About this file
This Pre-Proposal Inquiry Log details a solicitation (N4425525Q8001) for Interpreter Services for Reasonable Accommodation at NASWI and NSE, which is a new requirement. The document contains a log of four key questions from potential contractors and the government's corresponding responses, addressing specific industry practices and contract terms. Key clarifications include: this is not a recompete project, emergency fees are not allowed, 100% cancellation fees within 2 business days are not permitted, and the contract does not automatically require two interpreters for all requests exceeding one hour. The solicitation is structured as a Firm-Fixed Price contract with Unit Price per Task (UPT), and interpreter assignments will be managed according to specific guidelines outlined in the Performance Work Statement (PWS) attachments.

PRE‐PROPOSAL INQUIRY LOG
PAGE SECTION PARA
1 Is there a recompete or is this a brand new project? This is a new requirement 001
Can the contractor charge emergency fees for requests that are made within 3 business days?
No. See Attachment A - PWS #21 Interpreter Assignment Scheduling, 21.3 in person work requests. 001
It's industry standard for sign language interpreting agencies to bill a 100% cancellation fee for anything cancelled within 2 business days. Can that be included in the contract?
No. See Attachment A - PWS #19 Annual Services Hours, paragraph one (1) and #25 Cancellation of Services, 25.1 - 25.2. This is a Firm-Fixed Price solicitation Unit Price per Task (UPT) is fixed.
I see that the Schedule of Services attachment has a section for us to provide a quote for a team of 2 interpreters if the requests are 4 and/or 8 hours long.
However, It's industry standard that ASL interpreters work in teams of two if the request exceeds one hour. Is there always approval for a team of 2 interpreters for requests exceeding an hour in duration? If not, can that be modified to be included in the resulting contract?
No. it is not the intent of the soliciation to provide a team of two (2) interpreters for all requests. Sessions that require two (2) interpreters shall be requested as required.
See Attachment A - PWS #19 Annual Service Hours, paragraph two (2). The schedule of services for session duration and required number of interpreters for each
