SPECIFIC QUESTION
On page 77 of the final RFP in Table G-2, Annex A requests file naming convention AnnA SDfAME#.pdf and AnnA SDfAME#.docx. Do you want these named as follows: AnnA SDfAME1.pdf, AnnA SDfAME2.pdf, AnnA SDfAME3.pdf or do you prefer a more specific naming convention such as AnnA SDfAME1_SOW.pdf, AnnA SDfAME1_ContractValue.pdf that stays in compliance with the request to keep file names at 40 characters or less?

It is the Offeror’s discretion to determine if a more specific naming convention is necessary or helpful in their proposal.
If the Offeror’s intention is to provide multiple files as part of Annex A vice one file that includes all document, it would be helpful to keep the file names short (e.g., AnnA SDfAME1.pdf, AnnA SDfAME2.pdf, AnnA SDfAME3.pdf or AnnA SDfAME1_SOW.pdf) and provide a list of the documents included in each Annex file. Adding a few characters is ok (e.g., SOW), however file names that are too long cannot be opened or moved so the intention of the instructions is to minimize character length.

For Tables T-1, T-2, and T-3, are the margins provided acceptable for the printed documents or should those adjust to the 1-inch margins requested under 2. Proposal Format and Submission on p75 of the final RFP?

The Offeror may use the format, font, margins etc. provided in the attachment. The Government does not expect Offeror’s to reformat attachments provided by the Government.

If Government attachments have a different format/font, the Offeror may use the format/font in the attachment as provided.
All pages should be numbered with volume, paragraph, and page numbers.
Question: At what level paragraph does the Government want in the page numbering? It would be confusing if a paragraph did not end on the page and rolled over. Will the Government simplify and change the page numbering to include only volume and page number.

The Government is looking for the same paragraph formatting as provided in the proposal. For example, responses to 1.3.3 should be provided in a paragraph numbered 1.3.3. Please title the heading of this section 1.3.3. If a follow on page does not contain the heading of a subsequent section (e.g., 1.3.4), then that page does not need to contain a paragraph number.
Volume and Page numbers on pages that do not contain paragraph headings is sufficient.

The Offeror must present its proposal information in a manner that facilitates a one for one comparison between the information presented and Section L proposal instructions. Proposal information must be structured such that its paragraph numbers/letters correspond to the proposal instructions paragraph numbers/letters, although the Offeror may add lower tier sub paragraphs.
Question: It is the Government’s intent that proposal numbering match exactly to the RFP numbering? Or are titles of proposal sections to be the same? There are instances where numbering would begin at 1.3.1., not 1.0. Please advise.
