SPECIFIC QUESTION
In the final RFP, on page 84, T-3, Section 16 the Supporting Contract Reference Document Name Provided in Annex A, Page Number, and Paragraph are grayed out indicating no supporting contract data is required. But on page 86, section 1.3.4 it states "The Offeror shall demonstrate (using authoritative documentation regarding contract performance) that the contract reference(s) identified in Table T-2 (Contract Summary) and submitted for evaluation in Table T-3 (Contracts for Aircraft Maintenance Experience) contain a minimum of three years of cumulative aircraft maintenance experience within the five years prior to the solicitation release date. Can the Government clarify if contract references are required in T-3 section 16?

In the final RFP on page 87, Section L, "Volume 2- Contract Administration", the requirement for Model Contract documents (SF33, signed Reps and Certs) previously in paragraph 1(e) has been removed. Can the Government verify that these documents are now not required for the proposal submission?

SPECIFIC QUESTION:
SUBJECT: Final RFP Instructions to Offerors Per the Final RFP, Section L, Instructions to Offerors it appears the Government does not want offerors to submit a “traditional” technical volume that uses narrative to describe a company’s capabilities and approach as part of the CMMARS offer.
The only request for narrative is in section 1.3.3 Management Experience Requirement.
The instructions provide content detail directing offerors to complete the provided tables (T-1; T-2; T-3) and include all authoritative documentation in Annex A to substantiate the information provided in the tables.
Specifically, Page 86 of Section L, Paragraph 1.3.3 states:
“The Offeror shall provide a narrative demonstrating (citing authoritative documentation provided in Annex A (Supporting Documentation for Aircraft Maintenance Experience)) that contract reference(s) identified in Table T-2 (Contract Summary) and submitted for evaluation in Table T-3 (Contracts for Aircraft Maintenance Experience) require the Offeror to perform and manage maintenance for the aircraft to be Safe for Flight/Ready for Issue and to meet scheduled availability. The contract reference must place management responsibility for meeting the maintenance requirements on the Offeror.
For example, the contract reference must require the Offeror to manage and be responsible for planning (how the Offeror meets contract requirements), controlling (implementation of standards to meet contract requirements), and organizing and staffing qualified personnel to meet contract requirements. Examples outside of this definition are contract references requiring manpower without the responsibility of managing maintenance for the aircraft to be Safe for Flight/Ready for Issue to meet schedule availability (e.g., TOs under the Air Force CFT).”
Does the Government expect to receive detailed narrative descriptions only for section 1.3.3 as instructed?

PARAGRAPH: PART B SPECIFIC INSTRUCTIONS 1. VOLUME 1 – TECHNICAL, paragraphs 1.3 -1.3.4
Yes, the only Technical element requiring a narrative is 1.3.3 (Management Experience Requirement).
It is the Offeror’s discretion to determine if a narrative is necessary or helpful for the other elements. For example:
• If a narrative statement would be helpful for the Technical team to be able to assess the documents provided in Annex A;
• If the CAGE code of a contract reference (e.g., P1 or P4) does not match, then such a statement could be included in a narrative response to 1.3.1.b., referring the Technical team to section 1.2.2b. or 1.2.2.c. for an explanation;
and/or
• If more than one contract reference is used to meet the requirements in 1.3.4, the Offeror could choose to provide a list of the contract references submitted that meet all of the requirements identified in element 1.3.1 (Contract Reference Requirements) and 1.3.2 (Aircraft Maintenance Experience Requirements) and 1.3.3 (Management Experience Requirement) within five years of the solicitation release date that includes the number of years and months of experience each contract reference provides.

SPECIFIC QUESTION(s)
1) Can the Government confirm that a narrative describing the offeror’s strategy to utilize Small Business concerns without stated goals (% or $$ values) is sufficient to meet the responsibility determination requirements of Annex B – Small Business Utilization Plan?
2) Can the Government also confirm that the Volume 2 Contract Administration Small Business Subcontracting Plan, submitted IAW Section L, paragraph 2.3, which does contain % goals is not part of the offerors evaluation?
Section L Instructions to Offerors, Paragraph 1.3.5 States:
“1.3.5 Small Business Utilization Plan The Offeror (Large and Small Businesses) shall provide a Small Business Utilization Plan, at this acquisition phase, which addresses a strategy for utilizing SB Concerns during task order performance in Annex B (Small Business).
For purposes of this solicitation, the term SB Concern includes the subcategories of Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business (HUBZone), Small Disadvantaged Business (SDB), and Women-Owned Small Business (WOSB).
The Small Business Utilization Plan is separate from, but shall be consistent with, the SB Subcontracting Plan. Large Business Offerors are advised that while the SB Subcontracting Plan must be submitted to be eligible for award, the acceptability of the content of that plan is part of the responsibility determination assessment and not part of the evaluation.
The Small Business Utilization Plan should address actions you will take in preparing to propose for task orders under this MAC and shall include the following elements:
a. Approach to identifying SB Concerns;
b. Process for determining the extent of participation of SB Concerns. The Offeror may include: sponsoring program specific outreach events and industry conferences, establishing Mentor-Protégé relationships and market research using websites such as the NAVAIR Office of Small Business Programs website (http://www.navair.navy.mil/osbp ) and the Small Business Administration’s Dynamic Small Business Search tool (http://dsbs.sba.gov/dsbs/search/dsp_dsbs.cfm) to locate small business concerns; and
c. Any processes improvements based on lessons learned that have been implemented to correct past inabilities to meet proposed goals.”

PARAGRAPH: PART B SPECIFIC INSTRUCTIONS 1. VOLUME 1 – TECHNICAL, paragraphs 1.3.5 and VOLUME 2 - CONTRACT ADMINISTRATION, paragraph 2.3
1) Annex B consists of two components: The Small Business Subcontracting Plan and the Small Business Utilization Plan. The Small Business Subcontracting Plan shall include the DoD FY18 subcontracting goals as identified in Section L, Part B, Volume 2 – Contract Administration paragraph 2.3. This plan is reviewed and approved by the PCO prior to contract award as a part of the responsibility determination (see answer to question #2 below). The Small Business Utilization Plan as identified in Section L Part B, Volume 1 - Technical paragraph 1.3.5 does not require goals to be identified. This plan shall include the 3 elements identified in para 1.3.5(a)-(c) and is an element of the Technical Factor evaluation.
2) The Small Business Subcontracting Plan required per Section L, Part B, Volume 2 – Contract Administration paragraph 2.3 is not a part of the proposal evaluation. This plan is part of the responsibility determination prior to award. Per FAR 19.702(a)(1), “In negotiated acquisitions, each solicitation of offers to perform a contract that is expected to exceed $700,000 ($1.5 million for construction) and that has subcontracting possibilities, shall require the apparently successful offeror to submit an acceptable subcontracting plan. If the apparently successful offeror fails to negotiate a subcontracting plan acceptable to the contracting officer within the time limit prescribed by the contracting officer, the offeror will be ineligible for award.”

Will the Government allow use of Microsoft 2013 for submission of Proposal Information in Microsoft Excel and Word if upward compatibility is made to Microsoft 2016?
Section L, Instructions to Offerors, paragraph 2.1.2 states:
2.1.2 Operating System and Applications
The proposals will be accessed utilizing the Microsoft Windows 10 Operating System. Proposal information shall be submitted using the following applications: Microsoft Word 2016, Microsoft Excel 2016, Microsoft PowerPoint 2016, and Microsoft Project 2016; however, letters and other signed documents shall be provided as a fully searchable Portable Document Format (.pdf) file. Use of other application software for submission of proposals is prohibited except where specific instructions for non-.pdf or Office 2016 applications are provided.

The Government intends to update the instructions in Section L to allow some flexibility. However, it is the Offerors responsibility to ensure proposal information is accessible to the Government.

Can the Government confirm that the documents and artifacts provided in Annex A are not subject to the instructions for proposal format per the font and spacing requirements provided in Section L, Paragraph 2?
Section L, Instructions to Offerors, paragraph 2 states:
“Proposals should be formatted using a Times New Roman 12 point normal font, single-spaced with 1-inch margins all around, and formatted for/printed on standard 8.5 x 11 inch paper. If Government attachments have a different format/font, the Offeror may use the format/font in the attachment as provided. All pages should be numbered with volume, paragraph, and page numbers. When fold-out pages are used, they should not exceed 11 x 17 inches. Drawings may be provided separately and may be any size but should be folded to approximately 8.5 x 11 inch standard size. If the Offeror uses graphs to convey information, the graphs must show enough detail to easily discern the information described. Graphs and tables should be presented in no smaller than a 10 pt font. Graphs should contain a grid, which allows values to be read directly from the graph. Graphic resolution should be consistent with the purpose of the data presented. Text utilized in charts, figures, and graphics should also be no smaller than a 10 pt font and may use a font type selected by the Offeror. “

GOVERNMENT RESPONSE
The Government confirms that the proposal format instructions do not apply to the documents submitted as part of Annex A (Supporting Documentation for Aircraft Maintenance Experience). The proposal instructions govern the narrative portion of the proposal and the attachments the Government provides for offerors to complete; the Government does not expect documents from other contracts submitted for experience to be reformatted.
