About this file

This document package includes an hourly wage table and supporting information for a federal engineering support services contract opportunity. The wage table provides fully burdened hourly rates by labor category for the base year and four option years at multiple government sites, including NAS Jacksonville, FL, Tinker AFB in Oklahoma City, and NAS Whiting Field in Milton, FL. The labor categories involve positions such as program managers, engineers, technicians, and analysts. The supporting information describes how the government derived the hourly rates from Department of Labor data and inflation indices. A related pre-solicitation notice seeks engineering support services for Fleet Readiness Center Southeast at NAS Jacksonville, involving aircraft like the P-3, P-8, F/A-18, and their components. The final RFP for this requirement is planned for release by February 28, 2018, with an NAICS code of 541330.

Labor Category The labor categories come from the RFP Statement of Work

Hourly Wage Estimate

Hourly Wage Estimate
The Government obtained the hourly wages using the Department of Labor tool kit located at https://www.careeronestop.org/toolkit/wages/find-salary .
These hourly wages were categorized into a low, medium, and high range and then selected for the appropriate level of education and experience required by the RFP Statement of Work.
General Services Administration (GSA) was used to validate these hourly wages.
The three wage grade labor categories (Engineering Tech IV, Engineering Tech III, Drafter/CAD Operator IV) are from the register of Wage Determinations, Service Contract Act.
All SCA rates were burdened using 4.13/hr Health and Welfare rate, $0.28 EO 13706, 4% retirement, 12.65% FICA/Work Comp, and 15% overhead rate.
All non-SCA rates were burdened using a $4.41/hr Health and Welfare rate, 12.65% FICA/Work Comp, 4% ,miscellaneous benefits, and 15% Overhead rate.
There is no fee applied to the rates
Contractor site rates were built the same way except the overhead rate was assessed at 30%.
The government applied each year based on Office of Secretary of Defense (OSD) Inflation Indices.

(1) Labor CategoryThese labor categories come from the Statement of Work.
(2) Working SiteThe government applied % escalation to a burdened Government-site hourly labor rate to result in the burdened Contractor-site hourly labor rate. “Contractor site” means the labor is performed at contractor facilities
not located on government property. “Government site” means the labor is performed at Government facilities. The percentage is based upon looking at historical data and various average hourly labor rate data for “customer” and
“contractor” sites on the General Services Administration’s webpage, “Contract-Awarded Labor Category” at https://calc.gsa.gov.
(3) Occupational IndexThese are DOL's occupational codes.
(4) O*Net IndexThese are used in the DOL-sponsored salary finding websites O*Net (www.onetonline.org) and CareerOneStop (www.careerinfonet.org). Hourly wages found on these websites are the same as they appear on the
DOL's Bureau of Labor Statistics (BLS) website, but they can be presented as a comparison of up to 5 occupations at a time.
(5) Standard Occupation Classification (SOC)SOCs are Department of Labor (DOL) standard occupation categories. The crosswalk files between Department of Defense (DoD) labor categories and SOC can be found at the following links:
http://www.workforceinfodb.org/ftp/download/MILITARY/milx0116.zip
http://www.xwalkcenter.org/index.php/component/content/article/83-onetinfo/109-onetsup#xwalks
(6) Functional FactorsThe government applied these factors to the different labor categories at the three locations set forth in this solicitation to attempt to account for different aspects or functions of a proposed labor category and its location.
The factors are based upon considerations such as education, experience, program workload assignment, and number of personnel at a location. Based upon those considerations, the government then used one of five factor choices
set forth in the DOL's May 2014 Hourly Wage Survey: 10%, 25%, Median, 75%, and 90%.
(7) DOL's Hourly Wage EstimateThe government obtained the hour wages set forth in column 7 using the following procedures and analysis:
1. Go to the homepage of DOL's CarrerOneStop website at https://www.careerinfonet.org. Click the Occupation Profile then type in either the O*Net Index or SOC. Then click Search.
2. Click View Hourly Wage, then when the screen appears, click Learn More about This Occupation.
3. Click Compare Wages by Occupation and Local Areas then select up to five occupations. Click Continue.
4. Select the associated Metropolitan area (i.e. Jacksonville, FL; Oklahoma City, OK; or Arlington, VA). Click Continue.
5. Comparison of national, selected state, and selected city hourly wages will be displayed in five survey groups mentioned in note (4) -- 10%, 25%, Median, 75%, and 90%.
(8) Year 1 Hourly Wage EstimateThe government applied 3% escalation per year to DOL's May 2014 hourly wages to result in the hourly wages for Year 1, 14 Dec 2016 to 13 Oct 2017, or added 6% to column (7).
(9) to (12) Years 2 to 5 Hourly Wage EstimateThe government applied 3% escalation per year to Year 1 hourly wages to result in the hourly wages for Year 2, 14 Oct 2017 to 13 Oct 2018, or added 3% to column (8); and repeated the same process for the outyears.
