaterally cancel any scheduled training up to 15 calendar days prior to the scheduled start date of a class at no cost to the government. If the
Government cancellation is made 14 calendar days or less prior to the start of the training, the contractor shall be paid the unit price for that particular class, provided the contractor is unable to fill the canceled training from another source (e.g. military or civilian), and further provided that this unfilled training is substantiated in the supporting documentation (i.e. "Contractor Certificate Letter of Training") attached to the invoice. In the case of an emergency (i.e. death, injury, illness, mission essential task, or any emergency which requires the scheduled training to be cancelled in the best interest of the government), the government will not be liable for payment. The "NO SHOWS," or cancelled training that could not be filled, shall be noted in the "Contractor Certificate
Letter of Training."
(v) Trainee Failure:
If the Contractor determines that a trainee is failing or experiencing serious difficulties, the contractor shall advise the COR. In the event the Contractor feels the student should be removed from training, the Contractor shall submit a written email request for removal to the COR for approval. If the request for release is approved by the COR, the government will make full payment to the Contractor for said training as if the released student had completed the training. However, the contractor is obligated to complete the training for the remaining student(s) attending the course.
(2) DELIVERABLES:
(i) Course Availability Dates and Training Scheduling:
The Contractor shall provide course availability dates and scheduling information as required to the COR and/or COR designated scheduling Point(s)-of-Contact and/or government designated source (fleet scheduler). This shall include, but not be restricted to, periodic class assignment status reports with CTNs/course dates when requested by the COR.
(ii) Class Roster:
A class roster shall be provided to the COR no more than three (3) hours after each course starts via email. “No Shows” or unfulfilled assigned CTNs should be noted and brought to the COR’s attention as soon as possible. The roster shall minimally include the following information: contractor name/training site location/contractor point-of-contact, course title, course start/end date, trainee/student's name & rate/rating (e.g., AD-2), CTN, student's military command name/address/phone number.
