About this file

This is Amendment 0005 to solicitation N4571A-26-R-0016, issued by Commander Navy Installations Command, NAF Acquisitions Branch on September 18, 2026. The amendment provides clarifying responses to five questions from Amendment 0004 regarding proposal submission requirements and past performance evaluation procedures.

The clarifications address staffing and transition planning requirements, confirming that offerors may demonstrate their staffing solution within the Technical and Price Volumes through proposed labor mix, Labor Category (LCAT) definitions, hours, and mapping of personnel resources to the technical approach, rather than requiring separate stand-alone documents. A transition plan must be drafted by the awardee within ten days of award. The amendment also confirms that Past Performance Questionnaires previously submitted to the original government point of contact remain valid and will be considered in the past performance evaluation, as they have been forwarded to the new point of contact, Steven D. Kaste (steven.d.kaste.naf@us.navy.mil). Additionally, all other questions submitted after the deadline for Amendment 0004 are considered untimely and will not receive responses. Offerors must acknowledge receipt of this amendment prior to the offer submission deadline using one of the specified methods.

Clarifying Responses

1. Clarifying the government response to question 95 on amendment 0004.

Q: , "Offerors must submit a compliant Transition Plan, Staffing Plan, and Total Compensation Plan demonstrating their method for identifying, vetting, and extending offers of first refusal to qualified incumbent personnel." This appears to establish a mandatory proposal submission requirement in addition to those already identified in Section L.

Response: The transition plan should be drafted by the awardee within ten days of award.

2. Clarifying the government response to question 95 on amendment 0004.

Q: Are the Transition Plan, Staffing Plan, and Total Compensation Plan required as part of the Volume I

Technical Proposal submission, or as separate volumes or attachments?

Response: Staffing plans and compensation is consistent with price proposal.

3. Clarifying the government response to question 95 on amendment 0004.

Q: Are these three documents excluded from the 30-page technical proposal limit, consistent with the treatment given to the QCP, or are they included within the 30-page limit as "transition material" per the response to

Question 163?

Response: Offerors may demonstrate their staffing solution within the Technical and Price Volumes through the proposed labor mix, LCAT definitions, hours, and mapping of personnel resources to the technical approach.

4. Clarifying the government response to question 172 on amendment 0004.

Q: The Government's response identifies Steven Kaste (steven.d.kaste.naf@us.navy.mil) as the new point of contact. Please confirm whether Past Performance Questionnaires submitted by references to the previously designated Government POC prior to this change will remain valid and be considered in the past performance evaluation, or whether those references must resubmit their questionnaires directly to Mr. Kaste.

Response: PPQs previously submitted for this solicitation have been forwarded to the new government point of contact by the previous government contracting specialist. Past Performance Questionnaires submitted by references to the previously designated POC prior to this change will remain valid and considered in the past performance evaluation.

5. Clarifying the government response to question 179 on amendment 0004.

Q: The Government's response states that Offerors should propose their best staffing solution for capabilities not separately identified in the Section B labor categories. Please confirm whether the proposal must include a separate, stand-alone Staffing Plan identifying proposed labor categories, qualifications, FTEs/hours, and allocation by PWS requirement, or whether Offerors may demonstrate their staffing solution within the

Technical and Price Volumes through the proposed labor mix, LCAT definitions, hours, and mapping of personnel resources to the technical approach.

Response: Offerors may demonstrate their staffing solution within the Technical and Price Volumes through the proposed labor mix, LCAT definitions, hours, and mapping of personnel resources to the technical approach.
