For this PWS, the Contractor shall have a SECRET FCL at proposal submission. All necessary FCL and contractor employee personnel security investigation (PSI) actions taken to meet the requirements shall be at the expense of the Contractor.
Can you please tell us which of the specific job roles listed in the RFP require an active Secret security clearance at the time we submit our proposal?
Answer: Refer to solicitation section C-11
26. Section M-1 describes a best-value tradeoff (non-price factors equal to price; factors ranked by importance), while M-6 states award will go to the lowest-priced, technically acceptable offeror. Please confirm which methodology governs: LPTA or best-value tradeoff.
27. Please clarify the intended source selection methodology. Section M contains language describing a
Lowest Price Technically Acceptable (LPTA) evaluation methodology, while other portions of Section
M describe evaluation factors and relative importance that appear consistent with a best-value tradeoff.
To ensure all offerors prepare proposals on a common basis, please clarify whether award will be made solely to the lowest-priced technically acceptable offeror, or whether the Government will conduct a best-value tradeoff in which technical merit and non-price factors may justify selection of other than the lowest-priced proposal. If a best-value tradeoff is intended, please clarify how the adjectival technical ratings will be evaluated relative to price.
28. The solicitation contemplates innovative commercial technology solutions, including commercial software, artificial intelligence capabilities, product licensing, subscriptions, hosted services, and other third-party technologies. However, the pricing schedule provides a predefined labor-hour CLIN structure with an ODC CLIN limited to $30,000 per contract year, while Section C-17 identifies software, product licenses, and ancillary web-based products as allowable Other Direct Costs. To ensure all offerors prepare proposals using a consistent pricing methodology, please clarify how recurring commercial software licensing, SaaS subscriptions, cloud services, and similar solution costs should be proposed. Should these costs be included within the proposed labor rates, proposed under the ODC
CLIN, or does the Government anticipate amending the pricing schedule to accommodate recurring commercial software licensing and subscription costs?
Answer: Offerors may propose their own pricing schedule, not limited to labor-category qualifications and personnel requirements for each labor category identified in Section B-
5.
29. Please clarify the intended hosting model and Authority to Operate (ATO) boundary. Will the successful contractor operate within a Government-furnished AWS GovCloud IL4 environment under the existing authorization boundary, or is the contractor expected to provide and manage its own hosting environment?
Additionally, may a FedRAMP-authorized commercial SaaS platform be leveraged as part of the solution, provided all security requirements are satisfied, or must all functionality reside within the Government's IL4 enclave?
Answer: The successful contractor will operate within a Government-furnished AWS GovCloud IL4 environment under the existing authorization boundary. Yes, a FedRAMP-authorized commercial SaaS platform that is compliant with the Department’s Cloud Computing Security Requirements Guide (CC SRG) and be leveraged as part of the solution, provided all security requirements are satisfied, the proposed solution can be authorized by MC&FP’s Authorizing Official for IL4 operations, and the Government retains full operational control over the system and respective data.
30. For offerors proposing a commercial off-the-shelf (COTS)/SaaS platform, please confirm that the
Government will acce.pt a solution in which all Government data remains Government property while the contractor retains ownership of the underlying commercial software, source code, and intellectual property.
Answer: The Government will accept a solution in which all Government data remains Government propertywhile the contractor retains ownership of the underlying commercial software, source code, and intellectual property; however, the Government must retain full operational control of the proposed solution by way of the successful awardee

Government evaluate the past performance of proposed major subcontractors or teaming partners, and will relevant commercial past performance submitted by those entities be considered in the overall past performance evaluation?
Answer: Refer to solicitation section M-1.2
32. Please identify whether the Government will provide the successful contractor with existing system documentation, architecture documentation, interface specifications, database schemas, source code repositories (where Government-owned), operational procedures, and other transition artifacts necessary to support operation of the existing .NET, Angular, and PostgreSQL application environment while modernizing the solution.
Answer: The Government will provide pertinent artifacts upon award, including the documentation necessary to support current operations and obtain/retain ATO, while modernizing the solution.
33. For authentication through the Government-provided SOAP web service supporting DEERS/DS Logon, will the Government furnish the applicable interface specifications, technical documentation, and integration guidance necessary to implement and validate authentication with the successor solution?
Answer: Yes, the Government will furnish the applicable interface specifications, technical documentation, and integration guidance necessary to implement and validate authentication with the successor solution.
34. The pricing schedule includes an annual Spouse Transition Lot CLIN; however, the solicitation does not clearly define the intended scope of work, deliverables, assumptions, or pricing basis associated with this
CLIN. Please clarify the activities, labor, deliverables, and other costs the Government expects offerors to include in the annual Spouse Transition CLI
Answer: There is no work on the PWS related to Spouse Transition and it will be removed from the CLIN structure.
35. Section M contains conflicting evaluation methodologies: M-1 and M-1.1(b) describe a best-value tradeoff
("the source selected may not be the lowest price"; "non-price factors, when combined, are equal to price") supported by a 5-tier adjectival rating scale in M-2.1 (Excellent/Good/Satisfactory/Poor/Unacceptable).
However, M-1.2(a) states Factor 1 is evaluated on a "pass or fail" Technically Acceptable basis, and M-6 states award will go to the "lowest price technically acceptable" offer. Please confirm whether award will be made via Best Value Tradeoff or Lowest Price Technically Acceptable (LPTA).
36. CLIN 0004 ("Spouse Transition," 1 LOT) repeats in every contract year's pricing table but is never defined, described, or scoped anywhere in Section C (Description/Specifications/Work Statement). What work, deliverables, or level of effort does this CLIN cover, and on what basis should Offerors price it?
Answer: There is no work on the PWS related to Spouse Transition and it will be removed from the CLIN structure.
37. The PWS requires a full transformation/migration of six legacy applications into a unified platform, but does not address whether the Contractor will be given access to existing source code, technical documentation, or architecture diagrams for the legacy systems, nor what data rights (e.g., DFARS 252.227-series) will govern software developed under this contract. Please clarify both points.
Answer: The successful contractor will be given access to existing source code, technical documentation, or architecture diagrams for the legacy systems necessary for transition.
38. C-4.0 states the current environment is hosted within "MC&FP's" AWS GovCloud (implying a Government-owned account), while C-7.4 requires the Contractor to "develop, manage, and sustain the hosting and infrastructure environment." The only cost vehicle available is ODC, capped at $30,000/year. Is AWS
GovCloud infrastructure Government-furnished/Government-paid, or must the Contractor procure and pay for cloud hosting? If the latter, under which CLIN should these costs be captured?
Answer: MC&FP’s AWS GovCloud environment is procured by the Government through another vehicle, and the successful contractor will not be required to procure or pay for cloud hosting of the current environment.
39. The solicitation states "PII must be accessed on government furnished equipment (GFE)." Will the
Government furnish GFE laptops/workstations to Contractor personnel accessing PII, and if so, in what quantity and on what timeline? If not Government-furnished, please confirm the Contractor must procure compliant equipment at its own expense, and under which CLIN.
Answer: The Government will provide Government Furnished Equipment when necessary.
40. The PWS never states a required primary place of performance (contractor site, Government site, Millington
TN, or remote/telework), yet L-1(h) requires Offerors to "fill out and provide the locations of their workers" for wage determination purposes. What is the required/expected place(s) of performance, and is remote work permitted for the majority of labor categories?
Answer: Remote work is permitted. There is no required/expected place of performance.
41. Please provide the incumbent contract number, incumbent contractor name (if releasable), current total contract value, and period of performance for the existing SECO IT Support effort, along with a breakdown of current incumbent staffing by labor category (total headcount, not limited to military spouses).
42. Given the volume and substance of the clarification questions raised above, Offerors will need adequate time to incorporate the Government's written answers into their technical approach, staffing plan, and pricing before submission. Will the Government extend the proposal due date to 09/07, This will allow sufficient time to incorporate the forthcoming amendment/answers to these questions?
Answer: If an extension is granted the extension will be done through an amendment.
43. Section C-4.0 identifies AWS GovCloud IL4, Angular, Microsoft .NET technologies, PostgreSQL, and
Microsoft SQL Server as the current environment. Please confirm whether the reimagined future-state platform must remain within AWS GovCloud IL4 and use these technologies, or whether offerors may propose alternative technologies that meet or exceed all hosting, security, interoperability, performance, accessibility, data-rights, and ATO requirements. Additionally, please identify which AWS GovCloud services are currently included in or approved for addition to the SECO authorization boundary, including container, API-management, analytics, search, and generative AI services.
Answer: The successful contractor will operate within a Government-furnished AWS GovCloud IL4 environment under the existing authorization boundary. Offerors may also propose alternative technologies and solutions that meet or exceed all hosting, security, interoperability, performance, accessibility, data-rights, and ATO requirements, and meet the requirements of the solicitation.
44. CLIN Pricing Structure: The Engineer position for CLIN 0002AC, 1002AC, 2002AC, 3002AC and 4002AC, identifies a quantity of 1,180 hours, which is less than the 1,880 hours associated with a full-time position. Can the Government verify this number is correct or should the quantity for these CLINS be 1,880 hours to represent a full-time position?
Answer: Refer to answer 79.
45. Place of Performance: The solicitation does not identify a specific place of performance for this effort. Can the Government confirm work is to be completed at a contractor facility and if so, is there a specific location in which the facility must be located?
Answer: Work may be completed at a contractor facility with no requirement for location. Remote work is also permitted.
46. CLIN Pricing Structure: CLINs 0004, 1004, 2004, 3004 and 4004 identify Spouse Transition with a quantity of 1 Lot. Can the Government explain what Spouse Transition is and how it is to be priced?
Answer: There is no work on the PWS related to Spouse Transition and it will be removed from the CLIN structure.
47. CLIN Pricing Structure: CLINs 0002AC, 1002AC, 2002AC, 3002AC and 4002AC identify and Engineer position which is very generic. What specific type of Engineer is required for this position?
Answer: The Government expects the prospective offeror to propose a solution that meets the requirements of the solicitation, with respective staffing plan and LCATs to achieve the proposed solution.
48. CLIN Pricing Structure: CLINs 0002AE, 1002AE, 2002AE, 3002AE and 4002AE identify an Analyst position which is very generic. What specific type of Analyst is required for this position?
Answer:The Government expects the prospective offeror to propose a solution that meets the requirements of the solicitation, with respective staffing plan and LCATs to achieve the proposed solution.
49. Proposal Instructions, Paragraph L-1 (h), page 67: Offerors are to fill out and provide the locations of their workers and return Supplemental I clause Department of Labor Wage Determination. After reviewing the labor categories listed in the
CLIN structure we believe all labor categories associated with this effort are professional and are not SCA. Is this a correct assumption? If this is not correct, can the Government identify which positions they feel are SCA?
Answer: The GVT relies on the KTR to submit what they deem appropriate for this section
50. Proposal Instructions, Paragraph L-2.2 (b): The technical proposal is not to exceed 30 pages excluding past performance, resumes, PMP, QCP and price proposal. Is there a requirement to submit resumes with the proposal response? If so, how many resumes are required?
Answer: If resumes don’t apply then ignore.
51. Proposal Instructions, Paragraph L-2.2 (b): Are the PMP, and QCP required for the proposal response? Attachment 1 states the Final QCP including detailed technical and management procedures to meet each quality standard is to be submitted within 30 days of contract award and there is no reference to the PMP in the solicitation.
Answer: A PMP isn’t required.
52. Section M appears to state two different bases for award. Sections M-1 and M-1.1 describe a best-overall-value determination and establish the relative importance of price and non-price factors; Section M-2 provides adjectival technical ratings.
However, Section M-1.2 states that Technical Capability will be evaluated on a pass/fail Technically Acceptable basis, and
Section M-6 states that award will be made to the lowest-priced technically acceptable offer. Can the government confirm whether the procurement will use Lowest Price Technically Acceptable procedures or a best-value tradeoff?
Answer: Refer to number 35
53. Please confirm the intended contract structure. Section B-2 identifies a Firm-Fixed-Price contract, while Section B-3 states that the Government anticipates using the listed labor mix to issue task orders, and the pricing schedule provides hourly quantities and unit prices. Is the contemplated award a Firm-Fixed-Price contract, a Firm-Fixed-Price contract with labor-hour CLINs, or an IDIQ/task-order contract? Please also confirm whether the labor categories and annual hours in Section B mandatory, or may offerors adjust the labor mix by year and task to support simultaneous legacy-system sustainment and development of the unified platform?
Answer: Refer to number 5. Offerors are welcome to propose a different labor mix for consideration.
54. Please clarify the division of hosting and infrastructure responsibility among the contractor, MC&FP, and the referenced enclave contractor. Will the existing AWS GovCloud accounts, infrastructure, hosting capacity, bandwidth, monitoring, backup, and associated cloud-consumption costs be Government-furnished, or must Offerors include these costs in their proposed prices? Please identify the CLIN under which contractor-provided hosting, infrastructure, and cloud-consumption costs are to be proposed.
Answer: AWS GovCloud accounts, infrastructure, hosting capacity, bandwidth, monitoring, backup of the infrastructure, and associated cloud-consumption costs will be provided by the Government.
55. Please identify which software, subscriptions, development tools, cybersecurity tools, testing tools, call-recording capabilities, certificate-authority services, product licenses, and other third-party services will be Government-furnished and which must be contractor-provided. For contractor-provided items, please clarify whether the costs must be included in the fixed-price labor or Spouse Transition CLINs or charged against the annual ODC CLIN.
Answer: The Government expects the prospective offeror to propose solutions that meet the requirements of the solicitation, which means software, subscriptions, development tools, cybersecurity tools, testing tools, call recording capabilities, certificate-authority services, and product licenses that are proposed as part of the solution will be the responsibility of the successful contractor. There is no work on the PWS related to Spouse Transition and it will be removed from the CLIN structure.
56. Please describe the required scope, deliverables, acceptance criteria, and pricing basis for CLIN X004, “Spouse Transition,” which is listed as one lot in each performance period. Please clarify whether this CLIN is intended to cover workforce transition activities, military-spouse retention obligations, transition-in services, or another defined scope.
Answer: There is no work on the PWS related to Spouse Transition and it will be removed from the CLIN structure.
57. The pricing schedule establishes an annual ODC CLIN not to exceed $30,000, while Section C-17.0 authorizes travel, software, product licenses, and ancillary web-based products as ODCs. Please clarify whether the $30,000 amount is a
Government-established reimbursable ceiling or an amount that Offerors must include in the total evaluated price, and whether all authorized travel, software, licenses, certificates, testing tools, and call-recording costs must be accommodated within that annual ceiling.
Answer: The $30,000 amount is a Government-established reimbursable ceiling for authorized travel.
Software, licenses, certificates, testing tools, and call-recording costs do not have to be accommodated within that annual ceiling. Offerors may propose their own pricing schedule.
58. Please provide the authoritative deliverables list and numbering. The deliverable numbers cited in the PWS narrative do not consistently align with the C-8.1 table, including the references to the Application Enhancement & Modernization Report, Monthly Section 508 Compliance Report, Zero Defects Usability & Quality Framework SOP, and Analytics Report.
Answer: See answer 59.
59. Please confirm the required frequency of the Analytics Report. Section C-7.5 requires a Monthly Analytics Report within 20 days after the end of each month, while the C-8.1 table identifies Deliverable 07 as a Quarterly Analytics Report due within
20 days after the end of each quarter.
Answer: Deliverable C-8.1 01 should encompass a Monthly Status Report that includes analytics. It should be delivered no later than the 10th of each month. There should also be delivered, under C-8.1 07, a Quarterly Analytics report prepared and delivered no later than 20 days after the end of the quarter.
60. The PWS requires the contractor to sustain existing applications while executing the transformation and refers to a transition-in period, but it does not define the transition requirements or duration. Please confirm whether a formal incumbent-to-successor transition and knowledge-transfer period is contemplated and, if so, identify its duration, start date, required activities, incumbent participation expectations, transition deliverables, and funding CLIN.
Answer: The Government anticipates a transition or phase-in period that will conclude by December 1, 2026. There will be a formal transition period.
61. Please provide the approximate number of qualified military spouses currently employed under the incumbent contract and identify the labor categories or functional roles they currently fill. Please also provide the average labor rate for the military spouses expected to be retained. This information is necessary for all Offerors to develop a consistent staffing and pricing basis for the mandatory hiring requirement.
Answer: The number of military spouses currently employed is less than 10 percent of the contract workforce.
62. Section C-6.4 requires the successful awardee to hire all qualified military spouses employed under the incumbent contract into available positions. Please clarify what constitutes compliance with this requirement, including the meaning of
“available positions,” whether compliance is based on extending employment offers for positions under the successor contract or on successfully retaining all incumbent military spouses, and how compliance will be assessed if an individual declines an offer.
Answer: Compliance will be based on extensions of offers of employment, not acceptance of offers.
63. Section C-11.1 requires cleared personnel to complete initial security-awareness training and annual refresher training. Please clarify whether the labor time associated with mandatory security training is to be included in the fixed-price labor CLINs, charged to the ODC CLIN, or treated as an uncompensated contractor responsibility.
Answer: Training and annual refresher training will be a contractor responsibility.
64. Section C-11.3 addresses personnel traveling to and performing work in OCONUS locations. Please identify which positions or labor categories are expected to require OCONUS travel or performance, the anticipated destinations and trip frequency, and the estimated annual percentage of time or level of effort associated with OCONUS requirements.
Answer: There are no anticipated positions or labor categories are expected to require OCONUS travel or performance. This statement should not be construed to limit the ability for the successful contractor to employ active duty military spouses stationed in OCONUS locations.
65. Please provide a labor-category or position-level matrix identifying which personnel require a Tier 1 investigation, Tier 3 investigation, CAC, Secret eligibility or clearance, and access under the DD Form 254. Please also clarify whether all IT and help-desk personnel require a favorably adjudicated Tier 3 investigation before beginning work.
66. Please clarify whether penetration testing, Security Control Assessments, independent vulnerability assessments, and other third-party cybersecurity testing will be Government-furnished or contractor-provided. If contractor-provided, please identify the CLIN under which these costs should be proposed.
Answer: The Government has a formally appointed Security Control Assessor, which conducts penetration testing, security control assessment, independent vulnerability assessments, and other third-party cybersecurity testing as part of MC&FP’s
RMF and cybersecurity operations; however, the prospective offeror should include internal capabilities that support cybersecurity compliance as part of its solution.
67. Will the successful contractor inherit existing vulnerabilities, POA&M items, open security findings, expired or aging artifacts, or other unresolved conditions associated with the current applications and authorization packages? If so, will the
Government provide current POA&Ms, vulnerability data, eMASS artifacts, ATO documentation, and remediation history during transition?
Answer: The Government will provide current POA&Ms, vulnerability data, eMASS artifacts, ATO documentation, and remediation history during transition.
68. Please identify the existing technical and program documentation that will be made available to the successful contractor, including current architecture diagrams, database schemas, API and interface documentation, system design documentation, configuration documentation, product backlogs, modernization roadmaps, operational procedures, and deployment documentation for the SECO, VEMIS, and PECS environments.
Answer: The successful contractor will receive the existing technical and program documentation necessary for an orderly transition, including current architecture diagrams, database schemas, API and interface documentation, system design documentation, configuration documentation, product backlogs, modernization roadmaps, operational procedures, and deployment documentation for the SECO, VEMIS, and PECS environments
69. Will the successful contractor receive access to the existing source-code repositories, build and deployment pipelines, configuration files, automated test assets, development environments, and release-management artifacts for all applications included in the requirement? If any existing application source code or related technical asset will not be provided, please identify the affected application or asset.
Answer: The successful contractor will receive access to any existing source-code repositories, build and deployment pipelines, configuration files, automated test assets, development environments, and release-management artifacts for all applications included in the requirement necessary for an orderly transition.
70. Please clarify the minimum scope and required end state of the “wholesale reimagining” and complete transformation. Is the contractor expected to complete development, migration, deployment, and retirement of all existing SECO applications within the base period, within the full potential five-year period of performance, or according to a Government-approved roadmap developed after award?
Answer: Refer to C-2.0 and C-6.0
71. Will the Government establish the initial modernization priorities, application sequencing, and incremental delivery milestones for MySECO, MSEP, MyCAA, SAP, VEMIS, and PECS, or should Offerors propose their own assumed sequence and schedule? Please identify any capability or application that must be delivered within a specified period after award.
Answer: Offerors should propose their own assumed sequence and schedule. The Government will establish priorities with the successful contractor upon award.
72. Is the unified platform required to remain within the existing AWS GovCloud IL4 environment, or may the contractor propose other Government-approved cloud services or architectures? Please identify any mandated platform, service, container, database, or infrastructure constraints.
Answer: The successful contractor will operate within a Government-furnished AWS GovCloud IL4 environment under the existing authorization boundary.
