SUMMARY OF CHANGES
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
SECTION L
1. GENERAL:
a) Instructions:
1. Offerors shall submit their proposal in accordance with the following preparation instructions. The Government will consider any failure on the part of an offeror to comply with these instructions to be an indication of the quality of performance it can expect during contract performance. Therefore, the Government encourages offerors to contact the Contracting Officer in writing in order to request an explanation of any aspect of these instructions.
2. A proposal should not simply rephrase or restate the Government’s requirements but rather provide convincing rationale to address how the offeror meets these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offeror’s proposal.
3. The overall security classification of the proposal shall be UNCLASSIFIED. If the offeror needs to provide classified material, it shall be separated from the unclassified material and submitted as a supplement to the appropriate volume, and handled in accordance with appropriate security procedures. Any classified supplement will be considered a part of the stated page limitations of the appropriate volume. NO classified material is expected for this solicitation. Please contact the Contract Specialist administering this RFP, before any classified material is submitted.
4. If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the Contracting Officer in writing with supporting rationale as well as the remedies the offeror is asking the Contracting Officer to consider as related to the omission or error.
5. Relationship between Instructions and Evaluation: Your attention is directed to the functional relationship between Sections L and M of this solicitation. Section L provides information for the purpose of organizing the proposal and is not intended to be all inclusive. Section M describes evaluation factors for award. Since the Government evaluation of proposals will cover areas identified in Section M, proposals should address all such areas of evaluation.
6. ALL INQUIRIES shall be made via email and directed to Michele Smith at michele.d.smith@navy.mil and
Randal Onders at randal.onders@navy.mil. To ensure the Government is able to adequately address and respond to offeror requests for clarification (RFCs) via amendment, if applicable, it is requested questions be submitted no later than 26 APRIL 2019 at 2:00 PM (PT). The Government reserves the right to not answer any requests received after 26 APRIL 2019 at 2:00 PM (PT). Furthermore, offerors should note that the proposal due date will not be extended solely on the basis of requests received. RFCs shall reference the solicitation and specification page and paragraph number and be submitted on a request for clarification form (Attachment J-3) provided with this solicitation. A request for clarification form (Attachment J-3) shall be submitted for each question.

The Offeror shall propose a unit price on the Contract Change Rate Sheet for Request for Contract Change (RCCs) associated with additional work discovered during contract administration. Separate unit prices shall be calculated for three (3) consolidated tasks: 1) Preservation work, 2) Non-SUBSAFE structural repairs and 3) Lead work. The unit prices shall be based on the fully burdened production labor as proposed in the summary sheet tab of Attachment J-4. Applicable fully burdened production labor costs from the summary sheet tab of Attachment J-4 shall be utilized to calculate a proposed unit price for each of the above three tasks, to be based on units of measure (i.e. sq. ft/sq in/ per lb). The specific breakdown of the methodology for calculating these change rates is articulated on the contract change rate tab of Attachment J-4. The unit prices associated with the contract change rate sheet shall be used throughout the period of performance for all changes for the three above listed tasks. Further the fully burdened rate for changes shall be included in each of the three production work categories (preservation, Non-SUBSAFE structural repairs, and lead work) as follows:

2. When calculating the “Unit Price” for the Lead Work Change Rate utilize the work items beginning with 191 listed in Attachment J-1 as the base. These are work items highlighted in “Orange” in Attachment J-4 on the summary sheet tab..
3. When calculating the “Unit Price” for the Non-SUBSAFE Change Rate utilize the work items as detailed in WI 042-10-001 paragraph 3.2.1.1 listed in Attachment J-1 as the basis. These are work items highlighted in “Red” in Attachment J-4 on the summary sheet tab.
Note: The total proposed dollar amount calculated on the summary sheet tab of the referenced attachment should equal the total proposed amount in Section B of the contract.
DO NOT submit protected or in a read-only form. Only enter numbers to two decimal points. DO NOT round estimates.
CLIN 0002, Contract Data Requirements Lists (CDRLS) is Not Separately Priced.
D. Notification/Exceptions: The proper completion and submission to the Government of the above items will constitute an offer. Any exception to any of the terms and conditions may constitute a deficiency which may make the offer unacceptable.
E. Release of Pricing Information: All pricing information submitted is for the exclusive use of Government representatives, and will be treated as business confidential and will not be publicly disclosed, provided that, where a request for disclosure of such cost information is submitted to the Government pursuant to the Freedom of Information Act (FOIA) (5 U.S.C. 552a), the Government will not disclose the offeror’s pricing information if public disclosure of such information would substantially harm the offeror in its competitive position. In order to help ensure non-disclosure, the title page of the cost proposal and other sheets of proposal data should be marked with a restrictive legend stating that the price information is proprietary.
