PROPOSAL REQUIREMENTS

1. INFORMATION

a. Instructions: Offerors must submit a written proposal for Government evaluation. Offerors shall submit their proposals in accordance with the following preparation instructions. The Government will consider any failure on the part of an offeror to comply with both the letter and spirit of these instructions to be an indication of the quality of performance it can expect during contract performance.

b. General Requirements: The proposal offered must be complete and clear in all respects without the need for additional explanation or information, and in sufficient detail and scope to permit the Government to evaluate it against the technical evaluation factors set forth in Section M of the solicitation. Offerors are cautioned against general, vague or unsubstantiated statements that cannot be evalua ted. General, unqualified statements (e.g., “The offeror understands the problem and can or will comply with the requirements)” shall be considered inadequate. Data even though previously submitted or presumed to be known by the Government, cannot be considered as part of the offeror’s proposal unless physically submitted as part of the proposal.

In evaluating an offeror’s technical proposal, the Government may consider info rmation (other than price) provided with the offeror’s pricing proposal. Similarly, in evaluating an offeror’s price proposal, the

Government may consider information provided with the offeror’s technical proposal. Any inconsistency, whether real or apparent, between projected performance and price, must be explained in detail by the offeror. The burden of demonstrating technical merit and realism rests with the offeror.

To maximize efficiency and minimize time for proposal evaluation, it is required that all offerors submit their technical proposals in accordance with the format and content specified below, and with the specified page/time limit constraints.

The offeror shall have a facilities security clearance at the "SECRET" level, and shall be capable of providing a workforce which is cleared at the “SECRET” level as required.
