Printed Circuit Boards (PCBs) – N4523A19R1312
Question and Answer (Q&A) Sheet
The Government will be posting all questions and answers from Solicitation N4523A19R1312 on a series of Q&A documents. The Q&A documents will be posted to the government point of entry weekly throughout the length of the solicitation period. Please be aware that any questions asked and responses to those questions will be posted to the Q&A documents, the government requests that all questions be of non-proprietary nature and allow for public dissemination. Please state your question below:
Question: Appendix B DWG 8577105 Sheet 5A General Notes 6.1 states:
EACH PCB ASSEMBLY SHALL BE PRE-INSTALLATION TESTED INCLUDING A
HYDROSTATIC TEST, TO VERIFY SATISFACTORY OPERATION PRIOR TO USE.
• FOR ASSEMBLY A1 – SEE REFERENCE 6
• FOR ASSEMBLY A2 – SEE REFERENCE 7
• FOR ASSEMBLY A3 – SEE REFERENCE 8
• FOR ASSEMBLY A4 – SEE REFERENCE 8
• FOR ASSEMBLY A5 – SEE REFERENCE 9
Would you please clarify what testing procedure or testing specs are to be met by References 6-
9?
Question: After each circuit’s schematic in Appendix B, there are two blank pages referring to
R1 & R2.
Would you please clarify what R1 & R2 are referring to?
Answer:
1. The testing described is the responsibility of the government.
2. R1 and R2 are drawing reservations for items that are unknown at this time. R1 is for model views of each PCB to show final configuration with components installed. R2 is for PCB layer views showing what traces are on each layer. Neither of these will be known until well into the contract and the PCBs designs are solidified.
Question:
1. Sheet 5A of A17.2 – Asks for Hydrostatic Test
a) Is this test a requirement for these parts as we normally see this with vessels?
b) If the test is required does each PCB get tested vs a 1 per lot etc.?
c) What are the test parameters needed for this spec.?
2. Sheet 6 of A17.2 – This line items and references are vague and in some cases unusual.
a) We would need to know what PCB’s these find numbers refer to.
b) Line items 7 & 8 show 16 & 32 oz. of copper. These thicknesses are typical of copper bars, not copper laminate boards for pcb fabrication.. Please review and clarify.
c) Under “part number” column 5,6,7 & 8 shows copper 110 & copper sheet sizes.
What does this refer to?

Answer: Hydrostatic testing is the responsibility of the government.

What does this refer to?
Answer: These are placeholders currently. The awarded vendor to provide details of copper used to satisfy PCB load requirements.
Question:
1)
Task 4-2 of the SOW states:
Simulate provided circuit designs with maximum loads shown in Appendices A & B.
Are these Max Voltage and Current ratings to be used only in the contractor’s computer simulation, or are these to be used in the FAT procedure as well? Are the PCB FAT procedures intended to be for qualification of max operational conditions, or simply as a functionality test to verify the relay opens and closes and can therefore be tested at low voltage and low current?
Answer: Yes, the listed ratings are intended for the contractor’s computer simulation. Actual load testing of the PCB is the responsibility of the government. PCB FAT procedures are intended to provide proof of functionality only and can be tested at lower voltages and currents.
