About this file

This document outlines requirements for the United States Marine Corps' Marine Common Aircrew Trainer Modernization Program. The Navy seeks to modernize computational hardware, operating systems, and software on seven existing MCAT devices to address cybersecurity requirements. Upgrades are required to improve realism of audio and visual systems, add simulated weapons systems, enhance emergency procedure training, and correct hardware issues. Delivery of initial spares, technical data, and three months of contractor logistics support is also required. The solicitation schedule indicates testing will occur between FY24-26, with key milestones including a PPC, RFP release in FY24, contract award, and option renewals. The Navy will maintain existing data rights and seeks training, manuals, and a three-year product support agreement.

FY24 MCAT MP Industry Day General Information - Purpose The purpose of the FY24 MCAT MP Industry Day is as follows:

Provide Industry an overview of MCAT MP program requirements Provide Industry an opportunity to familiarize itself with existing operational MCAT training devices in various configurations Provide Industry an opportunity to review MCAT draft high-level requirements Provides both Government and Industry an opportunity to exchange information prior to the formal RFP being issued Provide Industry an opportunity to submit Questions / Comments

General Information – Purpose (cont.)

Information conveyed at this Industry Day/Site Visit SHALL NOT qualify as the Terms and Conditions of the Solicitation

Actual Terms and Conditions will be posted formally and publicly in the form of a solicitation to be released on PIEE (https://cac.piee.eb.mil/xhtml/unauth/home/login.xhtml) Registration is required for PIEE

The Government’s Source Selection Plans and Procedures will not be discussed

Evaluation Criteria will not be discussed

The MCAT device is used to train United States Marine Corps (USMC) Enlisted Aircrew (EAC) personnel in skills essential for performing “takeoff to land” tasks during various flight missions including assault support, combat operations, and transport missions. Specific MCAT training tasks include aerial gunnery, visual scanning, hoist operations, external lift operations, confined area landings, shipboard landings, and standard and emergency flight procedures while emphasizing entire aircraft crew coordination – to include communication and training with all aircrew, via interoperation with aircrew simulators. The MCAT allow EAC to use their own equipment during training; to include flight helmets, harnesses, communication equipment, and night vision devices. The MCAT is configurable to CH-53E, MV-22B, and UH-1Y cabins.

Each MCAT is capable of operating in:

“stand-alone,” single-cabin configuration networked with a pilot aircrew trainer across ADVTE, conducting training as a single simulated aircraft networked as a single simulated aircraft to other simulated aircraft, conducting training in multi-aircraft training mission scenarios

Program Overview

Requirements apply to all seven MCAT devices, unless stated otherwise.

Modernize computational hardware and software to address cybersecurity requirements Operating System (OS) Updates – Red Hat Enterprise Linux (RHEL) 63 total computer systems (9 computer systems, per MCAT) RHEL 7 to latest RHEL OS based on delivery criteria, at CDR Hardware and software will be validated and have vendor-stated life cycle support that exceeds 48 months of full support from device acceptance Switches and hardware will be evaluated for EOL and supportability Each RHEL OS installed in the MCAT shall be required have vendor-stated, and government verified, full life-cycle support that exceeds 48 months at time of device acceptance.

Address computer cabinet and electronics overheating concerns NVG stimulation improvements Correct NVG stimulation on port & starboard crew cabin doors and the MV-22B port side window displays Displays are LCD monitors that do not stimulate NVGs correctly, causing them to be too bright and unusable Displays bleed excessive light into the cabin, degrading other OTW displays/dome and NVG training CIDS touchscreen and Stealth View displays also bleed excessive light into the cabin, degrading NVG training

Program Schedule

All appropriations from all funding sources shall be listed. Schedule/Milestone chart should include begin at current fiscal year minus 1 and extend through current FY + 5. Order Quantities and Deliveries are the amount ordered and delivered in that period.

List all milestone and decision reviews Program management/other: Identify key activities to support program execution, at a minimum this includes but not limited to CCA approvals, Configuration Audits (PCA, FCA), Authority to Operate (ATO), Contracts: Identify key activities, at a minimum this will include PPC(if required), RFP release, contract award and any option awards Engineering: Identify all key SETR activities as defined in the SEP T&E: Identify all key Test and Evaluation activities as defined in the TEMP, TES or Acquisition Strategy. Includes T&E major decision points or related activity. Use proper naming convention. For example, post MS-B test events should be labeled, “DT-B1, DT-B2” for post MS-C test events, “DT-C1, DT-C2”. Include activities such as Installation and Check Out, and Site Acceptance as T&E activities.

Logistics: identify all key logistics activities, at a minimum this will include the Integrated Logistics Assessment (ACAT programs only), provisioning conferences, installation & checkout (INCO), site acceptance.

FY24 MCAT MP will change the MCAT systems security control posture:

From Confidentiality = low; Integrity = low; Availability = low To Confidentiality = Moderate; Integrity = Moderate; Availability = low

Cybersecurity Strategy

Work with your ISSO to fill out as much as possible

Anticipated test events:

DT-C1: contractor testing at first assigned device location Perform the test procedures at the first assigned device location prior to multi-site wide rollout.

TRR: prior to the start of IT-C1.

IT-C1: joint contractor/government formal test event at first assigned device upgrade location STRs and redlines will be used to document requirement failures and ATP errors. STR database provided and maintained by contractor.

Discrepancy Review Boards (DRB) are chaired by LTE (Lead Test Engineer) and will assess STRs, DRs, and assign/concur on priority

Test & Evaluation Strategy

Teams should be able to answer (don't need a slide, but the team should be able to answer):

what are the test events?

who is responsible for testing?

will a test plan be written (type? By whom?) Are we reusing or writing new test procedures?

will a report be written (type? By whom?)
