Section SF 30 - BLOCK 14 CONTINUATION PAGE

AMENDMENT 04

The purpose of the modification is to (1.) Respond to the questions submitted by Industry; and (2.) Incorporate DFAR 252.247-7022 in full text. Accordingly, the said solicitation is amended as follows:

Response to Industry Questions (24-26)

24. The solicitation states the following; Complete the necessary fill-ins and certifications in provisions. The provisions FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (Alternate I), and DFARS 252.247-7022 when it is included in solicitation shall be returned along with the proposal.

DFARS 252.247-7022 is listed as a clause incorporated by reference. Does this need to be included with the proposal?

The solicitation is amended to include DFAR 252.247-7022 in full text.

25. Will you be revising the Solicitation to incorporate all of the addendums or is this the responsibility of the Offeror?

See conformed copy of the solicitation is attached.

26. The technical proposal for the ruggedized workstation indicates that the drive assemblies shall be comprised of (4) 2TB hard drives. Would a solution that included (2) 4TB drive with expansion for an additional 2 drives be considered technically acceptable?

The minimum drive capacity shall have a total of 8 TB across multiple drives. A minimum of two (2) drives would be considered acceptable provided the system meets other requirements.

AMENDMENT 03

The purpose of the modification is to (1.) Respond to the questions submitted by Industry; and (2.) Correct the quantity in CLIN 0101AB. Accordingly, the said solicitation is modified as follows:

Responses to Industry Questions (22- 23)

22. I was wondering if you could look at the Max and Step ladder numbers for CLIN 0101? The max for CLIN0101 shows 24, whereas the SUBCLINS 0101AA shows 14 and 0101AB shows 11 which would total 25. Should SUBCLIN 0101AB show a total of 10 for consistency?

Subclin 0101AB quantity is corrected.

23. Also is it possible for you to post a version of the solicitation as a word document which would make it easier for us to fill in the SF1449, pricing, certifications and provisions?

The format will remain in .pdf format to insure the integrity of the document.

AMENDMENT 02

The purpose of this amendment is to (1.) Respond to the questions submitted by Industry; and (2.) Change the “unit of issue” from “each” to “unit”. Accordinly, the said soliciation is modified as follows:

Responses to Industry Questions (18-21)

18. Will the Transport Drive and cable be furnished as GFE? What is the length of the transport drive cable?

The offeror is not responsible for providing the transport drive and cable. They will be added to the system after the units are delivered. The cables may vary in length from 18 to 36 inches, but do not exceed 36 inches.

19. The revised SUBCLIN Quantities are in conflict with the Step Quantities listed in the base solicitation. For instance CLIN 0001AB indicates a step quantity of 14‐21 but the amendment changes the quantity from 21 to 8 which is outside the range. Is it possible for you to update the step quantities so that they are consistent with the revised quantities in the amendment?

The stepladder quantities identified in the subclin descriptions remain the same. CLIN 0100 and SubClins 0001AA, 0002AA, 0101AA, and 0102AA quantities represent the Government’s minimum requirements. SubClins 0001AB, 0002AB, 0003AB, 0004AA, 0004AB, 0005AA, 0005AB, 0101AB, and 0102AB, 0103AA, 0103AB, 0104AA, 0104AB, 0105AA, and 0105AB are additional quantities the Government may require to purchase. For example, the minimum requirement for 0001AA is 13. The Government may purchase up to an additional eight (8) units, which is a maximum quantity of 21 for CLIN 0001.

Scenario: Upond award, the Government’s requirement for CLIN 0001 is 19 units. The Government will award the 13 units under CLIN 0001AA. The additional six (6) units will be invoked under CLIN 0001AB pricing, which brings the total quantity of 19 units for the base requirement..

20. What is the difference between CLINs 0004AA & AB, 0005AA & AB, 0102AA & AB, 0103AA & AB, now that the amendment has changed the quantities to 5 for all of these SUBCLINs?

The difference between CLINs 0004AA & AB, 0005AA & AB, 0102AA & AB, 0103AA & AB, now that the amendment has changed the quantities to 5 for all of these SUBCLINs is the SubClins do not have a minimum required quantity. The quantities provided are for the purposes of evaluating the total price based on the maximum additional quantity the Government my exercise in the quantity stepladder during those years. The quantity stepladder for the option SubClins remain the same.

21. The amendment now states "the total evaluated price is determined by the total price of the corresponding SubClins.” Is it possible for you to provide an example of this evaluation using CLIN 0001 as an example?

Below is an example to clarify “the total evaluated price is determined by the total price of the corresponding SubClins” of the verbiage listed in FAR 52.212-2.

Calculation Example

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

(a) The Government will award a single contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

(i) Price Evaluation for Award: For offers which meet all technical factors, award will be made to the offeror based on the lowest evaluated price. The total evaluated price for each offeror will be based on the total offered price for CLINs 0001 through 0104 (Base year and four (4) options) in accordance with FAR 52.217-7. The total evaluated price is the unit price multiplied by the specified quantity. On CLINs with SubClins, the total evaluated price is determined by the total price of the corresponding SubClins.

(ii) Technical Evaluation Factors: Offers must meet the specifications in the solicitation and any subsequent amendments; and provide the following information:

i. Product Compliance - The product offered must meet the specifications and standards listed in Attachments 1 and 2.

ii. Delivery: Offerors must meet the required delivery date specified in the Delivery Information.

iii. Responsibility: Offerors must meet the standard for FAR 9.104

iv. Warranty- Offerors must provide a warranty in accordance with commercial standards.

The technical factors will be evaluated as follows:

The proposal will be evaluated in terms of applying specific criteria against evaluation elements. The required specifications are defined in the solicitation. Offerors should rely exclusively on written material to convey their proposals. The validity and thoroughness of the Offeror's presentation will be evaluated as specific evidence of their understanding and capability to successfully provide the items as required in this solicitation. Reasonableness and clarity of the technical approach will be considered.

The Government reserves the right to evaluate each Offeror’s proposal in accordance with the stated evaluation criteria and determine which proposals meet all technical requirements and is technically acceptable. Factors 1 through 4 will be rated as either “ACCEPTABLE” or “UNACCEPTABLE” per definitions in the table below. It should be noted that any proposal that is found to be “UNACCEPTABLE” in any factor of the Technical proposal will result in the entire Proposal being deemed unacceptable.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
