About this file

This document contains a federal contract opportunity solicitation for a video surveillance system and related industry questions and responses. The Naval Sea Systems Command is seeking to replace the existing video surveillance system at the Navy Experimental Diving Unit's Ocean Simulation Facility with a modernized system. The contractor will be responsible for designing, assembling, and installing a new advanced video surveillance system including replacing underwater and external cameras, video displays, control systems, routing and processing technology, recording devices, cabling and connectors. The contractor must integrate the new system with the existing audio communication system and provide digital video recording storage for 365 days of continuous audio and video recordings with backup capabilities. All equipment must be NDAA and TAA compliant. The response deadline is 7 December 2021 with a pre-solicitation site visit scheduled for 13 December 2021. This is a total small business set-aside.

Industry Questions and Government Response

1. I am trying to determine if this is more or less a “Proto-Typical” Video Surveillance System? Not a proto-type system.

2. Or something much more complex and out of the ordinary requiring specialty under-water camera equipment? This will require specialty underwater and hyper-baric rated equipment.

3. Do You have a Floor Plan of the Facility? Complex Map? Yes, but for security reasons it is not being given out until after Industry Day (Site Visit) or when a vendor has been chosen.

4. Will any type of Scuba-Diving be involved for installations at the OSF? None.

5. How many under-water/pressurized submersible cameras are in use now? How many are you anticipating? Four cameras are in place in the wet chamber, but will need to be replaced with newer technology. All other cameras are currently located outside of the chambers, but we would be interested in either option. Quantities are based on the ability of the vendor to provide a clear 360 viewing angle of each chamber.

6. Are your current under-water/pressurized submersible Cameras a part of the pre-existing Video Surveillance System? or separate? All cameras are part of the current system, but can easily be swapped out. With that said, we are looking to replace the whole video system, as per the SOW.

7. Are the current underwater cameras fed through flexible underwater pathways? How many are pre-existing pathways and how many new additional pathways are you anticipating? All underwater cameras go through hull penetrators of the OSF. Interior cabling is minimal and tied to existing structures. Exterior cabling is fed through non-dedicated wire troughs. Cable runs are going to be dictated by what the vendor is able to provide.

8. How Many Total Cameras are you using currently? How many Cameras are you anticipating for use? Stated in the statement of work (SOW).

9. How many Cameras are indoor? How many Cameras are you anticipating? Stated in the statement of work (SOW).

10. How many External Outdoor Cameras are you currently using? And how many are you anticipating? Stated in the statement of work (SOW).

11. What are the current camera locations currently cabled with? Coax Cable? Cat5e?, Cat6? Coax.

12. What brand name and model is the pre-existing Video Surveillance System? And Cameras? Information is not required. We are looking for a complete new system.

13. How Many wall-mount and how many desktop Video Monitors are you currently using? and what Sizes are they? How many are you anticipating? Stated in the statement of work (SOW).

14. Is the external Audio System linked to the Video Surveillance System? Or is the Audio System more like an “Overhead Paging/Announcement System”? The communication we are asking for are from the divers/subjects inside the chamber to the external watch-standers. We would like to have the video overlap with the audio when it is recorded. This is somewhat in place but can be described better during Industry Day (Site Visit).

15. What are the functions of the current Access Control System? Is it currently linked to the pre-existing Video Surveillance System? Or separate? There are none and Access Control is not part of the scope of work.

16. What is the current Make and Model of the pre-existing Access Control System. Do you have card readers for door access? How many currently? How many are you anticipating? There are none and Access Control is not part of the scope of work.

17. What Frame-Rate are you currently storing your 365-days of continuous recording and back-up? How many external hard drives and what size are you currently using? Can be discussed during industry day (site visit), but again why does this matter if we are asking to replace the complete system.
