About this file
This Pre-Proposal Inquiry Log is for a solicitation (N4425525Q8001) for Interpreter Services for Reasonable Accommodation at NASWI and NSE locations. The document contains 13 questions and government responses related to American Sign Language (ASL) interpretation services, with key details including:
The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) for both in-person and Virtual Remote Interpreter (VRI) services. Potential contractors sought clarification on service requirements such as scheduling, interpreter assignments, service increments, and pricing. Specific points of interest include the government's response that they will not cover travel expenses, interpreters must be available for both on-demand and pre-scheduled services, and the pricing schedule requires using Schedule B as the basis for service costs. The document indicates services will involve both in-person and remote interpretation, with estimated quantities of 26 hours using two interpreters, and a minimum two-hour assignment standard for interpretation services.

PRE‐PROPOSAL INQUIRY LOG
PAGE SECTION PARA
5 Can we participate only in Remote American Sign Language interpretation services?
No. See PWS #1, General Outline of Services. 002
6 Would the Government pay for traveling expenses and lodging if needed for on-site ASL interpretation?
No. See PWS #19, Annual Service Hours, paragraph one (1).
Can you explain what you mean by “4- and 8-hour increment” indicated on the price form?
Per Section B - Description of services 4 and 8 hours increment describes the in person interpreter service to be provided.
Is the Government to request ASL interpretation services on demand or by pre-scheduling them?
See PWS #21, paragraph 21.1-21.6 for on demand and scheduling clarifications for inperson work requests, contractor response to requests, verification of assigned interpreters, and VRI work requests.
Could you explain in detail the circumstances under which one interpreter will be needed for 4 or 8 hours at a time?
See PWS #19, paragraph two (2) for disclosure of event breaks. See PWS #1, paragraph five (5) Examples of types of performance services are listed in detail.
10 Can we use a different table to provide the cost for ASL services?
No Schedule B - is the basis in which services are required for this contract.
For our clarity and understanding, the price form indicates 26 hours with 2 interpreters. Does that mean each interpreter will be interpreting for 13 hours each?
This is and Indefinite Delivery Indefinite Quantity contract (IDIQ), for both services locations NASWI and NSE. Example explaination is ELIN A001AA includes the services of "Two (2) hour increment of Virtual Remote Interpreter (VRI) interpretation services with one
(1) interpreter", Unit of measure is 1 session of two hours of VRI with one interpreter, with an annual estimated quantity of 26. '26' is seperate sessions of the above described services
Could you provide how many assignments are included as per the number of hours needed for each A001?
See PPI#11 for application of the service assignment estimated quantity break out per location. Estimated quantity is the estimated total per location to be ordered via task order for each year.
Per the standard industry, each assignment should pay a minimum of two hours. Is this included in the price form?
If so, please indicate where and how?
Schedule B - includes services in excess of two (2) hours each, exceeding any two (2) hour minimum questioned. 002
