SOLICITATION N61340-23-R-0015 - Response to Industry Questions
Question NumberSubject/Applicable DocumentParagraphPageQuestion/CommentAnswer
1UTD – FAA Level 7 Visual Requirements / Att (1) METS GBTS SOW – 220013 (DRAFT)_021720233.2.1.a
3.2.1.c17Per 14 CFR Part 60 (2016) NSP Consolidated Version, Table B1A – Minimum FTD Requirements

FTD Level 7 6.c.

The FTD must have a visual system providing an out-of-the-flight deck view.

6.d.

The FTD must provide a continuous visual field-of-view of at least 176° horizontally and 36° vertically or the number of degrees necessary to meet the visual ground segment requirement, whichever is greater. The minimum horizontal field-of-view coverage must be plus and minus one-half (½) of the minimum continuous field-of-view requirement, centered on the zero degree azimuth line relative to the aircraft fuselage.

An SOC is required and must explain the system geometry measurements including system linearity and field-of-view.

Collimation is not required but parallax effects must be minimized (not greater than 10° for each pilot when aligned for the point midway between the left and right seat eyepoints).

The UTD will not meet Level 7 FTD requirements nor qualify for an SOQ by the FAA. Nor will it meet Level 6 FTD requirements per 6.b. in the same table.

Based on the requirements defined in METS-PBS-102 Revision -February 17, 2023, A.3.1.6.2. Can you please clarify what approach should be taken? SOW 3.2.1, RFP L.B.1.1.3 and RFP M.B.1.1.3 have been updated. Please reference amended Draft RFP.

Offerors will not be required to obtain or provide an FAA SOQ for any of the METS devices. Offerors will be required to produce the UTD's and OFT's to the standard requirements of an FAA qualified Level 7 FTD for all requirements not specifically called out in the PBS, and obtain an FAA NSP Technical Letter of Equivalency (LOE) on the first T-54A UTD, stating that the device would meet all Level 7 FTD requirements (minus visual requirements) if it were to be qualified by the FAA.

Any FAA SOQ's that the Offeror has for Level 7 FTD or Level D FFSs for BE-200 or BE-300 should be submitted for the Government's evaluation as proof of experience and a risk mitigator for the Device Delivery Timeline Evaluation Factor.

2 SOQ / Att (1) METS GBTS SOW – 220013 (DRAFT)_02172023 3.2.1.c 28 of 90 Per SOW 3.2.1.c the offeror must obtain a suitable Statement of Qualification (SOQ) from the FAA for each of the UTDs prior to Government Acceptance. Per requirements (14 CFR Part 60, Appendix B, 6.a Sponsor Qualification Requirements), the device is to be offered for use in a FAA-approved flight training program. Based on the FAA National Simulator Program (NSP) a Flight Simulation Training Device (FSTD) must be housed in an approved FAA Training Facility and FAA approved training program in order to obtain an SOQ.

Will NAWCTSD/CNATRA require an individual SOQ on each UTD, showing operational use in an FAA approved flight training program?

Will the location of the T-54A simulators be housed in a FAA certified Training Facility (requirement to receive a SOQ)?

Will the T-54A simulators use a FAA certified training curriculum (requirement to receive an SOQ)?

T-54A simulators will not be housed in an FAA certified Training Facility, nor utilize an FAA certified training curriculum, therefore they will require a Technical Letter of Equivalency from the FAA and not an SOQ. The LOE is only required for the first UTD in its initial configuration.

3 Att (1) METS GBTS SOW – 220013 (DRAFT)_02172023 3.2.6.a 29 of 90 1. Per SOW 3.2.6 the offeror is required to obtain necessary design and performance data directly from the specific T-54A aircraft OEM (Textron) to enable development and delivery of the training systems, in specific the Operational Flight Trainer (OFTs) under CLIN 2000. Textron and its subsidiaries and/or partners are a direct competitor on this solicitation and may not provide quotes or cost-reasonable quotes or delayed quotes and data to other offerors on this solicitation. How will NAWCTSD guarantee fair competition for the METS GBTS, if the OEM fails to provide quotes, cost reasonable quotes or delayed quotes for Aircraft Data, per SOW 3.2.6?

2. King Air B260 platform design and performance data may be obtained from alternative sources or extrapolated from King Air B250/260 platforms, with platform specific (T-54A) variants being provided as GFI from NAWCTSD/CNATRA during the Post Award Conference. Will NAWCTSD/CNATRA consider modifying this requirement, if an offeror cannot obtain equal price and timing, cost reasonable design and data from the OEM, provided sufficient due diligence?

SOW 3.2.6 has been updated. Obtaining data directly from OEM has been removed. Please reference amended Draft RFP.

4 SOQ - Non-new construction / Att (1) METS GBTS SOW – 220013 (DRAFT)_02172023 & Att (2) METS GBTS Flight PBS – 102 (DRAFT_02172023 3.2.1

N/A Page 28 of 90 The SOW and PBS do not provide sufficient specifications for the requirements of the T-54A UTD (Initial Configuration) devices. With the understanding, per SOW and PBS, that the Final UTD and OFT utilize the same software and hardware components

Please confirm an offeror may use an existing SOQ certified (FAA/EASA) Beechcraft King Air UTD/OFT/FFS device versus a new construction build, to satisfy the Initial Configuration UTD requirements?

If an existing device is acceptable, how does this affect the SETR timeline?

An existing SOQ certified device for a BE-200 or BE-300 will not satisfy the requirements for the Initial Configuration UTD requirements as the device must meet all Level 7 FTD requirements (minus visual system requirements) for the T-54A specific configuration described in the TAI Specification and Description for Multi-Engine Training System (METS) King Air 260 METS Draft (available upon request). SOW 3.2.1, RFP L.B.1.1.3 and RFP M.B.1.1.3 have been updated to reflect the requirement for an FAA Technical Letter of Equivalency to be obtained for the first UTD in its Initial Configuration. Please reference amended Draft RFP. Existing SOQs from BE-200 or BE-300 devices should be used as examples of risk mitigation for the Device Delivery Timeline Technical Evaluation Factor.

Any requests for access to the TAI Specification and Description for Multi-Engine Training System (METS) King Air 260 METS Draft and/or Beechcraft Super King Air B200GT & B200CGT Pilot's Operating Handbook and FAA Approved Airplane Flight Manual must be by e-mail to the responsible Contract Specialists, Mr. Michael Davis and Ms. Jessica McTaggart. Their e-mail addresses are michael.c.davis315.civ@us.navy.mil and jessica.h.mctaggart.civ@us.navy.mil, respectively.

In your request, include the following subject line: “REQUEST FOR METS SPECIFICATION, OPERATING HANDBOOK, AND FLIGHT MANUAL --SOLICITATION N61340-23-R-0015.”

5 N61340-23-R-0015_DRAFT_Feb_17_2023 L.B.1.1.3 72 DRFP Paragraph 1.1.3 (Section L part B) directs the offeror to provide a Level 7 SOQ for a parent device.

Please confirm a SOQ for a Beech King Air 300 series satisfies this requirement.

Since EASA and FAA have a reciprocal agreement for simulator certification (Technical Implementation Procedures – Simulators (TIP-S)) please confirm a EASA Level D FFS certification satisfies the requirement for a Level 7 FTD.

An existing SOQ certified device for a BE-200 or BE-300 will not satisfy the requirements for the Initial Configuration UTD requirements as the device must meet all Level 7 FTD requirements (minus visual system requirements) for the T-54A specific configuration described in the TAI Specification and Description for Multi-Engine Training System (METS) King Air 260 METS Draft (to be released upon request). In this case, EASA certifications would also be acceptable to show previously produced BE-200 or BE-300 devices.

Please refer to question four of this document for instructions on requesting the TAI Specification and Description for Multi-Engine Training System (METS) King Air 260 METS Draft.

Can NAWCTSD provide information/clarification on which aspects of the current NPSI dataset (GFI) to meet the T-54A METS Visual System Performance Requirements (Att (2) METS GBTS Flight PBS – 102 (DRAFT)_02172023, Appendix A) to meet requirements outlined in NPSI RSDM 2.4? SOW 3.2.9.1.1.f States: Develop and deliver NAVAIR portable source initiative for moving models and source data that is acquired and developed to fulfill requirements of METS-PBS-102 (CDRL A00G NAVAIR Portable Source Initiative (NPSI) – CLINs 5011AA and 5011AD).

This SOW section is stating that the contractor shall deliver to the Government under this CDRL item (A00G) all database/model data that is acquired or developed to meet the RFP requirements. Concur that NAWCTSD plans to provide various NPSI archive data sets and models as GFI source data to support the contractor in their database development to meet the requirements. This data is provided for the contractor to assess and determine the effort needed to develop and provide a compliant database and moving models.

The NPSI will be provided "AS IS". The contractor is to review and determine what needs to be updated in the NPSI to meet the PBS requirement. The contractor may choose not to utilize the NPSI.

24 NPSI PBS Reference in SOW / Att (1) METS GBTS SOW – 220013 (DRAFT)_02172023 3.2.9.1.1.f 19 The referenced paragraph above states :

Develop and deliver NAVAIR portable source initiative for moving models and source data that is acquired and developed to fulfill requirements of METS-PBS-102 (CDRL A00G NAVAIR Portable Source Initiative (NPSI) – CLINs 5011AA and 5011AD).

Cannot locate any reference to A00G or NPSI in METS-PBS-102.

CDRLs are only called out in the SOW not the PBS. The PBS identifies all specific visual database requirements for the trainers in Appendix A. The NPSI database may include some of the moving models and source data to meet these requirements. The resultant contractor must obtain any other moving models or source data to meet those PBS requirements and deliver any moving models and source data developed or obtained in accordance with CDRL A00G.
25UTD Initial & Final Delivery / Att (1) METS GBTS SOW – 220013 (DRAFT)_021720231.11If it’s possible for the provider to deliver the METS aircraft configuration within the base award timing, not requiring follow on modification, does that help achieve IOC timing goals? Or, will the fiscal year split between budget in FY24 and FY25 require these efforts to be split? The Initial UTD configuration shall replicate the T-54A METS aircraft layout and configuration as far as Level 7 FTD requirements are concerned in order to obtain an FAA NSP Technical Letter of Equivalency for the first UTD. An evaluation strength could be given for accelerating the delivery of the Initial UTDs under Technical Evaluation Factor 1.1.3 Device Delivery Timeline. An evaluation strength could also be given for delivering the initial UTDs with additional capabilities from the METS GBTS Flight PBS beyond those Level 7 FTD minimums that the Government deems beneficial under newly added Technical Evaluation Factor 1.1.4 Enhanced Initial UTD Configuration Approach. Please reference amended Draft RFP.

The FY budget does not require the Initial UTD and Final UTD efforts to be split. Schedule is the driving factor for that strategy.

26Is a Level 6 equivalent device acceptable for a UTD in order to meet IOC?No, although the UTD will not contain the visual requirements of a Level 7 device, it is expected that it will meet all other Level 7 requirements. The end goal is that once retrofitted to their final configuration, the UTDs will be identical to the OFTs with the exception of their visual capability and their linked sim capability, enabling similar training and standardized maintenance. Please see METS GBTS SOW 3.2.1.
27Concerning the tight IOC schedule, we are seeing supply chain impacts to industry, and an 8 month schedule is unlikely to be met. Acceleration of award would be helpful. The Delivery Dates for CLINs 1001 and 1002 have been updated to 10 months in N61340-23-R-0005 Draft. Please reference amended Draft RFP. The Government will continue to work to accelerate the contract award date as able.
28Is there any expectation or incentive for delivering early, or penalty for delivering late? The resultant contract will not contain any requirement or incentive for delivering earlier than the delivery dates in Section F. The resultant contract will not contain a liquidated damages provision for late deliveries. The resultant contract will contain the terms and conditions included in the solicitation, which include other remedies for the government
29The Marine Corps UC-12W aircraft based on the Textron Aviation King Air 360ER is a similar aircraft to this program request. Is there any desire to provide a convertible simulated solution that could also be used to serve their training needs using the same devices? We are not looking for a convertible simulator at this time.

DTIM I: UTD Initial Configuration, BDS, and DAT DTIM II: UTD Final Configuration and BDS

Formal SETR (SRR II/SFR, CDR and TRR): OFT S/N 1, BDS and SSS. Those are the only devices that will follow the formal SETR process.

OFTs S/N 2 to 5 and associated BDSs will be production devices. The design should have already been defined with OFT S/N 1. We will conduct TPR prior to testing and proceed to Testing (OSIV).

Non formal SETR (Technical Interchange Meetings) DTIM I: UTD Initial Configuration, BDS, and DAT DTIM II: UTD Final Configuration and BDS 31 Att (1) METS GBTS SOW 220013 (DRAFT)_02172023 Att (2) METS GBTS Flight PBS-102 (DRAFT)_02172023

3.2.13.3.1 through 3.2.13.3.2 A.1.15 43 of 90 to 48 of 90 Utilizing the concepts and processes outlined in NAVAIRINST 4355.19D Systems Engineering Technical Review Process, and assuming a NAVAIR approved tailored approach to the SETR process (as outlined in SOW Sections 3.2.1.13.3.1, it is estimated the SETR process, from Contract Award to CDR will take approximately 6 months. Per the SOW this would include the OFT, UTD (assumed Final Configuration), DATs, and SSS. Per the RFP, CLIN 3000 (DATs) will be delivered and complete RFT for IOC (CA + 8 months), which leaves approximately 2 calendar months between CDR and RFT for offeror to complete DT-C1, TRR, DT-c2, IPCA, TPS, Installation, TPR, IT-C1, and FPCA with RFT. This timeline exceeds 1) the available time between CDR and anticipated RFT (2 months) and 2) anticipated timelines based on DD-1423 CDRL Requirements for each systems engineering event/evolution.

Can NAWCTSD provide clarification, with regards to DATs, on required events between CDR and RFT, with anticipated timelines, to meet all DAT SOW requirements? This would include an anticipated SETR timeline. The DAT will not follow the formal SETR process but will be reviewed at DTIM I.

SOW 3.2.13.3 has been updated. Please reference amended Draft RFP.

Non formal SETR (Technical Interchange Meets) DTIM I: UTD Initial Configuration, BDS, and DAT DTIM II: UTD Final Configuration and BDS 32 Att (1) METS GBTS SOW 220013 (DRAFT)_02172023 Att (2) METS GBTS Flight PBS-102 (DRAFT)_02172023

It is assumed the Visual System is required for OFT.

Would NAWCTSD provide clarification on meeting the 14 month OFT and SSS deliver, with anticipated timelines for SOW required events, with approximately 8 months between CDR and RFT for OFT and SSS?

Please provide an anticipated SETR timeline for the DAT and Level 7 FTD.

Please refer to the virtual industry day Events Flow Chart.

There are two flow paths of events for the devices.

1) The UTD Initial Configuration, BDS and DATs, which are required for IOC, will not follow the formal SETR process. Instead, we will conduct Design Technical Interchange Meetings (DTIM I and DTIM II). After DTIM I, the contract will proceed to install the devices on site, and the Government will conduct Test preparedness Review (TPR), which is also IPT level review, prior to OSIV. OSIV will be tailored IAW the Government Test Plan. DTIM II will be conducted to review UTD Final Configuration and their associated BDS.

2) OFT S/N 1, BDS and SSS, which are not required of IOC, will follow the formal SETR process, the Government will conduct SRR II/SFR --> CDR-->DT-C1 -->TRR--> DT-C2-->IPCA-->TPS--> Site installation -->TPR --> IT-C1-->FPCA-->RFT.

The SETR process is only for OFT S/N 1, BDS and SSS. OFT S/N 2 to 5 and their associated BDSs will be production devices.. The contractor will proceed straight to site installation, and the Government will conduct --> TPR --> OSIV-->FPCA -->RFT

All requirements are defined in the SOW.

What are the planned operating hours for the 7 day week?

Expected training hours steady state:

18 hours/day, 5 days/week, 12 months/year

Planned OFTs Usage: 13,650 hours/year Max: 14,300 hours/year Planned UTDs Usage: 5,450 hours/year Max: 5,700 hours/year

Expected 95% availability algorithm/parameters:

CPF (Contractor Performance Factor) Formula. CPF shall be measured in terms of Contracted Training Time (CTT), Chargeable Downtime (CDT) and Partial Mission Capability Quantity (PMCQ). As a percentage, CPF is defined as:

CPF = ([CTT - (CDT + PMCQ)] X 100) / CTT

Either a training event can be completed, or not. If not, and the predominant factor is maintenance related, then it is a missed session.

If the trainer could perform one training event, but not another, by definition it would be “PMC.” It should be reported as such on the CDRL, and factored into the CPF computation.

CNATRA has no grace period. Any missed event impacts Time-to-Train and cannot be made up outside of the current training day.

55Functional and performance requirements / Att (2) METS GBTS Flight PBS -102 (DRAFT)_021720233.1.1.a
