Answers to Offerors Questions 04/02/2015
Subsafe Marine Mechanics
Solicitation N4523A-15-R-0003
Question Answer
1. CONTRACTOR QUESTION: As this is a T&M contract also with one FFP Sub-CLIN, and Offerors are required to submit a filled-in Section B with unit pricing, request the Government clarify what additional information would be provided in this section to meet this requirement.
1. Sub-CLIN’s 0001AA, 0001AB, 0001AC, 0001AD, 0001AF, 0001AG, 0001AH, 0001AJ should include unit price per hour and total price for aforementioned
SubClins. Be advised, if one offer is received in response to this solicitation, an element breakout of
SubClin 0001AK will be requested.
2. CONTRACTOR QUESTION: Section L does not require the Technical Proposal to contain "...a narrative description of the overall technical approach." Request the Government clarify if "...a narrative description of the overall technical approach" is required as part of the
Technical Volume and, if so, add the detailed requirements for its content and associated addition of allowed pages.
2. The technical proposal should include the following:
Technical Subfactors: The two (2) technical proposal subfactors are:
1. Submit documentation that demonstrates qualifications of supervisors and mechanics as detailed in Section 3.2 of the
Statement of Work and in the quantities requested in Attachment (A) Figure-1.
2. Submit proof of company’s NAVSEA
Note 5000 certification as an activity authorized to perform SUBSAFE work.
3. CONTRACTOR QUESTION: If the Government chooses NOT to modify Section B to remove all Sub-
CLINs by labor category, request a new Sub-CLIN be added for "Contract Management, Administration, and
Support Labor." The period of performance for this Sub-
CLIN should run from award through last day of services (See later question about actual period of performance).
3. The Contractor proposal cost of Contract
Management, Administration, and Support Labor should be included in the labor cost-per-hour rate of each labor category (Sub-CLIN).
4. CONTRACTOR QUESTION: Per many Contractors'
Cost Policy Disclosures, PPE used in direct support of a single final cost objective would be allocated as a [n other] direct cost. The detailed description for CLIN
0001AK in Section B does not include general ODCs, such as PPE, which would be needed in the conduct of the task. Request the Government expand the description of CLINs 0001AK and 0001AL, as well as CDRL
Exhibit A to include general ODCs.
4. The Government added general Other Direct Costs
(ODC)s for PPE to CLINs 0001AK and 0001AL as well as CDRL Exhibit A, in accordance with SOW paragraph
10.2.
5. CONTRACTOR QUESTION: : Amendment 1 to the solicitation added the words "...at no cost to the
Government" to RFP Sections C.4.10 And C.5.3.2 to the effect, "If the person does not pass the retest, he/she shall be replaced by the contractor within 10 calendar days at no cost to the Government." Request the
Government clarify the intent of this new term as it would be implemented upon a candidate's second failure. Specifically, is it the Government's desire that the Contractor's incurred costs for the individual who failed the training and/or proficiency demonstration be retracted, even though a good-faith effort was expended
5. Under the proposed contract, the Government will not be responsible for the costs incurred for an individual who failed the training and/or proficiency demonstration as the costs up to the point of transportation, etc. of said individual, up to arrival at the Government facility would be part of the proposed contract. If the individual fails the testing /proficiency demonstration requirements even though the contractor expended a good-faith effort, the contractor at no cost to the Government will replace the individual in order to meet contract requirements.
Moreover, the Government testing proficiency requirements under section C: 5.3.2. Torque Wrenches:
to the benefit of the Government to meet the
Government's unique testing/proficiency demonstration requirements? Or is it the Government's intention that the failed individual be immediately removed from the contract and not allowed to incur any further costs against it?
is not a unique requirement since marine mechanics, as part of their trade are required routinely to perform the actions described in this section. Further, the
Government will provide the required training and subsequent testing under item 4.10, Non-Nuclear
Quality Control (NNQC) and Sub-Safe Quality Control
(SSQC). Finally, since the contractor personnel are required to be SUBSAFE/level 1 qualified prior to arrival at the Government facility, passing the NNQC, SSQC should not be an issue since the Government classes, and the tests are based upon the basic premise of
SUBSAFE-level 1 program content.
6. CONTRACTOR QUESTION: It would appear that the Government is trying to imply that the Period of
Performance would be as shown in the level of effort table Attachment (A) Figure-1. If the period of performance of the contract were to start on 13 July
2015, it would not be practical for the Awardee to cause
Marine Mechanics to arrive at the work site for some time afterwards. Request the Government change RFP
Section C.3 to read: "Period of Performance: The period of performance of the final contract will be the date of award to 24 December 2015, with Marine Mechanic and
Marine Chemist services to be provided as shown in
Attachment (A) Figure-1 (13 July 2015 to 24 December
2015). If the contract is not awarded at least 21 days prior to the first on-site date in Attachment (A) Figure-1, the first required on-site date for Marine Mechanics and the Marine Chemist will be adjusted day-for-day to occur no sooner than 21 days after award."
6. RFP Section C.3 was revised to read: Period of
Performance: The period of performance of the contract will start on 13 July 2015, with Marine Mechanic and
Marine Chemist services to be provided as shown in
Attachment (A) Figure-1 (13 July 2015 to 24 December
2015).
7. CONTRACTOR QUESTION: Because at least five days of this time would be required for badging (Section
12.20 refers), and the remaining five days would not be a reasonable period to recruit/hire/identify/train/certify the replacement per the extensive requirements of RFP
Section 3.2, request this period be expanded to no less than 30 days.
7. The Government revised Paragraph 3.6 in the SOW
(Page No. 11) to state, “If an employee is to be replaced, the Contractor shall notify the COR and will have up to twenty (20) working days from the time the personnel change is initiated, to identify the replacement, provide required certifications for approval, and obtain badging for the new employee. Orientation Briefing(s) from
C/413 COR and S/38 Representative will be scheduled by the assigned COR and shall be conducted prior to any work being accomplished.”
8. CONTRACTOR QUESTION: Request the
Government clarify whether the time and hours to conduct this training is part of the period of performance and estimated hours depicted in Attachment A, Figure-1 of the RFP, or if Offerors should add additional hours for this requirement. More specifically, will this proficiency demonstration occur before or after 13 July
2015 so that the labor hours and travel costs can be properly estimated?
8. Yes, all proficiency demonstration(s) that the contractors shall be required to perform at the
Government site will occur after 13 July 2015.
Recommended Contractor review SOW paragraph 5., 5.2., and 5.3.
9. CONTRACTOR QUESTION: Request the
Government clarify whether the time and hours to conduct this training is part of the period of performance/schedule and estimated hours depicted in
9. Yes. All required orientation briefing and training related to paragraph 3.5: Contractors will receive orientation briefing from the C/413 COR and Shop 38 representative after 13 July 2015.
Attachment A, Figure-1 of the RFP, or if Offerors should add additional hours for this requirement. More specifically, will this training occur before or after 13
July 2015 so that the labor hours and travel costs can be properly estimated?
In addition, paragraph 4: Contractors will receive PSNS briefing after 13 July 2015 and must pass SSQC and
NNQC exam prior to starting work.
10. CONTRACTOR QUESTION: : Amendment 1 to the solicitation added the words "...at no cost to the
Government" to RFP Sections C.4.10 And C.5.3.2 to the effect, "If the person does not pass the retest, he/she shall be replaced by the contractor within 10 calendar days at no cost to the Government." Request the Government clarify the intent of this new term as it would be implemented upon a candidate's second failure. Specifically, is it the Government's desire that the Contractor's incurred costs for the individual who failed the training and/or proficiency demonstration be retracted, even though a good-faith effort was expended to the benefit of the Government to meet the Government's unique testing/proficiency demonstration requirements? Or is it the
Government's intention that the failed individual be immediately removed from the contract and not allowed to incur any further costs against it?
10. Under the proposed contract, the Government will not be responsible for the costs incurred for an individual who failed the training and/or proficiency demonstration as the costs up to the point of transportation, etc. of said individual, up to arrival at the Government facility would be part of the proposed contract. If the individual fails the testing
/proficiency demonstration requirements even though the contractor expended a good-faith effort, the contractor at no cost to the Government will replace the individual in order to meet contract requirements.
Moreover, the Government testing proficiency requirements under section C: 5.3.2. Torque
Wrenches: is not a unique requirement since marine mechanics, as part of their trade are required routinely to perform the actions described in this section.
Further, the Government will provide the required training and subsequent testing under item 4.10, Non-
Nuclear Quality Control (NNQC) and Sub-Safe
Quality Control (SSQC). Finally, since the contractor personnel are required to be SUBSAFE/level 1 qualified prior to arrival at the Government facility, passing the NNQC, SSQC should not be an issue since the Government classes, and the tests are based upon the basic premise of SUBSAFE-level 1 program content.
11. CONTRACTOR QUESTION: Attachment (A)
Figure-1 is missing values from the "Men Per Day" column for the last four rows. Request the Government correct the table to add the missing values.
11. Corrected missing ‘Men-Per-Day’ on attachment
(A). (please see Solicitation N4523A-15-R-0003 amendment).
12. CONTRACTOR QUESTION: Request the
Government remove the time requirement for substitution in cases where the Contractor employee is hired by the Customer, and replace it with a qualifying statement that replacement will be required if and when mutually agreeable to the Contractor and the
Government (COR).
12. No – If the replacement /substitution will be required
– there should be a formal Contract mod or concurrence with the warranted Contracting Officer.
Per the Bidders question; the COR does not have the authority to make a “mutually agreeable/agreement” with the Contractor about whether a replacement will/will not be required.
13. CONTRACTOR QUESTION: Section L.3.a.1.(b) requires the Technical Proposal to contain
"...documentation that demonstrates qualifications of supervisors and mechanics as detailed in Section 3.2 of the Statement of Work and in the quantities requested in
Attachment (A) Figure-1." Section M.D.1 further states, "The offeror that demonstrates in their firms’ proposal the optimal quantities of Marine Mechanic Supervisors and Marine Mechanics as requested, and in accordance
13. The Government intent is that the offeror, which provides the quantity of Marine Mechanic Supervisors and Marine Mechanics closest to the quantities specified in Attachment (A) Figure-1 of the Statement of Work, will receive a more favorable rating. Therefore, the optimal quantity of Marine Mechanics and Supervisors would be those quantities specified in Attachment (A)
Figure-1.
with Attachment (A) Figure-1 of the Statement of Work, will receive a more favorable rating." These requirements in aggregate, and combined with the requirements in other sections to propose the cost for the exact number of hours listed in Attachment (A) Figure-
1, lend confusion as to the Government's intention regarding the content of this section and how it will support determining the "optimal quantities.” Request the Government clarify their expectations as to the actual content of this section and how it feeds the stated
Section M evaluation criteria.
14. CONTRACTOR QUESTION: Our understanding of the requirements is that all production services involving classified material or information to be performed under this contract will be conducted on a Government site
(PSNS) in Government spaces, and that no classified information or material will be removed from the site.
Request the Government confirm this understanding;
and, if so, modify RFP Section L.1.b and applicable check boxes on the DD-254 accordingly. For example, check box 11.a, "HAVE ACCESS TO CLASSIFIED
INFORMATION ONLY AT ANOTHER
CONTRACTOR'S FACILITY OR A GOVERNMENT
ACTIVITY," is currently checked "No."
14. Government concurs and checked check box 11.a, on the DD-254.
15. CONTRACTOR QUESTION: Request the
Government clarify/confirm that no periodic financial reporting to any part of the Government will be required during execution of this contract, and that the
Government will assess funds remaining themselves using only invoices (and attachments) and Timesheet
Reports per RFP Section C.7.
15. The Government cannot confirm or commit to no periodic financial reporting to any part of the
Government will be required during execution of this contract. The Government will assess current and remaining funds on the contract using invoices, Timesheet Reports per RFP Section C.7, Wide Area
Work Flow (WAWF) and other financial systems etc. as necessary.
16. CONTRACTOR QUESTION: RFP Section L states, "The technical proposal will consist of one (1) subfactor:
Technical Capability. The subfactor shall be tabbed and labeled." However, Section M lists two sub-factors under Technical Proposal. Request the Government clarify the technical sub-factors between the two RFP sections.
16. Section M was clarified as follows:
The technical proposal under Volume II consists of two
(2) subfactors under Technical Capability. Each subfactor shall be tabbed and labeled.
a. Technical Capability: Technical Capability consists of two (2) Technical Subfactors, and limited to 10 pages cumulatively.
Technical Subfactors: The two (2) technical proposal subfactors are:
1. Submit documentation that demonstrates qualifications of supervisors and mechanics as detailed in Section 3.2 of the
Statement of Work and in the quantities requested in Attachment (A) Figure-1.
2. Submit proof of company’s NAVSEA Note
5000 certification as an activity authorized to perform SUBSAFE work.
17. CONTRACTOR QUESTION: Request the
Government clarify that the CIA access list is not required as part of the Offeror's proposal; and furthermore, that it be removed from Section L as it is redundant to, and potentially in conflict with, Section
C.12.20.
17. Item language concerning g. NAVY
INSTALLATIONS, BADGING, AND ACCESS
REQUIREMENTS under Section L - Instructions, Conditions and Notices to Bidders
PROPOSAL REQUIREMENTS was revised. See
Section C.12.20 concerning CIA access requirements.
18. CONTRACTOR QUESTION: RFP Section L.1.i
(top of page 49) states, "In order to ensure non-disclosure, all pages of the proposal should be marked as
“Business Sensitive/Proprietary Information”.” This direction conflicts with the labeling requirements of
FAR Section 15.509, Limited Use of Data. Request the
Government remove this requirement, or clarify that it may be in addition to that in FAR 15.509.
18. FAR 15.609 Limited use of Data concerning submission, receipt, evaluation, and acceptance or rejection of unsolicited proposals is not applicable.
Offeror proposals were solicited as a response to RFP
#N4523A-15-R-0003. The language “In order to ensure non-disclosure, all pages of the proposal should be marked as “Business Sensitive/Proprietary Information” is unchanged.
19. CONTRACTOR QUESTION: RFP Section M.D.1 refers to the Technical Proposal as Volume I, however, it is identified as Volume II in RFP Section L. Request the
Government clarify the Technical Proposal volume number.
19. Section M. D.1 Technical Proposal volume was changed to Volume II to reflect requirements in Section
L:
20. CONTRACTOR QUESTION: Section M contains a
NAVSEA Clause HQ M-2-0016 which discusses calculating a Past Performance score based on a comparison of an Offeror's CPARS scores with those of other suppliers within Federal Services Code Groups.
Request the Government clarify which FSC Group will be used for comparisons in this solicitation.
20.
The CPARS scores will be based on a comparison with those of other suppliers within Federal Services Code
Group J999.
21. CONTRACTOR QUESTION: Throughout Section
B, each CLIN contains fill-in headers labeled "TOT
ESTIMATED PRICE" and "CEILING PRICE." As we would expect our total estimated price to be the ceiling price, request the Government clarify the difference between these two headings and the expected basis of
Offerors' fill-in values for each.
21. For this solicitation, the "TOT ESTIMATED
PRICE" and "CEILING PRICE" are the same. The
Offeror is expected to fill-in the ceiling price with the total estimated price.
22. CONTRACTOR QUESTION: Request the
Government confirm that 12-pitch is actually required
(which equates to 10-point), or if 12-point is desired.
22. Government confirms that 12-point is desired.
Section L has been updated.
23. CONTRACTOR QUESTION: Request the
Government clarify if FAR Clause 52.214-7 applies, and if so add it to Section L.
23. Clause 52.214-7 does not apply.
24. CONTRACTOR QUESTION: Amendment 1 to the solicitation revised CDRL Exhibit A Blocks A & 1 from
0001AE to 0001AK. However Section B of the RFP shows the CDRL as "0001L." 0001AK Refers to the
ODC costs themselves and not to the CDRL requiring a detailed breakdown of the ODC costs. Request the
Government clarify the Sub-CLIN reference for Exhibit
A.
24.
Government provided correct CDRL’s for CLIN
Number 000AL (Lodging & Travel CDRL) and
0001AM (Time Charge Record CDRL).
25. CONTRACTOR QUESTION: The RFP contains
FAR Clause 52.216-1 stating, "The Government contemplates award of a Time-and-Materials contract resulting from this solicitation." However, the header of
Attachment (B) Figure-1 reads "DELIVERY ORDER#
XXXX (T.B.D.)." Request the Government clarify if one non-severable contract will be awarded for the entire scope of work, or if the Government intends to award some form of IDIQ contract and issue specific tasks via
Delivery Order.
25. The Government will award one non-severable
(single-end undertaking, entire in nature) contract for the entire scope of work. "DELIVERY ORDER# XXXX
(T.B.D.)" has been removed from Attachment (B)
Figure-1.
26. The contractor respectfully requests the inclusion of the following clauses in the solicitation;
FAR 52.215-16 - Facilities Capital Cost of Money
(June 2003)
FAR 52.242-17 - Government Delay of Work (Apr
1984)
FAR 52.246-25 - Limitation of Liability – Services
(Feb 1997)
FAR 52.249-14 - Excusable Delay (Apr 1984)
26. Clauses requested were added to solicitation except
FAR 52.242-17 - Government Delay of Work (Apr
1984).
27. Indemnifies the contractor only to the extent that the claim, loss, or damage arises out of or results from a risk defined in this contract as usually hazardous or nuclear.
The contractor respectfully request the Government to add the following to any subsequent contract issued as a result of this solicitation;
2. Add the following as additional paragraph (i) to the clause FAR 52.250-1 entitled "INDEMNIFICATION
UNDER PUBLIC LAW 85-804" (APR 1984):
(i) For the purpose of this clause:
(1) "nuclear risks" are those risks attributable to the radioactive toxic, explosive, or other hazardous properties of "special nuclear material", "by-product material" or "source material, as such materials are defined in the Atomic Energy Act of
1954, as amended.
(2) "unusually hazardous risks" are the risks of explosion, detonation, burning or propulsion attributable to the utilization of high energy propellants in (i)
POLARIS, POSEIDON, TRIDENT or Tomahawk
Cruise Missiles, or of any component thereof, or (ii) propellant-powered POLARIS, POSEIDON, TRIDENT or Tomahawk Cruise test missiles or of any component thereof, or (iii) any other component or subcomponent of the POLARIS, POSEIDON, TRIDENT, or Tomahawk
27. The nature of the work required in Section C, Statement of Work is not of a nature whereby a contractor would experience damage arising out of, or resulting from a risk defined in this contract as usually hazardous or nuclear. Therefore, the addition clause
FAR 52.250-1 to this solicitation is unwarranted and denied.
Cruise Missile weapons systems which uses high energy propellants".
28. The contractor respectfully requests the inclusion of
FAR 52.250-1 - Indemnification Under Public Law 85-
804 to any subsequent contract issued as a result of this solicitation.
28. This solicitation is for a stand-alone contract and not a delivery order. Therefore, “any subsequent contract issued as a result of this solicitation” is not warranted.
In addition, the nature of the work required in Section C, Statement of Work is not of a nature, which would expose contractors to unusually hazardous or nuclear risks, therefore the addition of FAR 52.250-1 -
Indemnification Under Public Law 85-804 is denied.
29. The contractor respectfully requests the inclusion of the following clause in the solicitation;
ADDITIONAL PROVISIONS RELATING TO
GOVERNMENT PROPERTY (NAVSEA) (SEP 2009)
(a) For purposes of paragraph (h) of the clause entitled
"GOVERNMENT PROPERTY" (FAR 52.245-1) in addition to those items of property defined in that clause as Government Property, the following shall also be included within the definition of Government
Property:
(1) the vessel;
(2) the equipment on the vessel;
(3) movable stores;
(4) cargo; and
(5) other material on the vessel
(b) For purposes of paragraph (b) of the clause entitled
"GOVERNMENT PROPERTY", notwithstanding any other requirement of this contract, the following shall not be considered Government Property:
(1) the vessel;
(2) the equipment on the vessel;
(3) movable stores; and
(4) other material on the vessel
29. Clause ADDITIONAL PROVISIONS RELATING
TO GOVERNMENT PROPERTY (NAVSEA) (SEP
2009) was added to Section C of the solicitation.
30. The contractor respectfully requests the inclusion of the following clause in the solicitation;
FAR 52.228-7 - Insurance – Liability to Third Persons
(Mar 1996)
30. FAR 52.228-7 will not be included in the
31. The RFP Statement of Work requests the contractor to provide “Journeymen” level mechanics. The contractor’s trade classification structure contains no classification of journeymen. As generally stated in paragraphs 3.8 thru 3.8.4 of the SOW the work assignments will be provided to the contractor supervision via TGI for dissemination to contractor’s workforce. Additionally, the contractor is responsible to insure that all work is accomplished IAW with applicable processes and technical and schedule requirements. HII-Newport News Shipbuilding proposes to provide qualified supervision and mechanics that meet the requirements of the SOW and minimal of (3) years of experience in support of this RFP.
31. The proposal should provide qualified supervision and mechanics that meet the requirements of paragraphs
3.8 thru 3.8.4 in the SOW, and have a minimum of (3) years of experience as a Marine Mechanic is acceptable to the Government.
Is this approach acceptable to the Government?
31. Section B of the RFP contains CLIN’s for trade supervision, trade labor support, lodging & travel, and marine chemist only. Program Management and other General and Administrative (other direct costs) efforts will also be required to support this effort. HII-NNS respectfully requests that additional CLIN’s be added to Section B of the contract for Program Management and other
General and Administrative (other direct costs) efforts.
31. The Contractor proposal cost of Contract
Management, Administration, and Support Labor should be included in the labor cost-per-hour rate of each labor category (Sub-CLIN).
32. The contractor requests the Government provide training materials for “SubSafe/Level 1” and “Precision
Measurement” to HII-Newport News Shipbuilding for review and preparation to ensure personnel supplied in response to the RFP meet the Government’s qualifications.
32. The Government will provide SUBSAFE/Level 1 training material on CD-ROM via FEDEX if requested formally via e-mail. Government will not provide
Precision Measurement training materials. Section 5.3 of the SOW states the minimum competency requirements for Precision Measurement. Competency reviews will be conducted on mock-up components similar to those on-board Naval submarines.
33. The contractor requests the Government provide a definition of “Gas Free” training as described in paragraph 3.2.2.
33. The requirements for Gas Free training are listed in the Statement of Work, paragraph 2. subparagraph 2.1 and 2.2 respectively. The contractor is not authorized to enter those spaces where Puget Sound Naval Shipyard has conducted Gas Free certifications. All spaces requiring entry Gas Free controls must be certified by competent person who is either an employee of the contractor or subcontractor providing the service.
Additionally, all employees must be trained in identifying and understanding all the requirements for entry certificates identified in 29CFR 1915. Further information can be found in 29CFR sections 1915.7 and
1915.12. See paragraph 3.2 of the Statement of Work
for further instructions. The contractor shall provide a list of names, course completion dates, and when the certification expires.
34. Attachment (A) Figure (1) provides specific numbers of required supervisors and mechanics.
HII-NNS’S intent is to propose the manning levels as requested. However, if the contractor is unable to provide the full manning requirements as stated in the solicitation may the contractor propose the level of manning that it is able to provide in support of the solicitation? Is the requirement “all or nothing” ?
34. If the contractor is unable to provide the full manning requirements as stated in the solicitation, the contractor may propose the level of manning (across all labor categories) that it is able to provide in support of the solicitation. The requirement is not all or nothing.
35. The contractor respectfully requests the Government remove FAR 52.249-6 - Termination (Cost
Reimbursement) (MAY 2004) as it is not applicable to this type of contract and include
FAR 52.249-6 Alt V, Termination (Cost
Reimbursement) (May 2004) – Alternate V, (SEP
1996).
(08) 36. As the solicitation does not require the submission of certified cost or pricing data the
35. Removed FAR 52.249-6 - Termination (Cost
Reimbursement) (MAY 2004) and added FAR 52.249-
6 Alt V, Termination (Cost Reimbursement) (May
2004) – Alternate V, (SEP 1996). Please see amendment.
36. The Government anticipates adequate price competition in response to this solicitation, therefore, contractor respectfully requests the removal of the following clauses from the solicitation;
FAR 52.215-10 - Price Reduction for Defective
Certified Cost or Pricing Data (Aug 2011)
FAR 52.215-11 - Price Reduction for Defective
Certified Cost or Pricing Data – Modifications (Aug
2011)
FAR 52.215-21 - Requirements for Certified Cost or
Pricing Data and Data other Than Certified Cost or
Pricing Data –Modifications (Oct 2010)
DFARS 252.215-7002 - Cost Estimating System
Requirements (Dec 2012) certified cost or pricing data is not required at this time.
However, if only one proposal is received in response to the solicitation, then cost and pricing data information is required to ascertain that proposed prices are fair and reasonable. Moreover, the Government cannot be certain that adequate competition will occur in response to this solicitation. Finally, per FAR 52.301, Solicitation provisions and contract clauses (Matrix), the above-stated clauses are required when applicable. Based on the forgoing, the above-stated clauses will remain in the
37. CLIN Number 0001 AK description states; “Price for Lodging, Per-Diem, Rental Cars, Travel. Shipping
Materials (to include tooling), Fuel (for 5 Rental Cars), and Travel Per-Diem in accordance with JTR.”
HII-NNS respectfully requests that the Government revise CLIN Number 0001 AK description to read
“Price for Lodging, Per-Diem, Rental Cars, Travel.
Shipping Materials (to include tooling), Fuel (for 5
Rental Cars), and Travel Per-Diem in accordance FAR
31.205-46.” Additionally, HII-NNS requests the associated CLIN Number 0001 AL description language be revised as well to suit.
37. The Government decision is to continue with the use of Joint Travel Regulations (JTR) under CLIN
Number(s) 0001AK and 0001 AL since the JTR is citied within FAR 31.205-46 as a source of reasonable and allowable pricing for Lodging, Per-Diem, Rental Cars, Travel, Shipping Materials (to include tooling), Fuel (for
5 Rental Cars), and Travel Per-Diem.
