Resource Allocation Matrix
The labor categories and rates listed below shall be applicable to orders issued under Training Systems Analysis and Design (FFP) CLIN X001 and Curriculum Format Conversion (FFP) CLIN X002. The rate for each labor category below shall be the fully burdened labor rate, to include all indirect rates, G&A, and profit, for the labor categories.
NOTE: Year 5 Fully Burdened Rates should account for effort on any delivery orders for which delivery could go up to six months past the ordering period end date. Firm fixed-price rates on orders issued in the last month of the contract ordering period, and when product delivery is more than six months past the ordering period end date, are limited to a one-time escalation, not to exceed 3 percent, for the period extending beyond six months, not to exceed the date set in FAR 52.216-22 of this IDIQ.

The travel fixed factor rate below shall be applicable to orders under the Travel (FFP) CLIN X501 and the OCD fixed factor rate below shall be applicable to orders under the Other Direct Cots (FFP) CLIN X502. This factor rate shall be the only rate applicable to CLINs X501 and X502 should include all indirect rates, overhead rates, and profit.

Labor Category Descriptions The following labor category descriptions are provided for reference purposes only. They ARE NOT contractual requirements in education or experience, but provide descriptions of primary functions, duties, education levels, and experience indicative of the personnel which may be required in performance of individual delivery orders. The education and experience in the labor category descriptions are reflective of the levels historically utilized. Each delivery order under CLINs X001 and X002 will be evaluated based on the specific requirements of that delivery order and will utilize the following general labor descriptions in negotiating labor mix required to perform the delivery order. The personnel requirements may vary from task to task.
Project Manager: Oversees the development and delivery of instructional products on assigned projects. Manages and directs the project development team to assure all technical, schedule, and delivery requirements are met on assigned task orders. Has a broad understanding of current technical issues and training system design and development trends and knowledge of learning theory and the principles, methods, practices and techniques of one or more specialties of the instructional systems field. Experience managing multi-disciplinary training development teams for the development of complex tasks; expertise in the management and control of project resources. Holds a degree in business management, instructional technology, or equivalent and a minimum of 3-5 years of specialized experience in managing instructional systems analysis, design and development projects preferably for military related requirements.
Senior Instructional Systems Designer: Conducts analyses to identify and validate training requirements. Develop and recommend alternative training strategies for consideration. Develop training planning data including resource requirements (manpower, personnel, and training). Determine follow-on training recommendations including justification and impact. Determine the training considerations that form the basis for functional characteristics of the instructional delivery system. Determine functional characteristic requirements. Determine training system life-cycle support requirements during the design of training. Identify the relationship between training deficiencies and training system modification requirements. Responsible for the actual writing of training materials, including tasks, learning objectives, format, organization, content, lesson maps, instructional strategies, methodologies, learning events and activities, test items, interface design and controls. Develop testing instruments to pretest learners’ previous learning levels; measure cognitive, psychomotor, and performance accomplishments during formative and summative evaluations; test achievement at the end of a course of instruction. Develop testing plans, test administrator’s guide, and a cross-reference list of test items and related learning objectives. Assist in formative and summative evaluations and in applying the findings for improving training and instruction. Instruct client personnel on procedures, processes, and methods of operating, maintaining, revising, and enhancing training systems. Plan for the effective use of time; set priorities; ensure that all instructional materials are completed as scheduled. Experience or related experience in instructional systems design and training requirements analysis, instructional system development. Holds a degree in Education, Psychology, or Instructional Systems Design.
Instructional Designer: Assist in the planning process, work with, and supervise other assigned project personnel, and coordinate the project with administrators. Conduct analyses to identify and validate training requirements, document results of analyses, and develop and recommend alternative training strategies for consideration of decision-makers. Develop training planning data including resource requirements (manpower, personnel, and training), determine follow on training recommendations including justification and impact, determine the training considerations that form the basis for functional characteristics of the instructional delivery system, and determine functional characteristics requirements. Develop testing instruments to pretest learners’ previous learning levels; measure cognitive, psychomotor, and performance accomplishments during formative and summative evaluations; test achievement at the end of a course of instruction. Develop testing plans, test administrator’s guide, and a cross-reference list of test items and related learning objectives. Assist in formative and summative evaluations and in applying the findings for improving training and instruction. Guide, review, and approve the sequence of learning experiences based upon learning psychology, behaviorism, cognition, and information processing. Plan meetings, prepare agendas, keep the project team on track, lead discussions, and resolve conflicts.
Holds a degree in Education, Psychology, or Instructional Systems Design.
Quality Assurance Specialist: Provide technical and administrative direction for personnel performing development tasks, including the review of work products for correctness, adherence to design concept and to user standards, and for progress in accordance with contract schedules. Coordinates with the Program/Project Manager to ensure problem solution and user satisfaction. Makes recommendations and prepares milestone status reports. Experience or related experience in the analysis, design, development, and evaluation of training products, including multi-media. Holds a degree in Education, Computer Science, Information systems, or other related discipline.
Administrative Assistant: Experience or related experience in computer operations for data processing and retrieving information from the Internet and/or LAN system. Office organizational skills with strong technical skills. Other duties include opening and sorting mail, using copy machine(s) and proofreading. High School graduate or equivalent (GED). Additional and/or more specific qualifications may be addressed in individual delivery orders.
Multimedia /Graphic Artist: Uses techniques of shading, perspective, and color mixing to create handmade or computer-generated realistic and abstract work or images of objects, people, nature, topography, or events. Uses computer software, computer design techniques, and computer-generated media to design new images. Work closely with the ISD team to layout and design media. Draw storyboards to guide development during the production of computer-based training, films, and videos. Draw illustrations for use in technical manuals and audiovisual presentations that explain and illustrate subject content and performance skills. Use computer aided design systems and artistic techniques to create animation. Review graphic materials to be presented and present the information in an eye-catching, yet organized manner. Recommends which photographs or artwork to use, and oversee production of printed material. Produce media products that make a substantial contribution to accomplishing course objectives. Plan, supervise, and produce instructional media products. Experience or related experience in the creation of realistic, representations using draw, paint, and 3-D graphic programs; image scanning, editing, file format conversion, and compression experience; verifiable examples of projects and the individual’s contribution to the project.
Subject Matter Expert (SME): Formal education or the successful completion of training in specific occupational specialties related to the subject matter of the project (civilian or military). Thoroughly competent in the specific subject for which materials are being developed. Suggest content topics, recommend the sequence for presenting topics, and recommend activities based on objectives. Verify and ensure the technical and operational accuracy of the subject content and the treatment of content in materials chosen or produced for the project. Assist in performance of the planning process. Work with and coordinate with other corporate personnel to perform assigned tasks. Consider the relationship of the subject undergoing development to other subjects in the program, making recommendations to enhance the situation. Point out elements in the content that may be difficult, confusing or that may be a likely area of trouble. Advise how long it takes to produce particular segments, what the better information sources are, and which techniques in resource books are good. Maintain a fresh, broad, and imaginative view of the subject and its applications. Experience or related experience in instructional presentation technologies, demonstrated practical experience in a specialty area, and sufficient related experience to qualify as a subject matter expert is required.
Computer Programmer: Prepare descriptions that list the input required, the steps the computer must follow to process data, and the desired arrangement of the output. Write and maintain software programs that list the steps the computer must execute to perform functions. Create software programs, e.g., games, computer-based education, military interactive courseware, desktop publishing, financial planning, spreadsheets, client/server applications, multimedia, electronic classrooms, interactive multimedia instruction, Internet technology, distance learning, and virtual reality. Update, repair, and modify code and routines of existing software programs. Prepare sample data to test all parts of a program; conduct trial runs and test software programs to ensure instructions are correct and will produce the desired information. Debug or eliminate errors from the software by making appropriate changes when errors occur, and then recheck the program. Prepare instructions for the computer operator who will run the software program. Prepare a user’s manual for software programs. Access or generate a wide variety of software programs, e.g., instructions involved in updating financial records, instructions to duplicate conditions onboard a military training simulator. Design a database system that maintains assigned training system operational and currency status. Write software programs or operating systems using programming and object-oriented languages, as well as computer networking, data base management, and artificial intelligence. Once the design is developed, prepare charts and diagrams that describe the proposed system in terms that other users can understand. Prepare specifications, work diagrams, and structure charts. Connect computers through “networking,” i.e., local area networks, wide area networks, multi-user systems, electronic mail, modems, laptops, and the Internet. Experience or related experience in the analysis, design, and development of computer software and computer networks, and experience in various computer languages.
