SOLICITATION N61340-23-R-0015 - Response to Industry Questions
Question NumberSubject/Applicable DocumentParagraphPageQuestion/CommentAnswer
1Submission Naming Convention/N61340-23-R-0015_DRAFT2.1-2.286-87Can the Government be more specific with the Submission Naming Convention?

Would the Government accept the following:

XXX_Vol 1_Technical.docx XXX_Vol 2_Corporate Experience.docx XXX_Vol 2_AttL1.xlsx XXX_Vol 3_Price.docx XXX_Vol 4_Small Business-docx XXX_Vol 4_AttL2.docx XXX_Vol 5_Administrative Completeness.docx

The Small Business Submission Naming Convention “OFF_AttL1.docx” contains a typo and will be updated in the next draft RFP. No files are provided as attachments for Technical, Price, and Administrative Completeness. The remaining Submission Naming Convention fields will be updated in the next draft RFP.
2Corporate Experience/N61340-23-R-0015_DRAFTSection L, Part B, 2.0, first sentence90 of 102The sentence states “The Offeror shall propose its Corporate Experience using Attachment L-1 (Corporate Experience) and submit it IAW Table 1.” There is nothing marked as “Table 1” in Attachment L-1.

Also, Attachment L-1 has Instructions for Columns B through F (no column A). Please confirm that these correlate with the unmarked “Offeror Input” sheet items, which are not marked “Column X through Column X.” Table 1 in the sentence “The Offeror shall propose its Corporate Experience using Attachment L-1 (Corporate Experience) and submit it IAW Table 1” is referring to Table 1 – Volume File Names, of the solicitation in Section L, L.1, 2.2. The sentence will be updated to “The Offeror shall propose its Corporate Experience using Attachment L-1 (Corporate Experience) and submit it IAW Table 1 – Volume File Names, in Section L, L.1, 2.2.” in the next draft RFP.

Attachment L-1 is the Corporate Experience completion form. There are no instructions for column A on the “Instructions” tab because there is not a corresponding column A that requires input on the “Offeror Input” tab. The remaining columns B through F instructions on the “Instructions” tab correlate to columns B through F on the “Offeror Input” tab.

3Digital Voice GCA/METS-PBS-102 Revision - November 16, 2022
3.1.3.3.9.1

3.1.3.4.2.1.2.5 3.1.3.4.2.2 24-25 Request clarification on the overall requirement for the Digital Voice GCA. Is the intent for a “fully automated” GCA where the IOS determines displacement from the course/glide slope and automatically generates and annunciates voice commands? Or will the IOS just display the computer-generated prompts on the GCA display and the simulator instructor must take action for subsequent digital voice generation? The following paragraphs leave ambiguity as to the overarching goal of the requirement:

3.1.3.3.9.1 GCA digital voice transmission

The trainer shall provide a simulation model for GCA digital voice transmissions.

3.1.3.4.2.1.2.5 Override selection

b. The IOS shall have a GCA override control to allow manual entry of GCA commands.

3.1.3.4.2.2 Instructional controls

h. The IOS shall have speech generation, and automatically display computer generated prompts on the GCA display.

The intent of requirements is to have a “fully automated” GCA where the IOS determines displacement from the course/glide slope and automatically generates and annunciates voice commands, and also to display the prompts on the GCA display. The GCA override requirement is to silent the automated GCA, and the instructor can manually provide the comments. The Performance Based Specification (PBS) section 3.1.3.4.2.1.2.5 will be updated in the next draft RFP.

*Note: PBS numbering may change but the titles will remain the same in the next draft RFP release.

4 EKB/METS-PBS-102 Revision - November 16, 2022 3.1.3.7 42 Is the paragraph 3.1.3.7 requirement to communicate with student owned and/or government issued EKBs? Or are simulator use only EKBs supplied with the simulator allowable?

Please specify the charging station requirements.

Requirement 3.1.3.7.a is for the trainer to have wireless communication functionality with any tablet used as EKBs, student owned and/or Government issues EKBs. There is no requirement to deliver the trainers with EKBs. Requirement 3.1.3.2.2 states the requirement for USB ports for charging and mounting provisions for EKBs. The Government does not anticipate any updates to the RFP regarding this requirement.

*Note: PBS numbering may change but the titles will remain the same in the next draft RFP release.

5 Facilities and Facility Equipment/METS GBTS Flight PBS-102 draft 3.1.14.3 80 The trainer shall be installed in the existing Government Furnished Facilities (GFF).

Approximately 10,000 ft2 of space has been designated in the high bay for the new METS training system.

Will there be adequate administrative/office/maintenance support areas available during delivery/installation/acceptance? Will the Contractor be required to have temporary facilities set up outside of Building 83? If so, is there adequate connectivity?

Administrative/office/maintenance spaces will be made available either in building 83 or in close proximity. Storage of installation equipment/materials is expected to be the contractor’s responsibility. Areas will be available to view at the Pre-Proposal Conference that will be held on-site.
6Motion Seat Requirements/METS-PBS-102 Revision - November 16, 2022
3.1.3.11.1
4.2.547
86Request specific performance requirements for the motion seat. Beyond the “bumps” listed in paragraph 3.1.3.11.1 b. and c., no specific performance requirements are listed for the “motion cueing” in 3.1.3.11.1 a. other than “buffet vibration.” Paragraph 4.2.5 alludes to seat acceleration in each axis. The PBS sections 3.1.3.11.1 and 4.2.5 will be updated on the next draft RFP.

*Note: PBS numbering may change but the titles will remain the same in the next draft RFP release.

7 Visual System Field of View/METS-PBS-102 Revision - November 16, 2022 6.1.21.2 99 Will the current PBS 102 meet your training requirements (180 horizontal 40 vertical)? The question references section 6.1.21.2 of the PBS, which provides the definition for an Operation Flight Trainer and this definition includes a minimum field of view (FOV).

6.1.21.2 - Operational Flight Trainer (OFT)

This is defined as an “FAA FTD Level 7 - Model specific. All applicable aerodynamics, flight controls, and systems must be modeled. A vibration system must be supplied. This is the first level to require a visual system. A Level 7 device is one that has an enclosed airplane-specific flight deck and aerodynamic program with all applicable airplane systems operating and control loading that is representative of the simulated airplane throughout its ground and flight envelope and significant sound representation. All displays may be flat/LCD panel representations or actual representations of displays in the aircraft, but all controls, switches, and knobs must physically replicate the aircraft in control operation. It also has a visual system that provides an out-of-the-flight deck view, providing cross-flight deck viewing (for both pilots simultaneously) of a field-of-view of at least 180° horizontally and 40° vertically” with the addition of a collimated display for pilot/copilot viewing but no motion.”

Since King Air 260 was selected as the new METs aircraft, the FOV requirment for the OFT is now set to 240x60 and will be in the next PBS draft release.

*Note: PBS numbering may change but the titles will remain the same in the next draft RFP release.

8 Instructional Feedback System/METS-PBS-102 Revision - November 16, 2022 3.1.3.4.2.5 & 3.1.3.4.2.5.1 26 & 27 Clarification needed for the IFS requirements. Are the required values sent to a database? Stored electronically for historical data? IOS selectable? Just information available to the instructor on that event? The values are not sent to a database or stored electronically for historical data. IFS is IOS selectable functionality. The flight path displayed on the Instructional Feedback System (IFS) window is based on the student flying the ownship. The glide path is based on the runway selected at the IOS. The IFS display can be printed or saved for debriefing.

*Note: PBS numbering may change but the titles will remain the same in the next draft RFP release.
