AMENDMENT 0002 CONTINUATION

REQUEST FOR SPECIFICATION CLARIFICATION

1. QUESTION: - Section “C” of the RFP (which includes NAVSEA SI 009-32) which is listed as the work specification to be used when pricing each line item has allowances for a broad range of acceptable surface preparation methodologies (abrasive blast SP-10, power tool SP-11, spot power tool SP-3, etc), coatings systems (UHS, UHS single coat, conventional epoxy, etc) even within the specified general work location, e.g., exterior spaces, interior spaces (excludes machinery spaces), etc. Surface prep method and coating system requirements drive significant differences in cost. Request guidance as to which surface preparation method and coating system the contractor should assume is to be specified for each of the work areas and sqftg amounts for the purposes of the master contract proposal pricing development.

ANSWER: Surface preparation and coating system application shall be performed in accordance with the requirements of NAVSEA Standard Items 009-32 and other references listed in the proposal. Actual area for surface preparation and coating application for each particular Delivery Order will only be identified at the time of the ship check. Contractors shall price their proposal accordingly.

2. QUESTION: Within most of the general work locations listed in each line item for which unit pricing is to be developed are included a broad array of types of spaces and ship configurations which encompass widely different structural geometries and configurations. The class specific layout, as well as structural geometries will make like surface areas within a general work location category such as “exterior surfaces” require vastly different labor efforts to accomplish preservation which in turn results in vastly different cost bases. Please provide guidance as to what assumptions should be made as to which vessel classes and particular areas of the general work area classification should be used to develop pricing for the master contract proposal.

ANSWER: The contractor shall price each line item in accordance with the requirements of the NAVSEA

Standard Items and other references listed in the proposal. Line items are classified in general work areas only.

3. QUESTION: In sections C.2.3 and C.2.4 of the Solicitation, it states that the contractor can use Government provided shore power and the contractor will pay for it. For bidding purposes, how will the consumption of power be calculated and at what rate will the contractor be billed by the Government?

ANSWER: The amount of Government utilities (air, water, electricity, etc.) the contractor will use during the performance of the delivery order cannot be calculated until completion of the work. It is the option of the contractor to use Government utilities or to provide their own utilities in support of the work required in the contract. The contractor will be billed by the Government at the rate NAVFAC-SW is charging at the time of usage. Payment will be made to NAVFAC-SW for Government utilities used by the contractor (see paragraph

C.2.4).

4. QUESTION: In the Solicitation on page 8, Section C.2.1 the statement “…services rendered shall conform to the highest standard in the relevant profession…” please clarify how the Government plans to measure the successful contractor, and to what empirical standard this performance will be compared too?

ANSWER: The contractor’s performance will be based upon strict adherence to the specifications, guidelines, quality, and requirements set forth by the contract.

5. QUESTION: In the Solicitation on Page 9, Section C.2.9, states the normal working hours to be eight (8) hours a day, between 7:30 a.m. and 4:30 p.m. Sunday through Saturday and that work may be required outside normal work hours and on weekends. It is the contractors concern that this clause can be abused and that excessive overtime will be directed causing undue cost burden on the contractor when the contractor is bidding the project based on normal working hours. Will the Government establish limitations for this or will overtime be assessed in a contract modification to account for the additional cost?

ANSWER: It is the contractors responsibility to ensure that the requirements of the delivery order shall be completed during the Period of Performance (POP) stated. It is the contractors’ responsibility to manage their production schedule to meet the requirements of the delivery order. Only the Contracting Officer can modify the requirements on the delivery order and is done by issuance of a modification. All delivery orders are negotiated as firm fixed price contracts.

6. QUESTION: In the Solicitation on Page 10, Section C.2.17, sufficient detail to determine scaffolding, crane, transporting, etc., services required for the applicable “line items” is not provided. Will the Government be able to provide this detail so that it can be properly considered by the bidding contractors?

ANSWER: The contractor shall price each line item in accordance with the requirements of the contract.

7. QUESTION: In the Solicitation on Page 10, Section C.3.6, requires for engineering controls and safety boundaries to be in place. This will require significant and timely support of the crew. For example, securing of ship’s ventilation, blocking of fire boundaries by hose and lock-out of equipment, etc. will be required in some cases. Will the Government provide these resources by the ship’s crew in a timely manner within the contractors production schedule as to not cause delays and disruptions to the contractor?

ANSWER: Paragraph C.2.10, C.2.11, and C.2.12 provides information for system tag-out procedures.

Paragraph 3.6 shall be performed in accordance with the requirements of the NAVSEA Standards Items and other references listed in the contract. Paragraph C.2.7 states that “The contractor shall notify the ACO, and

SBS/COR verbally and in writing or electronic means immediately of any difficulties that may jeopardize the completion of the specified work”. Paragraph C.7 provides more guidelines for “Delays and Disruptions”.

8. QUESTION: In the Solicitation on Page 12, Section C.7.1, who will be responsible for “conflict resolution”?

Will the Government define limits to amount of disruption before it’s compensable? If so will the Government provide this to the bidding contractors?

ANSWER: The contractor shall be responsible for coordinating with “other contractors” in the performance of the work requirements of the contract. Paragraph C.7.1 states that delays will be at no cost to the Government.

9. QUESTION: In reference to Page 12, Section C.7.2, does the Government intend on putting some limits for these delays and disruptions for uncompensated disruption? If so will the Government provide this to the bidding contractors?

ANSWER: No. Paragraph C.7.2 states that delays will be at no cost to the Government.

10. QUESTION: In reference to page 12, Sections C.7.3, does the Government intend on putting some limits to uncompensated “moves”? If so will the Government provide this to the bidding contractors?

ANSWER: No. The Governemnt does not intend on putting limits to uncompensated moves.

11. QUESTION: In the Solicitation on Page 12, Section C.7.4, it refers to the coordination of work efforts with other contractors working in the same or adjacent areas on board naval vessels. Will a Government representative be responsible to prioritize, schedule and coordinate these efforts and to allow for cost reimbursements in case of significant delays?

ANSWER: The contractor shall be responsible for coordinating with “other contractors” in the performance of the work requirements of the contract.

Paragraph C.7.1 states that delays will be at no cost to the Government.

12. QUESTION: In the Solicitation on Page 12, Section C.9.2, it must be noted that we cannot agree to durations until we know the scope of work and availability of “space/tank”. These durations can be agreed upon in the actual DO once issued with a detailed scope and ship check. Will the Government make this change to the solicitation for bidding contractors for this solicitation?

ANSWER: Paragraph C.9.2 established the Period of Performance that will be put in effect for each Delivery

Order and an exception that when the needs of the Government permits, the delivery order may provide a longer time of delivery. Line item 0019 provides an avenue for the contractor to price their proposal in the event that an accelerated delivery is required by the Government. The contractor shall price line item 0019 accordingly.

13. QUESTION: In reference to Page 14, Section C.12.1, it refers to the use of subcontractors where it states that

“none of the services required by this contract shall be subcontracted to or performed by persons other than the contractor or the contractor’s employees without the prior notification of the Contracting Officer.” It is requested that the use of “staffing” companies must be allowed to assist in increased manning curves while maintaining the contractors self-performed man hours requirement of under NAICS 336611. Will the

Government allow for “staffing” companies to augment the winning contractors “base” employees to accommodate the short term surges in manpower due to the cyclical nature of this contract?

ANSWER: Yes, staffing companies can augment winning contractor. The contractor shall follow the requirements of paragraph C.10 “Security Requirements” for personnel supporting the contract efforts.
