Government Responses to RFC 01-03 N4523A25Q1103 MK VI 78FT PB

01) Question: Without fully understanding the repairs necessary to reactivate the patrol boats, it may not be possible to meet the additional sea trial date due to material lead times. Will the Government be amenable to a flexible date for the additional sea trails based on a successful completion of the initial sea trial?

Response: The sea trial noted in Paragraph 5.2 will be collaboratively scheduled with the COR. It should be scheduled as soon as the Contractor has reactivated the vessel, and completed corrective maintenance identified during the reactivation.

The sea trials noted in Paragraphs 5.2.1.1 – 5.2.1.4 are distinct from Paragraph 5.2 and should be performed prior to 10 December 2025. The Contractor will schedule these with the COR, based on the Contractor’s estimate to complete corrective maintenance that is identified during the sea trial performed in Paragraph 5.2. The purpose of the sea trials required by Paragraphs 5.2.1.1 – 5.2.1.4 are to verify equipment performance and reliability in the intended area of operations, in expected environmental conditions.

Paragraphs 5.3 and 5.4 state that maintenance will be performed in accordance with Part 6.

02) Question: As the work is required to be performed on board base, how does the Government expect the Offerer to provide facilities? Will the Government consider allowing a workspace aboard base for contractor to perform work and store materials?

Response: No Government facilities are available. However, the Government will provide access to a 20-foot shipping container, and a place to park the Contractor’s tools and parts trailers.

03) Question: Will the Government consider a Time and Materials type contract?

Response: The Government will be utilizing a firm fixed price type contract for this requirement.
