Amendment 2 Answer to Requests for Clarifiations
Bidder’s Question #1:
Would you please advise on the method for requesting this reference drawing (607-4788576 Rev E, SSBN TRIDENT CLASS SOUND DAMPLING FAIRWATER & SUPERSTRUCTURE) along with all other reference drawings for this solicitation?
Answer: All drawings will be made available by 8 Apr. They will be mailed out via CD upon request for clarifications. The CD will need to be returned with bidder’s proposals.
Bidder’s Question #2:
The following task in this schedule defines “KTR – PH FR 26-52 GP 120 Port – Install Blast Protection and Containment”. Is there a missing work item that defines the containment and scaffolding responsibility, or is this being taken care of by the government?
Answer: There is not missing work that defines the containment and scaffolding responsibility. The schedule defines the time allotted for the contractor to blast protect and contain per standard item 009-06. The 992 work item paragraph 3.1.3 states for the contractor to provide Materials for building all work site containments and protection that meets the requirements 2.1. Paragraph 3.5.1 states that the Government will provide Staging (planking, ladders, etc.).
Bidder’s Question #3:
The CFM Equip & Mat'l Tab asks for a quantity and unit price, but the formula in the total price column adds the QTY column to the Unit price. This should be a product, not a sum.
Answer: The formulas in the CFM Equip & Mat’l Tab have been corrected.
Bidder’s Question #4:
The contract change rate tab does not take the labor for the square inches in the 042, instead it sums up the labor dollars from each item associated with the paragraph and then divides that total by the square inches. Note 4 also states that this change rate includes consumables, G&A, and profit but the formula only pulls the labor dollars for each item. It does this for each category of change rate, which means that any item that is fully subcontracted (2nd Tier Subcontractor), will have a $0 change rate since the Prime contractor has no labor on those items.
Answer: The Change Rate Tab of Attachment J-4 Pricing Worksheet has been revised as follows:
- Note 3 in regards to WI 042 has been removed. This is not needed.
- The Total Price calculation is now based off of “quantity” x the “unit price” versus division.
- Note 1 has been revised to remove the mention of “Total Labor” and replaced with “Unit Price”
- Note 4 has been omitted which included language in regards to consumables, G&A and profit.
- Language in Note 2 has been replaced to reflect that a fully burdened rate should be used when proposing the unit prices.
- The Prime is the only entity the Government deals with. If a change rate is fully subcontracted, that is the only rate the Prime should propose.
- Please use the revised “Contract Change Rate” tab in J-4 to calculate the unit price (in yellow) for each change category.
