CONTRACTOR QUESTION 5:

Please clarify the language in para 3.1 of work item 110-21-001 and others work items in regards to the ABS surveyor for T&Is. Will the contractor be responsible for providing the ABS surveyor or will they be provided by the

Government?

GOVERNMENT RESPONSE: The ABS surveyor will be provided by the Government.

CONTRACTOR QUESTION 1: Paragraph 3.2 of Item 997-11-001 requires contractor to provide a sound dock, dockmaster, qualified personnel, and equipment certified in accordance with 2.2…which is MIL-

STD-1625. Sections HQ C-2-0021 on page 19 of 97, and HQ C-2-0022 on page 20 of 97 of the solicitation also require the use of drydocks and drydock facilities certified in accordance with MIL-STD-1625. However, paragraphs 3.2.1 and 3.2.2 allude to using an independent third party certification for the drydock and dockmaster. Is an independent third party drydock certification and contractor certified dockmaster acceptable in lieu of certification to MIL-STD-1625 for this contract? If MIL-STD-1625 certification is not waived for this contract, the government could be severely limiting the competition for this contract to as few as one contractor. Please waive the requirement for certification to MIL-STD-1625 and allow independent third party certification.
