About this file
This document outlines a pre-solicitation for a single award indefinite delivery indefinite quantity contract. The Naval Air Systems Command is seeking proposals to modernize Sailor training content delivery under the Sailor 2025 Ready Relevant Learning initiative. The scope of work involves converting existing training courseware into innovative, multi-media formats for mobile and multi-platform access. Services include instructional media design, interactive media instruction at multiple levels, train-the-trainer programs, and course pilots. The contract has a four-year ordering period and an estimated ceiling of $196 million. Questions are due by January 4, 2021, and final RFP release is scheduled for March 2021, with award planned for the second quarter of fiscal year 2022. The solicitation targets 25% minimum small business participation. Evaluation criteria emphasize past performance, price, and small business factors.
