The purpose of the information exchange is as follows:
Provide Industry an overview of MCAT MP program requirements;
Provide Industry an opportunity to familiarize itself with existing operational MCAT training devices in various configurations;
Provide Industry an opportunity to review MCAT draft requirements;
Provides both Government and Industry an opportunity to exchange information prior to the formal RFP being issued; and Provide Industry an opportunity to submit Questions/Comments.
DISCLAIMER: This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind. The Government will not assume liability for costs incurred by any offeror for presentations, marketing efforts or data offered for examination; therefore, the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government.
Background:
NAWCTSD has a requirement for the technical upgrade including analysis, development, production, enhancement, upgrade, test, installation and delivery, documentation, operation, configuration management, and sustainment of the seven (7) USMC ATS MCAT trainers in order to upgrade and/or address gaps in capabilities for CH-53E, MV-22B, and UH-1Y enlisted aircrew (EAC) training. The Government anticipates awarding a 24-month firm-fixed price delivery order under the Training System Contract (TSC) IV to a single awardee.
Each MCAT trainer is capable of configuring into representative CH-53E, MV-22B, and UH-1Y aircraft cabin environments to allow USMC enlisted aircrew (EAC) personnel to conduct training activities (take-off to land) that would otherwise require the use of actual operational aircraft. Dated and equipment obsolescence issues affecting cyber security compliance and capability gaps are driving the technical upgrade requirement of the currently fielded MCAT devices.
All MCAT devices are contained in an enclosed container except for one device located at MCAS Camp Pendleton. The Camp Pendleton MCAT device is located inside the simulation building.
Some of the current capabilities of the MCAT devices are as follows:
• Instructor/operator and observer stations
• USMC Tactical Environment (TEn) functionality
• Joint Terminal Attack Controller (JTAC) support with a Virtual Battle Space 3 (VBS3) station
• 2D/3D visualization from any geographic location or tactical environment entity
• Simulated tactical radios with the ability to communicate on multiple nets
• Digital capture for playback data streams from selectable audio and video channels to support Joint Brief/De-Brief requirements
• Secure Video Teleconferencing (VTC) (Point-to-Point and Multicast)
Requirements:
The purpose of this upgrade effort is to update and upgrade the seven (7) MCAT devices located at MCAS New River, MCAS Miramar, MCAS Kaneohe Bay, MCAS Camp Pendleton, and MCAS Futenma. The effort will also relocate an MCAT device from MCAS Kaneohe Bay to MCAS Yuma.
The Government anticipates awarding a 24-month firm-fixed price delivery order under the Training System Contract (TSC) IV to a single awardee, set-aside for small businesses.
The anticipated contract action described herein includes:
1) Technical upgrade of the currently fielded MCAT devices including upgrading computational subsystems to enable upgrade of the operating system from Red Hat Enterprise Linux (RHEL) 7 to the latest RHEL operating system based on delivery criteria.
2) Address obsolescence of subcomponents in the devices.
