The Government anticipates awarding a minimum of two (2) up to a maximum of eight (8) competitive firm fixed price (FFP) IDIQ contracts, which will be issued to meet this requirement for preservation and associated structural repairs necessary to support the preservation process. This will be through a best value lowest price technically acceptable (LPTA) source selection process as described in FAR 15.101-2.
Delivery orders will be issued off of these contracts for the accomplishment of preservation for submarines (SSN, SSBN, and SSGN Class), aircraft carriers (CVN Class), and other surface vessels home ported and visiting PSNS&IMF, Bremerton, WA (Controlled Industrial Area); Naval Base Kitsap, Bremerton, WA; Naval Base Kitsap, Bangor, WA (Waterfront Restricted Area); Naval Station Everett, WA; and other locations under the AOR of PSNS&IMF.. Delivery orders will be non-competitively, competitively awarded after exclusion of sources (small business set aside), or competitively awarded. Small business set asides shall be all orders of a non-complex nature.
Orders that contain highly complex requirements may be opened up to all IDIQ contract holders. Determination of highly complex requirements will be made by the PCO. Two or more small business IDIQ holders must express intent of submitting a proposal in writing for all potential small business set aside orders. Small business set aside orders shall be reclassified as either non-competitively or competitively awarded orders should less than two small business IDIQ holders express intent of submitting a proposal.
All inquiries shall be made in writing via attachment J-4 RFP Question/Response Matrix and directed to Tim Smart, Contract Specialist, at timothy.smart@navy.mil and Cynthia Tice, Contracting Officer, at cynthia.tice@navy.mil. To ensure the Government is able to adequately address and respond to offeror requests for information (RFIs) via amendment, it is requested questions be submitted no later than 21 March, 2018. The Navy reserves the right to not answer any requests received after 21 March, 2018 at 2:00 PM Pacific Standard Time (PST). Furthermore, offerors should note that the proposal due date will not be extended solely on the basis of requests received after 21 March, 2018. RFIs should reference this solicitation, N4523A18R0826, and/or specification page and paragraph number.

Award will be made to up to eight (8) LPTA offerors. Four (4) LPTA awards are reserved for small businesses. Small business proposals in excess of the set aside will be considered for the remaining full and open awards.

Failure of a prospective offeror to submit questions or to attend the teleconference will be construed to mean that the offeror fully understands all requirements of the solicitation. Prospective offerors are advised that the pre-proposal teleconference will be held for the purpose of explaining the on-ramping process, requirements and terms and conditions in this solicitation and answering any questions relative to this procurement. All questions submitted before or during the teleconference, except for limited clarification questions, shall be recorded and answers will be published to FedBizOpps as a solicitation amendment. All prospective offerors are advised that at the conclusion of the conference, unless this solicitation is amended in writing, it will remain unchanged. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. Additionally, offerors are advised that statements such as: “the offeror understands”, “the Offeror has a long history of outstanding support”, “standard procedures shall be used”, “well known techniques shall be employed”, or any paraphrasing of the solicitation, shall be considered inadequate to demonstrate experience, knowledge of, or compliance with solicitation requirements. Offerors are encouraged to provide specific, concise and verifiable information to validate all assertions. In evaluating an offeror’s technical proposal, the Government may consider information (other than price) provided with the offeror’s pricing proposal. Similarly, in evaluating an offeror’s price proposal, the Government may consider information provided with the offeror’s technical proposal.
Any inconsistency, whether real or apparent, between projected performance and price, must be explained in detail by the offeror. The burden of demonstrating technical merit and realism rests with the offeror.

To be evaluated as a Joint Venture (JV), offerors must provide a notarized agreement (with the price proposal) delineating roles and responsibilities for all proposed work.
Confidential Information: The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and proposals submitted to federal agencies. If an Offeror’s submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” [5 USC§552(b)(4)], the Offeror should mark its submissions in the following manner:
The following notice should be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act.
