The Contractor shall provide CLINs (2001 – 2405) for training services on a FFP per unit basis in accordance with the Performance Work Statement (PWS) (except for CLINs 2199, 2299, 2399 and 2499 which are reserved for DOL Price Adjustments to be provided at a later date, if required). The Government may place unilateral task orders at the stated FFPs for training service CLINs (2001 - 2405) for training commencing during the ordering period through the end of the CLIN ordering periods (stated in Section F) although performance may extend beyond the CLIN ordering period. The contractor shall provide CLIN 0001 for mobilization effort on a FFP per unit basis in accordance with the PWS.

B4 DEPARTMENT OF LABOR (DOL)/COLLECTIVE BARGAINING AGREEMENTS (CBA) (IF APPLICABLE) In accordance with FAR 22.1007, revised wage determinations shall be provided on the annual anniversary of the contract award date. The contractor shall provide a request for price adjustment in accordance with FAR 52.222-43 should a provided wage determination action cause an increase or decrease in wages and/or fringe benefits. The procedures of FAR 52.222-43 shall also be followed on the annual anniversary of the contract award date should a request for price adjustment be necessary pursuant to the terms and conditions of any prevailing collective bargaining agreement. If a price adjustment is necessary, the Contracting Officer will make a modification to the section B CLIN price for courses during that ordering period. If classes have been ordered which require a retroactive price adjustment, this shall be made to the FFP type CLINs 2199, 2299, 2399 and 2499. These CLINs will be incorporated as FFP.

B5 TRAINING COURSE CONTROL DOCUMENTS (TCCD)

The TCCDs detail the mission statement, terminal objectives and enabling objectives for all SWOS course(s) listed in the Performance Work Statement. The site requirements for Bangor apply to this contract for the three Fire Fighting Training (A-495-0018, A-495-0416, and J-495-0419) TCCDs. The site requirements for San Diego apply to this contract for the two Damage Control Training (K-495-0045 and A-495-0021) TCCDs. Those aspects of the TCCDs that do not apply are cited in performance work statement paragraphs 3.0, 5.12 and 8.1.

B6 CANCELLATION POLICY OF TRAINING CONVENINGS

The prices for all CLINs providing training services shall include a 5 day advance cancellation notice for any training convening requested on a task order. This will allow the Government to cancel training convenings awarded on a task order, at no cost to the Government, with a minimum of 5 calendar day advance notice for all training convening CLINs. The day the training service is scheduled to begin is not included in the 5 calendar day calculation. In the event of a cancellation 4 or fewer days (to include the start of training convening), there is no presumption the contractor will be entitled to either full or partial payment of training services that have not been conducted. The contractor shall make its best effort to mitigate cost as a result of the cancellation. The contractor shall submit a proposal with supporting documentation for the cancelled services to the Government to negotiate a settlement for the cancellation of services. In addition, the contractor is not authorized to invoice in accordance with 5252.246-9512 before settlement of cancellation with the Government.

SECTION L

L – [ 1 ] CONTENT OF PROPOSALS (SERVICES)

PART A GENERAL INSTRUCTIONS

1.0 GENERAL

The Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The Offeror is advised that the Government may incorporate any portions of the Offeror’s proposal into the resulting contract.

In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization shall be emphasized during proposal preparation. Statements that the prospective Offeror understands, can comply with, or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may result in assessing weaknesses and/or deficiencies.

The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor or subfactor clearly may be considered a deficiency. Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.

The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may result in the assessment of a deficiency to the proposal.

Throughout these instructions, a “principal subcontractor” is defined as a subcontractor who provides at least 20% of the proposed total price/cost (excluding the Offeror’s profit/fee), for the contract or provides one or more Key Personnel. “JV Team member” is defined as one of the entities that make up a joint venture (JV) formed for the purpose of responding to this solicitation.

Questions: Offerors may submit questions requesting clarification of solicitation requirements to Virginia Marquez, Contract Specialist, at Email: Virginia.Maul@navy.mil It is required that all questions be received within 10 calendar days of the date this solicitation is issued.

NAWCTSD will perform an on-site inspection of the offeror’s facility to ensure it meets the requirements in the PWS. The facility inspection is NOT part of the PAC NW source selection process. It will be conducted at some time before award of the PAC NW IDIQ contract. NAWCTSD in conjunction with Naval Education and Training Command (NETC) will be inspecting the facility of the prospective contractor to assist the Procuring Contracting Officer (PCO) in determining contractor responsibility in accordance with the provisions of FAR Part 9.1. NAWCTSD will provide the potential contractor a survey/inspection list prior to arriving at their facility/plant. Examples of facility features that may be inspected are included as Attachment: L-1 – NETC Firefighting Checklist.

2.0 PROPOSAL FORMAT

Written proposals must be formatted using a Times New Roman 12 pt Normal font (no reduction permitted), single-spaced with 1-inch margins all around, and formatted for standard 8.5 x 11 inch paper. All pages should be numbered with section and page numbers. When foldout pages are used they must not exceed 11 x 17 inches and will be counted as 1 page. Drawings may be provided separately and may be any size but should be folded to approximately 8.5 x 11 inch standard size and will count as 1 page. Graphs and tables shall be presented in no smaller than a 10 pt font and should contain a grid, which allows values to be read directly from the graph. Graphic resolution, including such data as tables or charts, should be consistent with the purpose of the data presented.

The Offeror will provide one complete copy of the proposal to the Procuring Contracting Officer (PCO) as electronic files fully compatible with Microsoft Office 2016 and for information not supported by MS Office products, with the latest Adobe Acrobat reader on a CD-ROM. The Offeror will ensure that the Price/Cost Volume is provided on a separate CD-ROM. Each CD-ROM is to be labeled for content and the Offeror’s name. If a discrepancy exists between the original paper copy of the proposal and the disk copy, the paper copy will take precedence.
