PART I, SECTION C: DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C-1.0 INTRODUCTION

The Department of War (DoW) requires a Contractor to partner in a wholesale reimagining of its digital services for military spouses seeking employment support. This solicitation seeks a forward-thinking solution to transform the current portfolio of websites and web applications into a unified, streamlined digital ecosystem. The primary goal is to fundamentally rethink the digital delivery of services, breaking down programmatic silos to enable seamless, intuitive, and comprehensive support for military spouse employment across all programs.

The Contractor's solution must deliver innovative Information Technology (IT) and Cybersecurity services that enable, secure, and advance the multiple, interrelated service member and family support programs. The resulting platform must be continuously monitored, analyzed, and improved to ensure effectiveness, enhance content delivery, and incorporate innovations in digital services. The Contractor is required to unify and streamline the key functional areas identified below into a cohesive digital experience for spouses and the Government and contract teams that support them:

• Spouse Education and Career Opportunities (SECO) Program, including:

o MySECO Portal, myseco.militaryonesource.mil o Military Spouse Employment Partnership (MSEP) Portal, msepjobs.militaryonesource.mil o My Career Advancement Account (MyCAA) Portal, mycaa.militaryonesource.mil o SECO Administration Portal (SAP)

The contractor shall manage and maintain the existing application while developing and deploying the reimagined solution in accordance with the requirements of this PWS. The contractor shall provide a strategic transformation of the existing applications into a single, integrated platform. The contractor shall create a flexible and adaptive digital environment that allows the Government to quickly address evolving social dynamics, educational requirements, and military missions. The DoW seeks to leverage emerging technologies, user-centered design, and artificial intelligence (AI) to streamline processes, personalize user experiences, optimize resource allocation, and drive decision-making through data-informed insights, all within a unified platform.

This contract will also be responsible for the maintenance of the following systems:

• Voluntary Education Management Information System (VEMIS)

• Postsecondary Education Complaint System (PECS)

C-2.0 SCOPE OF WORK

The Contractor shall provide adaptive, forward-leaning, comprehensive technical, operational, analytical, and strategic advisory support to assist the Government in executing strategic vision for the wholesale reimagining, modernization, operation, cybersecurity, content management, and enhancement of SECO websites and application serving military spouses, employers, educational institutions, and other stakeholders. The contractor shall support the wholesale reimagining and maintenance of the SECO websites and applications that serve military spouses, employers, educational institutions, and other stakeholders. The focus shall be on delivering innovative, unified, user-driven digital services platform that anticipates evolving needs, integrates emerging technologies, and sustains operational excellence. This includes, but is not limited to:

• Unified Digital Experience: Designing, engineering, and maintaining a single, intuitive, and user-centered digital platform that consolidates the functionalities of the currently separate systems. This effort will be grounded in

Human-Centered Design (HCD) principles to create a seamless user journey.

• Integration and Interoperability: Architect and deploy a solution that supports cross-program integration, exchange of data, and interoperability. The system shall operate consistently across approved environments and devices and provide a centralized point for users and administrators to manage services, accounts, and data within a unified digital platform.

• Innovation and Modernization: Actively evaluate, prototype, and implement emerging technologies, including integrating large language models (LLMs), generative artificial intelligence (AI), and other advanced technologies to improve and unify disparate workflows, enhance user engagement, and deliver highly personalized experiences that support tailored service delivery.

• Data Management and Analytics: Develop and maintain a unified data strategy that integrates data from disparate program sources into a centralized architecture. Analytics tools shall enable the Government to assess program utilization, outcomes, and trends and to identify areas for continuous program improvement.

• Secure and Resilient Operations: Design, implement, and maintain a secure and resilient system that supports continuous operations. The solutions shall comply with all DoW and MC&FP cybersecurity, privacy requirements, as well as federal accessibility standards, including Section 508 and WCAG 2.X Level AA.

• Comprehensive Support Services: Provide responsive, consolidated technical assistance, user support and training to all end-users (military spouses, employers, government personnel, and vendors) through standardized training materials, guided tutorials, knowledge sharing opportunities, and self-service resources to promote user adoption and effective system utilization.

C-3.0 BACKGROUND

Military spouses are essential contributors to the economic security and resilience of the military family. Frequent moves every 24 to 36 months create persistent barriers to employment continuity and advancement. The unemployment rate for military spouses has remained above 20% for more than a decade, more than four times the national average. Currently, there are approximately 942,000 military spouses across the active duty, Reserve, and National Guard communities.

Roughly 88% are women, with an average age of 34.

Employers that hire military spouses recognize them as a valuable asset to the American workforce. Spouses are highly educated: Eighty-eight percent (88%) have completed some college, thirty-one percent (31%) hold a bachelor’s degree, and eighteen percent (18%) possess professional or graduate degrees, making them more highly educated than their civilian counterparts. Despite these strong qualifications, military spouses continue to experience disproportionate rates of unemployment and underemployment compared to their civilian peers.

To address these challenges and empower military spouses to achieve their educational and employment goals, the

Department of War (DoW) established the Spouse Education and Career Opportunities (SECO) Program. The SECO

Program provides a dynamic environment encompassing quality of life support systems for military members and their dependents. The SECO Program serves eligible military spouses in both the Continental United States (CONUS) and outside the Continental United States (OCONUS). The program offers military spouses a primary resource for finding jobs, getting career advice, and exploring education related to their employment.

These elements are delivered through a web platform to the user, including military spouses, employers, schools, and other stakeholders. The purpose and goal of each existing program application includes, but is not limited to:

• SECO Administration Portal (SAP): A Customer Relations Management (CRM) tool for multiple aspects of the SECO program to include tracking of all interactions between the SECO program and spouses, employers, education/training providers, and other stakeholders. SAP enables information sharing across portals and with

Government and contract support teams through a consolidated database, ensuring an integrated experience for military spouses.

o SECO Career Center: Accessible by phone through Military OneSource or via online chat through the

MySECO website. The Career Center provides employment and education support six (6) days a week (Monday-Saturday). The Career Center staff are primary users of SAP.

• MySECO website: A one-stop online career and education resource center that delivers information, tools and interactive features to assist military spouses in achieving their educational and career goals.

o Resources include: Dynamic spouse profiles searchable by employers; a comprehensive military spouse specific resume builder; integrated career assessments; military spouse scholarship finders; a jobs board populated by MSEP partners (both automatically and manually); job search by verified military spouses; candidate/job matching and job/candidate matching capabilities; access to the MSEP

Partner Portal, military spouse scholarship finders, the MyCAA portal, and hosts other content related to military spouse career support.

• Military Spouse Employment Partnership (MSEP): Connects military spouses to employer partners who have committed to recruit, hire, promote and retain them in portable careers. MSEP partners include corporations, small businesses, nonprofits, and federal/local government agencies. The partner web application supports new partner applications, partner dashboards, candidate/job matching, engagement metrics, and staff support functions.

• My Career Advancement Account (MyCAA): A workforce development program offering eligible spouses up to $4,000 in financial assistance for education, training and licensure needed to enter the workforce. The web application allows military spouse to determine eligibility, search for eligible schools and programs, and apply for and receive financial assistance for eligible coursework.

• The Career Accelerator: A competitive, 12-week paid fellowship for military spouses with industry designed to transition spouses from fellows to employed at the conclusion of their fellowship. The MySECO web portal manages program processes, enables employer searches for candidates, and provides spouses access to fellowship opportunities.

• VEMIS and PECS: Related programs that extend beyond SECO but support the broader Military Family

Readiness System.

o Voluntary Education Management Information System (VEMIS): See section 7.2 o Postsecondary Education Complaint System (PECS): Allows military spouses to submit complaints related to accreditation, program quality, recruitment, and/or financial aid issues at institutions participating in the MyCAA program and request resolution.

C-4.0 CURRENT ENVIRONMENT

The current SECO application environment is hosted within MC&FP’s Amazon Web Services (AWS) GovCloud and operates within a DoD Cloud Computing Security Requirements Guide (CC SRG) Impact Level (IL) 4 environment. The

SECO applications utilize a web-based technology stack consisting of Angular for front-end development and Microsoft

.NET technologies, including .NET, .NET Framework, .NET MVC, and .NET Web Forms, for application services. Data persistence and management are supported through PostgreSQL and Microsoft SQL Server database platforms. The systems also utilize Application Programming Interfaces (APIs) to support integration and data exchange between SECO applications and other systems.

C-5.0 DEFINITIONS AND ACRONYMS

• This interface shall allow spouses to request coaching, schedule appointments, and grant their assigned coach role-based, permission-controlled access to their profile and platform activity.

• For the coaches, the platform shall provide a secure, dedicated 'coach view' to review a spouse's profile, assessment results, and saved opportunities, for the purpose of providing career guidance services.

• The system shall include a mechanism for coaches to securely add session notes, document action plans, and recommend specific platform resources directly within the spouse's profile, maintaining a centralized record of coaching interactions and related career development activities.

C-6.1.7: End-to-End MyCAA Program Execution and Integration: The Contractor shall architect and deliver a integrated workflow capability for the My Career Advancement Account (MyCAA) program within the unified platform.

• For spouses, the system shall support automated eligibility verification based on their profile data. The

AI-driven matching engine shall proactively recommend MyCAA-approved programs and educational institutions that align with the spouse's career goals.

• The platform shall provide a user dashboard to manage their education plans, submit for funding, and track their available financial assistance balance in real-time based on current program data.

• The system shall include a dedicated portal for educational institutions to apply for and maintain their program participation status.

• The Contractor shall deliver a financial management module to facilitate, track, and report on the secure disbursement of financial assistance to these institutions, ensuring traceability and reporting capabilities with Government financial management requirements.
