About this file
This document is a Pre-Proposal Inquiry (PPI) Response for the Environmental Restoration Architect-Engineering IDIQ contract (N4425525R2001) issued by Naval Facilities Engineering Command Northwest. The PPI contains 16 detailed questions and answers addressing key solicitation requirements, including project submission guidelines, key personnel qualifications, submission processes, and evaluation criteria. Notable clarifications include confirming that joint ventures can submit up to 8 projects, only key personnel resumes are required, professional licensing requirements for specific roles, and changes to submission methods (now via SAM.gov instead of PIEE).
The contract is a Small Business set-aside IDIQ for environmental restoration architectural and engineering services, with a base period of 24 months and potential extensions up to 66 months. The total contract value is $45 million, with individual task orders ranging from $5,000 to $5,000,000. The primary geographical focus is Washington and Alaska, with work supporting environmental restoration programs, compliance with environmental regulations, and base closure efforts. Firms will be evaluated on specialized experience, professional qualifications, past performance, program management, capacity, and quality control, with submission of SF330 documents due by 12:00 p.m. Pacific Daylight Time on April 28, 2025.
