About this file

This document contains questions from industry regarding a draft solicitation for facilities building support services from the Mid-Atlantic Regional Maintenance Center of the Department of the Navy.

The solicitation seeks a contractor to provide services such as maintenance, repair, and custodial support across 14 buildings and surrounding grounds for the MARMC in Norfolk, Virginia. The incumbent contract is held by The Siegel Group LLC under contract number N50054-19-P-0031. All applicable labor categories must meet Service Contract Act wage determinations. The solicitation requires a minimum of 14 full-time staff positions.

The questions from industry seek clarification on personnel security clearance requirements, resume and staffing plan details, grounds maintenance responsibilities, and site visit procedures. The responses from the government provide additional details on labor categories and clearances, confirm one attendee per firm for the site visit, and indicate the solicitation release date and response due date will be included in the official solicitation.

CONTRACTOR QUESTION 1: 1. Is this project considered a new requirement? 2. If this project is not considered a new requirement?

a. Who is the incumbent?

b. What was the contract number?

GOVERNMENT RESPONSE: This is a follow-on requirement. The current contract number is N50054-19-P-0031 and the contractor is The Siegel Group LLC.

CONTRACTOR QUESTION 2: 1. In recognition of the Christmas holiday, we respectfully request the government delay the proposed Site Visit (currently planned for Monday, 27 December 2021) until approximately 5 January 2022. 2. Please be aware the Site Visit instructions published in the 3 December 2021 Pre-Solicitation (pg 73) regarding obtaining base access are incomplete. Discussion earlier today (10:13 AM) via telephone with the Norfolk Naval Pass and ID Office confirm the office will not open until 0700 EST on 27 December and a pass will not be issued unless the individual/attendee is accompanied (in person) with a suitable sponsor holding a valid DoD Common Access Card. (We were also told it was not possible to obtain a day pass prior to the actual day of need.) Perhaps the government could coordinate streamlined access procedures for planned Site Visit attendees with the Norfolk Naval Pass and ID Office prior to the day of the visit. 3. To better allow the insight gained via the Site Visit to be properly reflected in the offerors’ subsequent response to the MARMC solicitation, we request the government delay the solicitation due date until at least Friday, 14 January 2022.

GOVERNMENT RESPONSE: 1. The site visit date has been tentatively rescheduled for 05 January 2022. The official site visit date will be released with the official solicitation 2. Additional details regarding base access for the site visit has been added to the draft solicitation. Please see the addendum to FAR 52.212-1 included in the revised draft solicitation for instructions on signing up for the site visit 3. The official solicitation due date will be included with the solicitation posting.

GOVERNMENT RESPONSE: 1. All labor categories mentioned in the PWS require personnel to maintain a Secret clearance. 2. The official solicitation will include the page limits for each volume/factor. This information will be located under the addendum to FAR 52.212-1 Instructions to Offerors. 3. The official solicitation will contain an expanded version of the addendum to FAR 52.212-1 which will provide the minimum information to be included within resumes.

CONTRACTOR QUESTION 3: 1. In references to staff clearances, can the government please clarify which positions need the secret clearance and which do not? 2. Can the government please advise on the desired page count for each factor/proposal volume? We would suggest 20 pages for Vol I Technical and at least 15 pages for Vol II Past Performance. 3. Since all resumes within the staffing plan are required, can the government please confirm the desire for applicant signed Letter on Intent and copies of the certification and education being required to be submitted within the proposal or only after award?

CONTRACTOR QUESTION 12: Draft Solicitation, Addendum to FAR 52.212-1 INSTR., 2., B, page 73/78: The government states that only 1 individual from each prospective contractor may be submitted to attend the site walk. Would the government consider increasing the personnel allowed to 2 from each prospective contractor?

GOVERNMENT RESPONSE: In order to comply with command policies regarding COVID-19 precautions, each prospective contractor will only be allowed one person to attend the site visit.

CONTRACTOR QUESTION 13: Can the government clarify any scope changes in this PWS compared to the incumbent contract?

GOVERNMENT RESPONSE: The incumbent contract is not part of this solicitation and therefore has no relevance. Contractors are encouraged to review all the documentation for this solicitation and submit their proposals accordingly.

CONTRACTOR QUESTION 8: DRAFT Solicitation, PWS para. 3.1.7, 2, a, i, page 4 of 78: The government states that contractors shall propose wages in accordance with the SCA wage determinations for all applicable labor categories. Please confirm then that the government is asking all contractors to price the required labor categories at the SCA wages for the purposes of this proposal. Will the government then allow a modification to those rates once the contract is awarded so that the incumbent personnel will have the opportunity to make at least what they have been making under the current contractor if the SCA rates are lower than their current rates?

GOVERNMENT RESPONSE: PWS paragragh 3.1.7 2(a)(1) states "All applicable labor categories proposed in accordance with Service Contract Act (SCA)". The contractor is not being asked to price labor categories at the SCA rates. This paragraph is stating that, whatever the contractor proposes in their staffing matrix as it relates to personell and/or rates, must be compliant with the requirements of the Service Contract Act (SCA).

CONTRACTOR QUESTION 9: DRAFT Solicitation, PWS para. 3.2.1,7 page 5 of 78 : The government states that the “Contractor shall act as the primary liaison between the Contractor, contract employees, and the Government.” Would the government please clarify if the second “contractor” referred to throughout this section is the same “contractor” who would be hired for this contract, or is the maintenance mechanic supervisor overseeing another building maintenance and support services contractor or government staff? In other words, will the technicians working under the maintenance mechanic supervisor be part of this contract?

Finally, if the Maintenance Supervisor is to supervise contract technicians, are the remaining positions listed in 3.2.2 (Maintenance Electrician); 3.2.3 (Maintenance Carpenter); 3.2.4 (HVAC Mechanic); 3.2.5 (Drafter/CAD Operator); 3.2.6 Telecommunications Mechanic II; 3.2.7 (Locksmith); and

3.2.8 (General Maintenance Worker) the remaining “contract staff” the government is referencing?

GOVERNMENT RESPONSE: The "Contractor" refers to the contractor awarded under this contract. There is no second contractor.

The maintenance supervisor will be hired under this contract and is responsible for communicating with Government facilities staff on all items related to this contract. The maintenance supervisor will act as a liason between the Government facilities staff and the remaining contract staff listed in paragraph 3 of the PWS.

CONTRACTOR QUESTION 10: DRAFT Solicitation, PWS para 4, page 8 of 78 : The government states that “minimum personnel shall be considered as one qualified Contractor employee assigned to each task as described in paragraphs 3.2.1 through 3.2.8.” However, PWS para 14 states the minimum Full Time Equivalent (FTE) for some categories as up to 5 FTEs.

Will the government please clarify the required minimum staffing for this contract and labor categories?

GOVERNMENT RESPONSE: The contractor is responsible for providing all fourteen (14) positions as the required minimum under this contract.

CONTRACTOR QUESTION 11: Draft Solicitation, Addendum to FAR 52.212-1 INSTR., 1., para 4, page 73 of 78: The solicitation states that Volume III of the proposal is pre-award information. Can the government further clarify what pre-award Information goes in this volume?
