STATEMENT OF WORK
FOR
LANDING CRAFT UTILITY (LCU) CHIEF ENGINEER QUALIFICATION COURSE
AND
ADVANCED WELDING COURSE
SCOPE
This Statement of Work (SOW) defines the effort required to develop multiple training and performance support products that will satisfy instructional and program outcomes that involve multiple funding types, multiple requirements sponsors, and multiple receiving schoolhouses. The intent of this delivery order (DO) is to accommodate these multiple requests during the preparation and award of this Curriculum Indefinite Delivery/Indefinite Quantity Contract (ID/IQC). The work consists of Instructor Led Training development, with applied Computer Assisted Instruction (CAI), and Training System Analysis and Design. The following table lists the work included in this SOW and the SOW sections that support each work item. The tasks required in this SOW are within the scope of the PMS 339 Courseware Development Indefinite Delivery/Indefinite Quantity Contract (ID/IQC) contract.

BACKGROUND
Efforts under this DO include:
a. The Contractor shall develop and deliver a new instructor-led Landing Craft Utility (LCU) 1610-Class Chief Engineer (CHENG) qualification course curriculum to the Surface Warfare Officers Schools (SWOS) in Norfolk, VA and San Diego, CA. Curriculum development will be based on Government Furnished Information, and consists of approximately 120 220 hours, which includes of Instructor Led Training, 57 lab hours, and 30 Test hours.
b. The Contractor shall produce a Training Situation Document (TSD) for the Advanced Welding Course A-701-0027 that consists of the following analysis tasks: Training Situation Analysis (TSA), Training Systems Requirements Analysis (TSRA), and a Business Case Analysis (BCA) to aid in determining the necessary knowledge and skills to perform welding processes for High Pressure Pipe and Plate Welding as described in NAVSHIPS Technical Manual S9086-CH-STM-010/CH74 Vol. 1 for the HT and ND ratings.
APPLICABLE DOCUMENTS
The following documents form a part of this SOW to the extent specified herein. In the event of a conflict between documents referenced herein and the contents of this SOW, the contents of this SOW take precedence. Nothing in this SOW, however, supersedes applicable laws and regulations, unless a specific exemption has been obtained.

GENERAL REQUIREMENTS
PROJECT MANAGEMENT
The Contractor shall provide the necessary hardware, software, personnel, supervision, management, materials, equipment, facilities, testing, technical, logistics, and clerical support to perform the tasks specified in this SOW. The Contractor shall provide broad program oversight, guidance, and technical leadership to ensure program results are in compliance with contract requirements and the timely delivery of the required deliverables. This entails day-to-day management of contract deliverables, and includes organizing, planning and directing projects as well as reporting, controlling manpower, and guiding technical aspects of a project.
Conferences, Meetings and Reviews The contractor shall conduct, attend, and participate in conferences (e.g., PAC), meetings (e.g., Content Design Meeting [CDM]), reviews (e.g., In-Progress Reviews [IPRs], IAW Base SOW 170020, para. 3.1.9.
Briefing Slides, Meeting Agendas, and Meeting Minutes The Contractor shall submit Briefing Slides, Meeting Agendas, and Meeting Minutes in electronic copy. Draft Meeting Agendas shall be delivered to the Government no less than 10 working days prior to schedule meeting. Final Meeting Agendas and Briefing Slides shall be delivered to the Government no less than 2 working days prior to scheduled meetings. Meeting Minutes shall be delivered to the Government no more than 5 working days after completion of the meeting. Except where noted herein, meetings and reviews shall be considered fulfilled when all of the following items are completed: (1) A proposed conference agenda has been submitted by the contractor and accepted by the Government. (2) A conference, meeting, or review has been conducted, and the agenda items have been presented to the Government. (3) All action items requiring contractor response have been resolved, and (4) Proposed conference minutes have been submitted by the contractor and accepted by the Government. The Contractor shall prepare the Meeting Agendas, Briefing Slides, and Meeting Minutes in Accordance with (IAW) Contract Data Requirements List (CDRLs) B002 and B003.
Project Kick-off Meeting The Contractor shall conduct a kick-off meeting within 30 days of DO award. The purpose of this meeting is to introduce Contractor and Government team members, to ensure full understanding and concurrence on contract requirements, establish the framework of the Contractor and Government interaction during the DO schedule, and to further elaborate the Government’s vision for the training solution. The Contractor shall also present their Risk Management (RM) and Quality Assurance (QA) processes.
Risk Management (RM) The Contractor shall maintain a Risk Management Program and shall notify the Government of performance or schedule risks. The Contractor shall identify acceptable risk mitigation for the identified risks. All identified risks shall be identified and tracked monthly until resolution within the CPSMR. Technical risk shall be mitigated by including contractor Subject Matter Experts (SMEs) in all aspects of the development activities early in the planning stages.
Quality Assurance (QA) The Contractor shall maintain a QA Program that satisfies contract objectives and consistently meets the requirements of the Government. The Contractor QA tasks shall consist of an internal review processes for deliverable products. The Contractor shall ensure the deliverables are the latest version under Configuration Management (CM) and instructionally sound before being submitted.
In-Process Reviews (IPRs) (Ref: SOW 170020, para. 3.1.9) The Contractor shall conduct IPRs as required, but at least once per month, for the duration of the DO with the Government. All IPRs shall be coordinated by the Contractor and the Government. Each IPR will be held on a date and time mutually agreeable to the Government and Contractor and IAW the Integrated Master Schedule (IMS). The purpose of the IPRs shall be to exchange information and discuss the status of the project objectives. The IPRs shall be conducted via telecon. The Contractor shall be prepared to explain the reasoning, assumption, and methodologies utilized in arriving at particular conclusions, recommendations, or alternatives in the accomplishment of the tasks required by the contract. IPRs shall include the following topics:
c. Previous Action Items: Review of the Government and Contractor action items from the previous IPR using an action item list.
d. Problem areas: Areas that have been problematic or areas requiring Government decision and resolution.
e. Program risks and mitigation strategies.
f. New action items: Preparation and finalization of new action items as a result of IPR discussions.
Contractor’s Progress, Status and Management Reports (CPSMR)/ Master Project Plan (MPP) (Ref: SOW 170020, para. 3.1.10) The Contractor shall monitor and report on the progress of the effort to include schedule, accomplishments, work in progress, problems with recommended solutions, on time and late product deliveries. The Contractor shall prepare the CPSMR IAW CDRL B004. Included with the CPSMR, the Contractor shall present the Integrated Master Schedule (IMS) (B005) Ref: SOW 170020, para. 3.1.4 .
Requirements Workshop The contractor shall facilitate meetings and focus groups as needed or at the request of the Government, with Government Subject Matter Experts (SMEs), stakeholders, and sponsors to define job performance tasks and parameters. Additional small group meetings, as well as interviews, distributed surveys, and teleconferences will be periodically necessary to refine training requirements and review program status. The Contractor shall coordinate and plan all meeting logistics.
Government Furnished Information (GFI) Initial delivery of GFI will be provided within 10 working days after DO award. Additional GFI shall be requested in writing by the contractor. Email requests sent to the Technical Point of Contact (TPOC) are acceptable. The contractor shall acknowledge receipt of all GFI in writing (email) to the TPOC and COR within 10 days. All GFI shall be returned to the forwarding Government agency when the effort is complete, or if agreed to by the TPOC, destroyed using applicable procedures. Destruction of GFI shall be reported in writing (email is acceptable) to the TPOC within 30 days of effort completion.
Visitation to Government Facilities When visiting any Government site, the Contractor shall follow all security procedures as dictated by the organization visited. All security requirements shall be coordinated with Government Program Management (PM) and the specific Government Site Security personnel.
Travel (Ref: SOW 170020, para. 3.1.7) The contractor shall travel in support of analysis tasks specified herein. All Contractor travel will be at the direction of the Government. Costs shall comply with Joint Federal Travel Regulation (JFTR) per diem rates for travel, lodging, meals and incidental expenses. For planning purposes, it is anticipated that travel will be required to the following destinations: San Diego, CA, Great Lakes, Ill and Norfolk, VA. Historically, similar analysis efforts have required two personnel for a duration of three days per site.
Security The contractor shall safeguard all classified information and meet all Security and Information Assurance (IA) requirements identified in the DD Form 254. The contractor shall enforce these safeguards throughout the life of the contract including the transport and delivery phases. (Ref: SOW 170020, para. 3.1.12) Confidentiality/Proprietary Data This effort and all materials provided to the Contractor by the Government should be considered for Official Use Only (FOUO) in nature. The information shall not be disclosed, copied, modified, or used except in completion of the tasks/deliverables for this contract.
Information Assurance (IA) (Unclassified Systems) The security requirements specified herein shall apply to the Contractor and subcontractors. The Contractor shall comply with applicable on-site security regulations related to facility access and building access. The Contractor shall safeguard all sensitive information and controlled unclassified (including FOUO) information IAW the Contractor’s locally established security plan. The Contractor shall enforce these safeguards throughout the life of the contract including the transport and delivery phases and the disposition and storage of controlled unclassified information at contract completion.
Information Assurance (IA) Contractor – Owned Unclassified Network The Contractor shall take means (defense-in-depth measures) necessary to protect the confidentiality, integrity, and availability of Government controlled unclassified information (including FOUO) in the same manner as the Contractor would protect its own unclassified company proprietary information. The Contractor shall ensure that contractor-owned or operated unclassified Information Technology (IT) network assets (including assets used for Contractor teleworkers) used to process sensitive Government information (controlled unclassified information) are managed and maintained IAW commercial best practices, vendor-specific, or other nationally or internationally-recognized IT configuration and management standards.
Information Security Requirements for Protection of Unclassified DoD Information On Non-DoD Systems The Contractor shall safeguard unclassified DoD information stored on non-DoD information systems to prevent the loss, misuse, and unauthorized access to or modification of this information. The Contractor shall:
a. Not process DoD information on public computers (e.g., those available for use by the general public in kiosks or hotel business centers) or computers that do not have access control.
b. Protect information by no less than one (1) physical or electronic barrier (e.g., locked container or room, login and password) when not under direct individual control.
c. Sanitize media (e.g., overwrite) before external release or disposal.
d. Encrypt the information that has been identified as Controlled Unclassified Information (CUI) when it is stored on mobile computing devices such as laptops and personal digital assistants, or removable storage media such as thumb drives and compact disks.
e. Limit information transfer to subcontractors or teaming partners with a need to know and a commitment to at least the same level of protection.
f. Transmit e-mail, text messages, and similar communications using technology and processes that provide the best level of privacy available, given facilities, conditions, and environment. Examples of recommended technologies or processes include closed networks, virtual private networks, public key-enabled encryption, and Transport Layer Security.
g. Encrypt organizational wireless connections and use encrypted wireless connection, where available, when traveling. When encrypted wireless is not available, encrypt application files (e.g., spreadsheet and word processing files), using no less than application-provided password protection level encryption.
h. Transmit voice and fax transmissions only when there is a reasonable assurance that access is limited to authorized recipients.
i. Provide protection against computer network intrusions and data exfiltration, including no less than the following:
1. Current and regularly updated malware protection services, e.g., anti-virus, anti-spyware.
2. Monitoring and control of inbound and outbound network traffic as appropriate (e.g., at the external boundary, sub-networks, individual hosts) including blocking unauthorized ingress, egress, and exfiltration through technologies such as firewalls and router policies, intrusion prevention or detection services, and host-based security services.
3. Prompt application of security-relevant software patches, service packs, and hot fixes.
j. Comply with other current Federal and DoD information protection and reporting requirements for specified categories of information (e.g., Critical Program Information, Personally Identifiable Information, export controlled information).
Detailed Tasks The contractor shall perform the tasks listed in the subsequent paragraphs to develop the LCU CHENG Course of Instruction (COI), and to conduct a Training Situation Document, to include a Business Case Analysis (BCA) for the Advanced Welding COI (CIN A-701-002). The Government will provide relevant GFI to support this effort as part of the DO. The NAWCTSD Technical Point of Contact (TPOC) will coordinate Contractor distribution and access to GFI. The Government will provide the Contractor with access to doctrinal task and knowledge data materials and technical manuals, as well as any content or training materials currently being used in support of training. Specific classes of GFI to be made available to the Contractor consists of:
a. Technical Documentation
b. Personnel Qualification Standards (PQS)
c. Engineering Operational Sequencing Systems (EOSS)
d. Existing Training Analysis data
e. Navy Instructions and Regulations
LCU Chief Engineer Course Development The contractor shall develop approximately 220 hours of Instructor Led Training (ILT) Level 2 with applied Computer Assisted Instruction (CAI), in accordance with Base Sow 170020 Para 3.2.2 Task Area 2 Curriculum Development. Training content shall be developed in Learning Object Module (LOM) using NAVEDTRA 130/136 series as guidance documents. The task data to be provided as GFI shall be migrated into the Content Planning Module (CPM) to provide the connection (link) between the description of work captured in the JDTA and the learning content developed to support the work. Course development shall be IAW CDRLs: F00E Instructional Visual Aids (Computer Aided Instruction); F00F Instructional Media Source Files; F00C Lesson Plans; F00D Trainee Guide; F00H Test Package; F00J Course Pilot Test. The Contractor shall comply with NETC policy and guidance in the development of new courses/lessons by utilizing CPM/LOM. The Contractor shall use CPM to deliver CDRLs F003 JDTA, F005 TPP, F006 TCCD, and F007 CTTL. The LO module is used for LP and TG development, IAW F00C Lesson Plan; and F00D Trainee Guide. The contractor shall provide the Government CD-ROMs and DVDs containing the final versions of the courseware content and materials. The contractor shall prepare the CD-ROMs and DVDs IAW CDRL F00K Final Data Deliverables.
Advanced Welding Course (A-701-0027) Training Situation Document (TSD) Development The Contractor shall produce the TSD IAW OPNAVINST 1500.76C (series) and deliver the TSD IAW CDRL F001. The TSD shall include the following analysis tasks in accordance with BASE SOW 170020 Para 3.2.1 Task Area 1.:
Advanced Welding Course Training Situation Analysis (TSA) The Contractor shall conduct a TSA on the Advanced Welding Course curriculum to identify whether there is a need to develop or revise the instructional program IAW Ref: SOW 170020, para. 3.2.1.2. The TSA shall include the following steps:
a. Determine analysis scope
b. Identify data requirements
c. Collect and analyze data
d. Document resulting analysis Task shall be completed IAW CDRL F001.
Advanced Welding Course (A-701-0027) Training Systems Requirements Analysis (TSRA) The Contractor shall conduct a TSRA IAW Ref: SOW 170020, para. 3.2.1.2 to evaluate whether there is a need to develop or revise the instructional program for new or modified equipment, systems or sub-systems. The TSRA shall include the following steps:
a. Identify the trigger event driving the need for training
b. Identify personnel impacted by new/revised training
c. Identify the scope of the training impact
d. Identify current training infrastructure
e. Provide potential solutions for training needs Advanced Welding Course (A-701-0027) Advanced Welding Course Business Case Analysis (BCA) The contractor shall develop a BCA IAW Ref: SOW 170020, para. 3.2.1.3. The BCA shall provide a structured, consistent methodology that presents all the benefits and costs, both quantitative and qualitative, of each planned action over time. The result of the BCA is used to support the Sponsor/Stakeholder decision to proceed with proposed actions. The contractor shall perform the Business Case Analysis IAW CDRL F002.
