SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 08-Apr-2015 12:00 PM to 15-Apr-2015 12:00 PM.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
PROPOSAL REQUIREMENTS
1. INFORMATION
a. Instructions: Offerors must submit a written proposal for Government evaluation. Offerors shall submit their proposals in accordance with the following preparation instructions. The Government will consider any failure on the part of an offeror to comply with both the letter and spirit of these instructions to be an indication of the quality of performance it can expect during contract performance.
b. General Requirements: The proposal offered must be complete and clear in all respects without the need for additional explanation or information, and in sufficient detail and scope to permit the Government to evaluate it against the technical evaluation factors set forth in Section M of the solicitation. Offerors are cautioned against general, vague or unsubstantiated statements that cannot be evaluated. General, unqualified statements (e.g., “The offeror understands the problem and can or will comply with the requirements)” shall be considered inadequate. Data even though previously submitted or presumed to be known by the Government, cannot be considered as part of the offeror’s proposal unless physically submitted as part of the proposal.
In evaluating an offeror’s technical proposal, the Government may consider information (other than price) provided with the offeror’s pricing proposal. Similarly, in evaluating an offeror’s price proposal, the
Government may consider information provided with the offeror’s technical proposal. Any inconsistency, whether real or apparent, between projected performance and price, must be explained in detail by the offeror. The burden of demonstrating technical merit and realism rests with the offeror.
To maximize efficiency and minimize time for proposal evaluation, it is required that all offerors submit their technical proposals in accordance with the format and content specified below, and with the specified page/time limit constraints.
The offeror shall have a facilities security clearance at the "SECRET" level, and shall be capable of providing a workforce which is cleared at the “SECRET” level as required.
The offeror shall complete form DD-254 (See Attachment 2, Section J) of the solicitation as proof of facilities security clearance and level of safeguarding of “SECRET”.

Format and Size: Each volume shall be prepared on 8.5” x 11” paper and bound separately in three-ring binders (to permit removal of sections) with each major part tabbed. All pages and paragraphs shall be numbered so that its location is traceable to the appropriate volume and page.
Text shall be of at least 12-pitch type size and lines shall be double-spaced. Attachments and exhibits may be included to support the text and will be counted against the page limitation. No margins shall be less than 1 inch. The company name of the offeror and the solicitation number shall appear at the top of each page and may be included in the 1-inch margin. Pages shall be numbered at the bottom, either at the center or edge opposite the binding. The margin space may be used for document identification, page numbering and the offeror’s legend regarding disclosure of data in the proposal.
Oversized pages are to be foldout format, with each foldout counted as a single page. Foldout pages may be used for diagrams, charts or graphic material only and shall not exceed 11” by 17”. Foldouts may not be used for narrative text pages. Photo reductions are not permitted for narrative text material. Offerors are warned that pages in excess of the stated page limitations will be disregarded during the evaluation process.
Offerors are warned that the Government will NOT evaluate any portion of a proposal that exceeds the page limitations specified in Volume II & Volume III. A cover letter is not required, but may be included.
Each page shall be numbered by volume and page number. Each side of a piece of paper will be counted as one page toward the page limit except for the following items:
The first page of each volume shall be a title page containing the volume number and name, the company name of the offeror, and the offeror’s position regarding disclosure of proposal data. The next page(s) of each volume shall be a table of contents.
Any pages of a proposal volume, which are used solely for the purpose of separating sections of the proposal or as tabs.
NOTE: Pages, which are numbered by the offeror and designated with a marking such as “Intentionally
Left Blank”, or similar, such marking, will be counted against the page limitation.
d. Packaging & Marking: Each volume is to be submitted in sealed boxes or envelopes. The outside of the package shall clearly indicate the offeror’s name, solicitation number N4523A-15-R-0003, and contents of the package. Originals may be shipped in the same boxes as the copies to eliminate excess shipping costs.
However, originals shall be separately wrapped inside the container, and be clearly labeled, as applicable, on the exterior of the packaging. At a minimum, the exterior of each box/envelope shall be marked:

(3) a list of files contained on the disk, and (4) the application/software versions used to generate the files.
In the event that data contained on the CD submitted is inconsistent with the paper copies, the paper copies will be considered the intended data. Note that a secure means for offerors to submit large electronic information, other than on CD, is currently unavailable.
g. NAVY INSTALLATIONS, BADGING, AND ACCESS REQUIREMENTS
The contractor shall prepare a list of all prime and subcontractor personnel required to access Naval Vessels in the CIA. The access list shall be restricted to only those employees who have a
"need to access" in the execution of the contract requirements. The prime contractor shall bear full responsibility for the accuracy of the Access List Request. With good cause, as determined by the
CONTRACTING OFFICER or appropriate SECURITY PERSONNEL, access requests may be refused or amended. Updates to the Access List shall be made on an as-needed basis.

ALL SUCH
REQUESTS FOR CLARIFICATION SHALL BE SUBMITTED TO THE GOVERNMENT
THROUGH THE PRIME CONTRACTOR (OFFEROR).
i. Requests for Clarifications: Offerors are expected to reach a reasonable understanding of the requirements of the solicitation by (i) careful examination and study of the schedule, the applicable statement of work, specifications, and plans, and (ii) by the application of qualified knowledge and experience.
In the event that such study and examination establishes a need for correction or clarification, such information should be brought immediately to the attention of the Contracting Officer, so that, if necessary, official dissemination of such information to all offerors may be made a part of the solicitation prior to submission of offerors.
Requests for clarifications shall be sent to the Contracting Officer no later than 4:00 P.M. (PST), Friday, March 27, 2015 in order to allow the Government sufficient time to prepare and issue answers. Submit request for clarification in writing on Attachment-1of Section J to this solicitation to Bart Franklin

(julie.thomas@navy.mil). Responses to the request for clarifications will be posted as an amendment to the solicitation on FBO on or about Tuesday, March 31, 2015.
Failure of a prospective offeror to submit any questions will be construed to mean that the offeror fully understands all requirements of the solicitation. All prospective offerors are advised that no solicitation requirements, terms, or conditions will change unless issued as a formal amendment.
In order to ensure non-disclosure, all pages of the proposal should be marked as “Business
Sensitive/Proprietary Information”.

b. Notification/Exceptions: The proper completion and submission to the Government of the above items will constitute an offer. With respect to specific terms and conditions of this Solicitation, any exception to any of the terms and conditions shall constitute a deficiency, which may make the offer unacceptable.
3. VOLUME II – TECHNICAL PROPOSAL
Organization: The term “technical”, as used herein, refers to non-price factors other than past performance.
Volume II shall be bound separately and organized in the sequence conforming to the required proposal content.

5. PAST PERFORMACE
Past performance is a measure of whether an offeror has satisfied customers in the past, relatable to performance that is recent and relevant to the requirements provided in Section C of this solicitation. For purposes of this solicitation, the Government will consider no more than five years of a firm’s current, or most-recently completed Federal Government maintenance, repair, and overhaul work of SUBSAFE systems and components on U.S. Navy Submarines to be considered the most relevant, given the type of effort involved in this solicitation.
The past performance evaluation will result in a Government assessment of the offeror’s probability of meeting the solicitation requirements in Section C. The Government past performance evaluation in support of this source selection will not establish, create, or change the existing record and history of the offeror’s past performance on past contracts. Rather, the Government past performance evaluation process will gather information from customers on how well the offeror performed those past contracts.
Additionaly, the Government sources of Past Performance Information shall be obtained from the Contractor
Performance Assessment Reporting System (CPARS) to determine how well the offeror performed during contract performance.
