Amendment 0002:
Question 1: Will the government consider the proposal submission due date to reflect 5 weeks from date of release per the pre-proposal conference slides? 5 weeks from Solicitation N6133119R0015’s 13 June 2019 release date would make proposal submissions due 19 July 2019.
Answer 1: The pre-proposal dates were estimates only and the Government will only consider proposals submitted by the due date of 15 July 2019 in accordance with amendment N6133119R00150001
Question 2: Is it the Governments intent for the bidder to distribute the $48M value evenly between CLINs 0001, 1001, 2001, 3001, and 4001 to establish the yearly contract ceiling with the total base plus 4 options contract value being $48,000,000.00?
Answer 2: There is no requirement for the bidder to fill out price by distributing the $48 Million in section B under CLINS 0001, 1001, 2001, 3001, 4001. The $48 Million is the total contract ceiling amount that is not to exceed over a period of no more than five years. Attachments J.1, J.2, and J.3 require quoted prices on each DD1155 for consideration for award in accordance with Sections L & M of N61331-19-R-0015.
Question 3: Per the J.1 Cradle Weldment drawing (24952 Rev V), for find number 2 through 6 the material calls out AL 6061-T0/T6 and for find number 7 through 17, call for AL 6061-T0.Can a deviation for Find numbers 7 through 17 be approved to use AL 6061-T6?
Answer 3: The use of 6061-T6 is acceptable.
Question 4: Section E, INSPECTION AND ACCEPTANCE TERMS (page 28) and Section E, E-246-W004 (page
31) – Page 28 states inspection and acceptance will take place at destination; however, page 31 seems to indicate that there will be an inspection at source. Please clarify when/where inspection and acceptance will take place.
Answer 4: The provision on page 31 E-246-W004 PROCUREMENT QUALITY ASSURANCE INSPECTION AND ACCEPTANCE (NAVSEA) ( OCT 2018) states at the bottom “[_*_] TBD on each Delivery Order if applicable”. The inspection and acceptance may be designated to an alternate location that will be furnished when the delivery order is furnished. For solicitation N6133115R0015, Attachments J.1-J.3 delivery/acceptance locations are designated to be the destination.
Question 5: Section L, 3.2.2 Evaluation Factors, FACTOR 1: TECHNICAL APPROACH, a. ii. (page 81) – Can you provide a more detailed explanation of what is required of and what should be included in the project management schedule?
Answer 5: The project management schedule is incumbent on the Offeror to provide on how the Offeror will provide the materials required in Attachments J.1-J.3
Question 6: Section L, 3.2.2 Evaluation Factors, FACTOR 3: PAST PERFORMANCE, c (page 81-82) – For Past Performance References, would the Government consider also consulting CPARS records (in addition to PDREP) for evaluation records, exempting the Offeror’s references/customers from completing the Past Performance Questionnaire?
Answer 6: The Government will consider consulting CPARS records; however will not exempt the requirement of the Offerors from completing the Past Performance Questionnaire.
Question 7: For pricing purposes, what is the PoP for Attachments J.1, J.2, and J.3? Is the 120 DAC intended to mean Days after Contract Award of the MAC and first task order? Will the task order be awarded simultaneously with the MAC?
Answer 7: The POP for Attachments J.1, J.2, and J.3 are listed in the DD1155 under Section F-Deliveries or Performance. The DAC is Days After Contract award and will start once the Delivery Order has been issued to the successful offeror. The first three orders will be awarded concurrently with the Basic MAC.
Question 8: Is this requirement for the CLINs in the IDIQ MAC RFP or Attachment J.1, J.2, and J.3 task order CLINs?
Answer 8: The pricing requirement only applies to the Attachments J.1, J.2, and J.3. Pricing for these three delivery orders are required for all items.
Question 9: If a written cost narrative is required, provide the information required to be submitted. Section L, Page 83, Volume III, Factor 4: Price Proposal does not indicate that a written cost/price narrative is required.
Answer 9: The verbiage states that “Narratives related to price summary may be provided in MS Word”. If a price summary is provided it is not required to be in exclusively MS Word.
Question 10: RFP Attachment J.5 is entitled “Small Business Participation Data” and is two pages in length. Is Attachment J.5 intended to be submitted at the task order level or IDIQ MAC level (base and four option years?
Because future task orders may involve a wide variety of part for a long list of systems/platforms, the composition of cost of which is unknown, is it necessary to identify small businesses at the IDIQ MAC or can we simply identify our percentage goal for the total contract (base and four years)?
Answer 10: The attachment J.5 is intended to be submitted at the MAC level. As the future orders are not known please provide your percentage goal for the total contract.
Question 11: Is the TAV assumed to be $48,000,000 per offeror or is $48,000,000 the ceiling of the sum of all awarded task orders for all awardees combined?
Answer 11: The Total Acquisition Value of $48M shall not be exceeded over a five-year period cumulatively between all awardees.
Question 12: RFP, Attachment J.5, Small Business Participation Data, requires SB Direct Labor dollars to be provided. Since the solicitation is an IDIQ MAC, how is it feasible to provide this level of detail?
Answer 12: Please provide your best estimate based on your experience in the industry.

Question 14: Factor 4 in Section L “a” states these instructions apply equally to the prime contractor as well as proposed subcontractors/consultants. Since this is an IDIQ MAC and competed FFP solicitation, how is it feasible to require this level of detail?
Answer 14: It’s incumbent upon the offeror to identify all proposal subs at the contract level. As stated no technical information shall be submitted as part of the price proposal. Attachment J.1 thru J.3 shall be priced in terms of U.S.
Dollars. Offers received in other than U.S. Dollars shall be rejected.
Question 15: The subject line of the email shall state the following: MASC, VOL#, CONTRACTOR NAME. Is it the Government’s intention to receive three individual emails for each volume? Or can all volumes be transmitted in one email?
Answer 15: All volumes may be transmitted in one email as long as the email does not exceed 5 MB.
