About this file
This file is a Clarifying Questions and Answers document for solicitation N4571A-26-R-0016 (SECO IT), issued by the Department of the Navy Naval Supply Systems Command. The document addresses unresolved ambiguities and discrepancies that arose during the Question and Answer phase following the release of Amendment 0002 on August 25, 2026, with a proposal due date of September 14, 2026 at 10:00 a.m. CT.
The questions and Government responses address critical evaluation and performance criteria including: confirmation that Factor 1 will receive an adjectival rating under the best-value selection process; clarification of past performance questionnaire submission addresses (directing all submissions to Kelly Cline); correction of labor hour quantities for the Engineer category from 1,880 hours to 1,180 hours annually; provision of help desk contact volume data and telephonic versus web/email contact split to enable common basis pricing; confirmation of Quality Control Plan submission requirements and timing; clarification regarding the single complaint/defect ceiling (two complaints per reporting period) versus the 5 percent complaint rate threshold; confirmation of Government-furnished equipment provision to help desk personnel accessing personally identifiable information; confirmation that no help desk coverage is required outside the stated Monday-Friday, 8:30 a.m. to 5:30 p.m. Eastern Time window; and identification of the incumbent contract number or approximate current contractor headcount to allow offerors to size the military spouse transition obligation under Section C-6.4. Notably, many questions received responses of "The Government will not consider this question outside of the Q&A window" or "The government will provide answers to unanswered questions from amendment 0002 in a follow-on amendment," indicating that additional clarifications will be issued in Amendment 0003.

Amendment 0002 revised M-6 to a best-value construction, and the Government confirmed Best Value in answers 2, 26, 27, 35, 52 and 136. Section M-1.2(a) was not revised and continues to state, twice, that Factor 1 "will be evaluated on a Technically Acceptable basis" and "as pass or fail," while M-2.1 retains a five-level adjectival rating scale and answers 9 and 31 refer offerors back to M-1.2. Answer 145, which asked this question directly, refers offerors to answer 36, which addresses the Spouse Transition CLIN rather than Section M. Will the Government confirm that Factor 1 will be assigned an adjectival rating under M-2.1 and traded against price under M-1 and M-1.1, and that the pass-or-fail language remaining in M-1.2(a) is superseded?
GOVT: The Government will not consider this question outside of the Q&A window.
Amendment 0002 added L-1.2(b), directing Past Performance Questionnaires to kelly.l.cline7.naf@us.navy.mil, and revised Attachment 2 accordingly. Section L-3.1(b) was not revised and continues to direct questionnaires to Jasmyn.m.payne.naf@us.navy.mil. Will the Government confirm the single address to which references should send completed questionnaires, and confirm that any questionnaire already sent to the other address will still be considered?
GOVT: Submit everything required to Kelly Cline
Answer 79 states that 1,880 hours is correct for the Engineer labor category, and answers 44, 101, 110 and 139 refer to it. The Section B-5 pricing tables revised by Amendment 0002 continue to show 1,180 hours for CLINs 0002AC, 1002AC, 2002AC, 3002AC and 4002AC. Will the Government issue a corrected Section B-5 pricing schedule, or confirm that offerors should price 1,880 hours annually for that labor category notwithstanding the quantity printed in the revised tables?
GOVT: That was a typo. The answer to 79 has been updated to reflect 1,180 for engineer.
The answer fields for questions 12, 13, 14, 155 and 156 were published without text. Section C-7.8 establishes mandatory service levels — response to calls and emails within 48 hours, no more than 25 percent of incoming calls resulting in a callback message, 95 percent of callbacks completed within 48 hours, follow-up attempts completed 100 percent of the time, and a customer complaint rate not exceeding 5 percent of total documented interactions — and answer 151 confirms these are minimum non-negotiable service levels. Will the Government provide, for the most recent 12 months, the total number of help desk contacts and the approximate split between telephonic and web or email contacts? If exact figures cannot be released, an approximate annual volume or a range would allow all offerors to size the help desk on a common basis.
GOVT: The government will provide answers to unanswered questions from amendment 0002 in a follow-on amendment.
The answer field for question 95 was published without text. Answer 62 confirms that compliance with C-6.4 is measured by extensions of offers of employment rather than by acceptance. To allow all offerors to price the obligation on a common basis, will the Government confirm: (a) whether "qualified" means an individual who meets the labor-category qualifications proposed by the offeror under Section B-5, consistent with answer 111, together with the citizenship and investigation requirements of C-11.1; (b) whether an "available position" means a funded position within the offeror's proposed staffing plan that is open at the time of transition; and (c) whether compliance with C-6.4 is a condition of award or a condition of performance?
GOVT: The government will provide answers to unanswered questions from amendment 0002 in a follow-on amendment.
Section C-7.8 states that customer complaint rates shall not exceed 5 percent of total documented interactions per reporting period. QASP 7.8 establishes a 95 percent acceptability standard, defined as no more than two complaints or two defects during a reporting period. Answer 151 confirms that performance thresholds are minimum non-negotiable service levels. For any meaningful contact volume these two standards produce materially different ceilings. Will the Government confirm how a complaint is defined and recorded for each measure, what constitutes the reporting period for QASP 7.8, and how the 5 percent rate and the two-complaint ceiling are intended to operate together?
Answer 84 states that a Program Management Plan is not required and that a Quality Control Plan is required. L-2.2(b) excludes a Quality Control Plan from the 30-page technical proposal limit, while Attachment 1 requires submission of a Final Quality Control Plan within 30 days after contract award. Answers 128 and 137 refer back to answers 84 and 85 without addressing timing. Will the Government confirm whether a Quality Control Plan must be submitted with the proposal as part of Volume I and excluded from the 30-page limit, or whether the only requirement is the Final Quality Control Plan due within 30 days after award?
A GOVT: A quality control plan is required and is excluded from the page limit. Refer to attachment 1 for submission directs.
Section C-7.8 requires that all calls with schools be recorded, that recordings be retained for 100 days, and that the call recording system be DoD-approved. Answer 55 states that call-recording capability is the responsibility of the successful contractor, and answer 57 states that call-recording costs need not be accommodated within the $30,000 annual Other Direct Cost ceiling. Will the Government (a) identify the list or authority against which "DoD-approved" will be assessed — for example a DISA approved products list, a Department of Defense Cloud Computing Security Requirements Guide provisional authorization, or authorization by the MC&FP Authorizing Official within the IL4 boundary; and (b) confirm that a recurring subscription for such a platform may be proposed as a separate licence CLIN outside the Other Direct Cost ceiling, consistent with answer 132?
GOVT: The Government will not consider this question outside of the Q&A window.
Answers 39 and 160 state that the Government will provide Government-furnished equipment "when necessary," and the solicitation requires that personally identifiable information be accessed on Government-furnished equipment. Help desk personnel supporting MyCAA invoice processing, spouse refunds, credit-card declines and corrections to financial assistance documents will access such information. Will the Government confirm whether Government-furnished equipment will be provided to all help desk personnel who access personally identifiable information, and provide the anticipated quantity and issue timeline?
GOVT: The Government will not consider this question outside of the Q&A window.
The C-8.1 deliverables table identifies Deliverable 02 as the Monthly Section 508 Compliance Report and Deliverable 03 as the Application Enhancement and Modernization Report, while the C-7.0 narrative identifies the Application Enhancement and Modernization Report as Deliverable 02. Answers 58, 59 and 105 addressed Deliverables 01 and 07 and the Attachment 1 reference to PWS Section 6.5, but did not address this item. Will the Government confirm that the C-8.1 table controls deliverable numbering, and issue a corrected C-7.0?
GOVT: There will not be another C-7
Section C-7.8 requires help desk services Monday through Friday, 8:30 a.m. to 5:30 p.m. Eastern Time, excluding federal holidays, and separately requires response to calls and emails within 48 hours of receipt. Section C-7.2 requires 24 hours a day, seven days a week, 365 days a year operations and maintenance support. Will the Government confirm that no help desk coverage is required outside the stated window, including on federal holidays, and confirm whether the 48-hour response clock runs on calendar hours or on hours within the stated service window?
GOVT: The Government will not consider this question outside of the Q&A window.
Section C-6.3.3 requires the contractor to develop and deliver virtual training sessions to designated stakeholder groups and to maintain recordings or reusable training content as approved by the Government. Answer 146 confirms that fully remote support is acceptable. Will the Government confirm whether virtual training is to be delivered on a Government-furnished collaboration platform within the MC&FP environment, or whether the contractor is expected to provide the platform, and where recordings are to be stored and retained?
GOVT: The Government will not consider this question outside of the Q&A window.
The answer fields for questions 41 and 124 were published without text. Section C-6.4 obligates the successful awardee to hire all qualified military spouses employed under the incumbent contract into available positions, and answers 61, 81 and 150 state that such personnel represent less than 10 percent of the contract workforce. Will the Government identify the incumbent contract number, or, if the incumbent cannot be identified, confirm the approximate total current contractor headcount so that all offerors can size the C-6.4 obligation on a common basis?
GOVT: The government will provide answers to unanswered questions from amendment 0002 in a follow-on amendment.
Answers 8, 17, 60, 90 and 112 state that the transition or phase-in period will conclude by December 1, 2026, and answer 60 confirms there will be a formal transition period. The estimated period of performance start date stated in the solicitation is September 12, 2026, which preceded the revised proposal due date of September 14, 2026. Will the Government confirm the revised anticipated award date and transition start date, and confirm whether the December 1, 2026 conclusion date is fixed or will move with the award date?
GOVT: The government will provide answers to unanswered questions.
The fourth paragraph of C-16.0 states, "The contractor shall ensure that the list is easily accessible by typical users beginning at the time of award." No list is identified in C-16.0 or in the preceding paragraphs of Section C. Will the Government identify what "the list" refers to, and where and to whom it is to be made accessible?
Block 9 of the DD Form 254 issued as Attachment 3 describes the effort as supporting "MySECO, MSEP Jobs and Partner Portals, MyCAA, SECO Administration Portal, Military Spouse Career Accelerator Program, the Voluntary Education Management Information System (VEMIS), the Postsecondary Education Complaint System (PECS), and the Community Capacity Inventory (CCI)." The Military Spouse Career Accelerator Program and the Community Capacity Inventory do not appear in the C-2.0 scope of work, the C-4.0 current environment, the Section B CLIN structure or the annual level of effort, although C-3.0 references the Career Accelerator as a SECO program. Will the Government confirm whether the Military Spouse Career Accelerator Program system and the Community Capacity Inventory are within the scope of this requirement, and if so, identify them in Section C and confirm the level of effort assumes their sustainment and help desk support?
Answer 89 states that only firm-fixed-price contracts will be considered relevant for past performance. This solicitation is itself structured as a firm-fixed-price contract under B-2, while the B-5 pricing schedule states annual labor-hour quantities and unit prices for each labor category. Item 4 of Attachment 2 offers only "Firm Fixed Price," "Cost Reimbursement" and "Other (Please Specify)" as contract types. Will the Government confirm that a reference performed under a firm-fixed-price contract or order that prices labor-hour CLIN quantities in the manner of B-5, or under a firm-fixed-price level-of-effort term contract as described at FAR 16.207, satisfies answer 89? Will the Government also confirm how a reference of any other type should be recorded at Item 4, given that the form offers no time-and-materials or labor-hour option?
GOVT: Yes.
Answer 148 confirms that a CPARS report may be used and that it must be emailed to the Contracting Officer by the evaluator completing the evaluation. Where a single past performance reference is a multiple-award vehicle, blanket purchase agreement or indefinite-delivery contract comprising several task or delivery orders, will the Government confirm: (a) how many CPARS reports may be submitted in support of one reference; (b) whether the reference will be assessed against the vehicle as a whole or only against those orders for which a CPARS report or completed questionnaire is provided; and (c) whether both a completed Attachment 2 questionnaire and one or more CPARS reports may be submitted for the same reference, or whether the Government prefers a single route?
