Para 5.0 pricing for GFM IAW with the J3 Pricing Sheet, Offer is to provide cost for Para 5.0 GFM per th J2 Notional Statement of work. There is no GFM listed in the Notional Statement of work to base pricing on. Please clarify what the government is looking for the offer to input on Para 5.0 for the GFM on the Notional ricing Sheet.
Correct, there is no GFM provided in attachment J-2. The contractor should propose the amount of material that company thinks it would take to accomplish the work of the notional package.
2 Solicitation Section L Para 5.0 Proposal Content, Volume II, Factor 2 Past Performance
Offer is tasked to prove at least 2 but no more than 5 previos contracts completed with CPARS. CPARS are only given to the Prime contractor and not he subcontractor.
Require CPRS to be submitted for Prime Contract past performances only and not Major Subcontracts.
The government ackowledges that subcontractors do not recevie CPARS. The requirements in section L para. 5 Vol II Factor 2 allows the flexability for offerors to submit relevent/recent past performance data from either prime contracts or contracts on which they performed as a major subcontractor. The Government will not be revising the past performace requirements in the solicitation.
3 N4523A18R0826 Attch J-3 Price Breakdown The Attach J-3 Price Breakdown is a Pricing Spreadsheet. On the pricing spreadsheet, PWS Work Paragraph, 1.0 General Requirements (GR), Total ST Labor Hours is identified and listed. Pages 3 through 15 of the 32 page SOW the government identifies and lists General Requirements (GR)1.0 through 1.21.3. How does the government want the contractor to base the cost for her/his total labor hours for GR 1.0 listed on J-3 price breakdown? How do I quantify labor hours to accomplish all the identified and outlined requirements of 1.0-1.21-3? This also pertains to the Total ST Labor Hours for 3.2 Hull Repairs, 3.4 Tanks/Voids, 3.5 Main deck Repairs, 3.13 Preservation. How do I quantify the amount of work for each of these listed items?
Offerors should provide pricing based on the effort by the company in any area/paragraph of the SOW. Pricing is wholly dependent on the level of effort an offeror believes neccesary for a given paragraph.
4 N4523A18R0826 Section L 5.0 Proposal Content Technical. The offeror shall submit documentation illustrating their approach to satisfying the requirements.
In the contractors 50 Page technical response, does the government want the contractor to address how we will accomplish each of the outlined General Requirements 1.1-1.21, Hull Repairs 3.2.1-3.2.6.2 Tanks/Voids 3.4.1- 3.4.2.4 , Main Deck Repairs 3.5.1-3.5.3.3 and 4.0 Data Submission?
Yes.
5 N4523A18R0826 Identification and contact information of all contractors participating in this teleconference
I am a QP-1, WOSB/HUBZone certified small business who self performs marine preservation for the Navy, USCG, MARAD and MSL. I would like the opportunity to contact those larger prime contractors looking for certified HUBZone or WOSB to meet their small business subcontracting goals. A list of all those participating in this pre-construction teleconference would be helpful for small businesses like myself who would like to bid as a prime and also subcontract to those large businesses.
Pre-proposal teleconference attendees will be made available via FedBizOpps portal.
