About this file
This document provides site visit information for a federal solicitation seeking immersive gaming and simulation trainers. The Navy is hosting a site visit on November 19, 2018 at Naval Station Mayport in Florida to allow contractors to view a DDG ship's Full Authority Digital Engine Control Local Operations and Control Panel, which is the focus of the first delivery order. The first delivery order includes developing a virtual trainer for this system at Naval Station Great Lakes, new immersive courseware for engineering technicians on Littoral Combat Ships, and new courseware and models for maintenance procedures. Interested offerors are instructed to submit personnel forms by November 14 if attending and to direct any questions to the Contract Specialist by December 5. Only two people from each company may attend due to space limitations.

SITE VISIT INFORMATION
RFP N61340-19-R-0020
***SITE VISIT INFORMATION***
This information pertains to the Surface Training Immersive Gaming and Simulations (STIGS) program, RFP N61340-19-R-0020.
The Government posted some of the draft requirements documents for STIGS on 31 October 2018 one of which was the Performance Specification (PRF) in support of the requirement for a virtual Full Authority Digital Control Local Control Panel (FADC LOCOP) operations and maintenance trainer. In an effort to allow contractors to see the FADC LOCOP and ship spaces, the Government will be hosting a site visit at Naval Station (NS) Mayport, FL on 19 November 2018. The purpose of this site visit is to allow the interested offerors an opportunity to visit an actual DDG ship to support familiarization with the FADC LOCOP shipboard system, which is part of the first delivery order. The Government realizes that this is short notice; however, we are working with limited Fleet availability.
This site visit will only be related to the virtual FADC LOCOP operations and maintenance trainer requirement. No photos or videos will be allowed at this visit. The slide information presented will strictly pertain to the FADC LOCOP and will be presented again at Industry Day. All available technical data on the FADC LOCOP will be made available to all interested offerors whether attending the site visit or not. In addition, the Government will be providing additional technical data on the FADC LOCOP, which should provide interested offerors sufficient information to propose on the effort, regardless of whether they attend this site visit.
A separate Industry Day is tentatively planned for 29 November 2018 at NAWCTSD Orlando with additional information not discussed at the site visit. Again, the information presented at the site visit at NS Mayport relating to FADC LOCOP will also be presented at Industry Day at NAWCTSD Orlando for those unable to attend the site visit. Additional specifics are forthcoming, but the Industry Day event will consist of a detailed briefing on the entire effort (e.g. overall ID/IQ plan, initial delivery order, etc…), discussion of the acquisition schedule, a group question and answer (Q&A) session, and an opportunity for brief one-on-ones. The one-on-ones may be held after Industry Day and via teleconference.
The first delivery order will consist of the following efforts:
1. Model AG9140RF Ship Service Gas Turbine Generator (SSGTG) virtual FADC LOCOP operations and maintenance high-bay trainer to be located at NS Great Lakes, IL (new trainer). Note – this is the topic for the NS Mayport site visit.
2. Immersive courseware for the Littoral Combat Ship hull 5 (LCS-5) Engineering Plant Technician (EPT) to distributed to SWOS Learning Centers in Mayport, FL, San Diego, CA and Newport, RI (new immersive courseware and new virtual ship 3-D models).
3. Immersive courseware for maintenance and casualty control procedures for the SSGTG FADC LOCOP to be located at NS Great Lakes, IL (new immersive courseware and new virtual ship 3-D models).
4. Design, development, and establishment of a common software/technical baseline for the STIGS family of trainers.
Site Visit Specifics:
If your company intends to send a representative, please submit a SECNAV 5512/1 (form provided with this posting) to LT Delvin Diggs (delvin.diggs@navy.mil) AND Christopher Korn (Christopher.Korn@navy.mil) no later than 14 November 2018. If offerors do not have Common Access Cards, they will need two forms of Government issued identification to gain base access. All vehicles must have valid registration and insurance to be allowed on the Naval Station. If there are any issues gaining base access contact Mike Sutton at
(904) 270-7028 X 11 or cell phone (904) 994-3032.
Participants will meet the STIGS government team in the Surface Force Squadron Building located at 448 Bonhomme Richard St, Mayport, FL 32233 on Monday morning at 0730. Due to the confined spaces on the ship and limitations on facility capacity, the Government will limit the site visit to two (2) personnel per offeror (inclusive of prime and subcontractor(s)). If the number of participants exceeds the facility capacity, the location may change. All participants will meet in one location and be provided with a brief on FADC LOCOP. After the brief, groups of approximately 10-15 personnel will conduct a ship visit to a DDG. Questions will be permitted, but are to be strictly in regards to the FADC LOCOP. There will not be a group Q&A session after completion of the tours, nor will there be one-on-ones.
There is no requirement for any contractor to make a presentation.
The Government will attempt to log all FADC LOCOP questions during the site visit, which will be added to the Q&A log that will be posted after Industry Day. For any questions asked in-person during the site visit it is requested that interested offerors follow-up with an email to document the question. All VALID and non-proprietary questions and responses will be shared through the Government-wide point of entry (GPE) FedBizOpps/Navy Electronics Commerce Online. Interested offerors should mark any questions that they believe are of a proprietary nature.
All questions are to be submitted using the attached Question Form to the Contract Specialist, Allison Laera, (allison.laera@navy.mil). QUESTIONS MUST BE SUBMITTED TO
THE CONTRACT SPECIALIST VIA EMAIL BY 1200 EASTERN STANDARD TIME ON 05
DECEMBER 2018. Contractors that are not in attendance at the site visit may still submit questions.
Due to the fact that this is a competitive acquisition, we request that no sidebar conversations take place during the site visit between Government and contractor personnel.
mailto:delvin.diggs@navy.mil
Please note that the Government is not responsible for, nor will the Government pay, any portion of the costs associated with attendance at the meeting by prospective contractor personnel.
As a reminder, no photos or video will be allowed by contractors during the site visit. This will be an UNCLASSIFIED meeting.
