About this file

This file is a Questions and Answers (Q&A) document for RFQ N5523626Q0102, a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for FUSION SUPPORT services issued by Naval Sea Systems Command (NAVSEA). The Q&A addresses 23 inquiries from potential offerors regarding contract scope, staffing, security requirements, and submission procedures.

Key contract details include: the requirement is firm-fixed-price with 1,666 base-year hours (equivalent to a 32-hour work week), performance is primarily required in San Diego at Southwest Regional Maintenance Center (SWRMC) with minimal remote support (less than 10% of duties) to Mid-Atlantic Regional Maintenance Center (MARMC) and NSWC Dahlgren, and occasional travel is anticipated. The contractor must procure and maintain licensing for ScriptRunner for Jira and other Jira/Confluence marketplace applications; the government will furnish accounts, licenses, and required systems including Microsoft applications, Power BI, SMDII, Navy Maintenance Database (NMD), and NMCI. The incumbent contractor is INNOVATUS TECHNOLOGY CONSULTING (CAGE CODE: 6NBH1). Cybersecurity requirements have been modified: CMMC Level 2 Self-Assessment and C3PAO certification are suspended per recent Department of War policy, though SPRS scores remain required. No classified access, SIPR requirements, or personnel security clearances are anticipated. Quotations must include four distinct volumes: Technical, Price, Past Performance, and Business and Administrative Information. The revised submission deadline is September 4, 2026, and quotes should be submitted via email to valerie.p.manguiob.civ@us.navy.mil and suzanne.j.shin.civ@us.navy.mil. A post-award conference will address the transition-in process with the incumbent contractor.

Sheet1 RFC SUBMISSIONS for RFQ# N5523626Q0102

QuestionGovernment Response
1Technical Scope & Licensing (SOW 3.1.1)
Is ScriptRunner for Jira currently licensed and installed, or is procurement/licensing of ScriptRunner and other Jira/Confluence marketplace apps the contractor's responsibility?Yes, ScriptRunner for Jira is utilized often in our workflows. The KTR is responsible in order to meet the requirements of the SOW. The Government does not own the licensing to Jira/Confluence Apps.
2Integration Scope (SOW 3.2)
What is the current status of the NMD and SMDII integration efforts – has design, prototyping, or coding already begun under a prior task order, and if so, will existing design documents, code, and APIs be transitioned to the incoming contractor?Current integration is on hold. There are baseline design, coding, and APIs developed. These will all be available to the incoming contractor.
3Missing Solicitation Document
Can Exhibit A (Contract Data Requirements List), referenced in SOW Section 5.0 but not included in the posted solicitation, be provided prior to the quote due date?Exhibit A is included with Amendment 0001
4Staffing Model

The base year is priced at 1,666 hours. How did the government arrive at this number?

How many resources are currently supporting this work? How many are part-time and full-time.

Given that we have only 1666 hours to bill, does the government envision multiple part-time personnel or is the government asking vendors to figure out cross-functional teams that can split their workday and charge a maximum of 1666 hours per item?

How many on-site and remote resources were in the previous contract as of August 2026 and at what locations for on-site work?Hours were established based on projected production workload as well as for enhancements/development. Currently, there is 1 contractor supporting. The hours parse out to a 32-hour work week for the duration of the contract. The expectation is that the full hours are utilized over the course of the contract, whether by a single contractor or a team. A government laptop is provided to contractors and working space is available on base.
5Transition-In Risk
Who is the incumbent contractor, and is a formal phase-in/knowledge-transfer period contemplated before or after contract award? The current incumbent contractor is INNOVATUS TECHNOLOGY CONSULTING (CAGE CODE: 6NBH1) under contract number N5523624C0002. A post-award conference will be held specifically to discuss the phase-in process
10Required CMMC level Please confirm that the required status is CMMC Level 2 Self-Assessment, and that a C3PAO certification assessment is not required for this procurement.Pursuant to recent Department of War (DoW) policy, Phase II requirements for the Cybersecurity Maturity Model Certification (CMMC) are suspended immediately. Accordingly, DFARS clauses 252.204-7021 and 252.204-7025 are herby modified. The fill-in sections of these clauses shall remain blank and are considered "reserved" for the purposes of this solicitation.
11DFARS 252.204-7021 DFARS 252.204-7025 references DFARS 252.204-7021 as a clause of the solicitation. However, we did not identify 252.204-7021 among the clauses listed in Section I. Will the Government issue an amendment incorporating 252.204-7021 and identifying the applicable level in the resulting contract?Pursuant to recent Department of War (DoW) policy, Phase II requirements for the Cybersecurity Maturity Model Certification (CMMC) are suspended immediately. Accordingly, DFARS clauses 252.204-7021 and 252.204-7025 are herby modified. The fill-in sections of these clauses shall remain blank and are considered "reserved" for the purposes of this solicitation.
12Government-furnished system environment Section C states that the Government will provide a laptop and that performance will occur primarily at the Government facility. Does the Government expect all contract-related FCI and CUI to be accessed, processed, stored, and transmitted exclusively through the government-furnished laptop and Navy-operated systems?Yes
13Timing of CMMC evidence Must the current CMMC Level 2 Self status, annual affirmation, SPRS score, and CMMC UID all be completed and included with the quotation, or may any element be completed after quotation submission but before contract award?CMMC Level 2 Self status, annual affirmation, and CMMC UID are not required due to the suspension of CMMC Phase II requirements; however, the SPRS score is still required and will be considered per DFARS clause 252.204-7024.
14CUI categories and data flows Please identify the anticipated categories of CUI, distribution statements, systems, repositories, and data flows that the contractor will encounter during performance.CUI levels are unclassified. Systems encountered may include Microsoft applications such as Power BI, SMDII (Tableau-based system), Navy Maintenance Database (NMD).

required4 Volumes required. Volume I: Technical Quotation, Volume II: Price Quotation, Volume III: Past Performance, Volume IV: Business and Administrative Information

23The solicitation references work supporting SWRMC, MARMC, and NSWC Dahlgren and also identifies San Diego/SWRMC as a place of performance. Could you please clarify whether performance is required at NSWC Dahlgren, San Diego/SWRMC, or both locations? Additionally, please clarify whether any portion of the work may be performed remotely or from another contractor facility.Performance is required in San Diego with support offered remotely to MARMC and NSWC Dahlgren.
