About this file

This document is a Request for Clarification (RFC) containing government responses to eight questions regarding a Navy contract for MK VI 78FT Patrol Boat operational testing, evaluation, and maintenance. The solicitation number is N4523A25Q1103, and the contract will be a firm fixed price type. Key details include a collaborative sea trial schedule with the Contracting Officer's Representative (COR), with specific sea trials to be performed prior to 10 December 2025 to verify equipment performance and reliability. No government facilities will be available, though the government will provide access to a 20-foot shipping container and parking for contractor tools and trailers. An additional ship check is scheduled for 0800-1100 on 22 August 2025, with associated badging instructions provided in Amendment 0001. The document also clarifies corrections to various attachments, including BAVR instructions and the Corporate Experience Data Sheet, to ensure accuracy in project title, solicitation number, and evaluation criteria documentation.

Government Responses to RFC 01-03 N4523A25Q1103 MK VI 78FT PB

01) Question: Without fully understanding the repairs necessary to reactivate the patrol boats, it may not be possible to meet the additional sea trial date due to material lead times. Will the Government be amenable to a flexible date for the additional sea trails based on a successful completion of the initial sea trial?

Response: The sea trial noted in Paragraph 5.2 will be collaboratively scheduled with the COR. It should be scheduled as soon as the Contractor has reactivated the vessel, and completed corrective maintenance identified during the reactivation.

The sea trials noted in Paragraphs 5.2.1.1 – 5.2.1.4 are distinct from Paragraph 5.2 and should be performed prior to 10 December 2025. The Contractor will schedule these with the COR, based on the Contractor’s estimate to complete corrective maintenance that is identified during the sea trial performed in Paragraph 5.2. The purpose of the sea trials required by Paragraphs 5.2.1.1 – 5.2.1.4 are to verify equipment performance and reliability in the intended area of operations, in expected environmental conditions.

Paragraphs 5.3 and 5.4 state that maintenance will be performed in accordance with Part 6.

02) Question: As the work is required to be performed on board base, how does the Government expect the Offerer to provide facilities? Will the Government consider allowing a workspace aboard base for contractor to perform work and store materials?

Response: No Government facilities are available. However, the Government will provide access to a 20-foot shipping container, and a place to park the Contractor’s tools and parts trailers.

03) Question: Will the Government consider a Time and Materials type contract?

Response: The Government will be utilizing a firm fixed price type contract for this requirement.

04) Question: Attachment 3, the BAVR Instructions, references a "Ship Check for U.S. Navy 33 Foot Patrol Boat Lifecycle Maintenance" and solicitation "N4523A25Q1101". The main solicitation is for "Operational Testing, Evaluation, and Maintenance of MK VI 78FT Patrol Boat (78PB)" under solicitation N4523A25Q1103.

Response: The BAVR instructions were incorrectly labelled. Corrections have been made.

05) Question: Please confirm that we should use the correct project title, "MK VI 78FT Patrol Boat," and solicitation number, N4523A25Q1103, for the BAVR application and all related correspondence.

Response: That is correct. The project title is MK VI 78FT Patrol Boat with solicitation is N4523A25Q1103. This has been corrected on the BAVR instructions.

06) Attachment 5 is titled "CHEMICAL CLEANING EXPERIENCE DATA SHEET" and the narrative section asks for experience related to "Sub-factor 1.1 Chemical Cleaning Experience". However, the solicitation's evaluation criteria under section 52.212-2, Factor 1, requires offerors to demonstrate experience in "operational testing, evaluation, training, and maintenance to a vessel with similar specifications as the MK VI 78FT PB". Please confirm that the narrative for Attachment 5 should address the vessel maintenance experience as required by the evaluation criteria, not chemical cleaning experience.

Response: Attachment 5 has been updated to reflect correct information.

07) Question: Attachment 5, the "Corporate Experience Data Sheet," is labeled as "Attachment 2" in its header. The solicitation's list of attachments on page 33 identifies this document as Attachment 5.

Please confirm that this form is indeed Attachment 5 for the purposes of our proposal submission.

Response: Attachment 5 has been updated to reflect correct information.

08) Question: Contractor is requesting an additional ship check.

Response: Additional ship check has been scheduled for 0800-1100 on 22 August 2025. See “Ship Check Badging” instructions in Amendment 0001 and Attachment 3 for further information.
