Refer to PPI 64 response.

Per Amendment 03 page 7 of 24 / FAR Subpart 9.6 ‐ Contractor Team Arrangements / 9.601 Definition.

Please confirm any claim of experience will require Letter of Commitment from specific entity/company not the individual/employee?

64 Corporate Experience requires a company/entity Letter of Commitment or a Partnership Agreement.

Individual employee commitments are not acceptable.

The government’s response to Question 20 say to see Amendment 003, implying that the required safety information was changed in the Amendment; however, we do not see a change in the requirements. Can you please clarify what calendar years we are to provide DART RATE and TCR RATE for?

– Instruction to Proposers, Evaluation Factors for Award, Phase I, Factor 4 ‐ Safety in Amendment 0006

A recent amendment under the NAVFAC NW Unrestricted MACC (N4425522R4000) added an attachment B, Offeror Team Composition Management form. This form has been used in prior NAVFAC MACC responses in which the Offeror is given two pages to address Technical Approach utilizing the form as well as one separate page for the organizational chart. Would the Government consider utilizing this form and allowing the additional page for the organizational chart?

66 Refer to PPI 067 response.

Referenced form is not included in this solicitation.

Under Section 00 21 16 – Instructions to Proposers, under Factor 1, Technical Approach page 9, Offerors are to provide a simple organizational chart identifying lines of authority between proposed primary construction firms and primary design firms. Offerors are also to provide a brief description of the role and responsibility of each entity not to exceed (1) one single‐sided page. Is the organizational chart included in the single page?

67 See Solicitation Section 00 21 16 ‐ Instruction to Proposers, Evaluation Factors for Award, Phase I, Factor 1 – Technical Approach in Amendment 0006.

Under Section 00 21 16 – Instructions to Proposers, under Factor 1, Technical Approach, page 9, Offerors are to provide both an organizational chart and brief description of the role and responsibility of each entity not to exceed one page. If the organizational chart is included in this one page, would the Government consider allowing 2‐pages for the Technical Approach to adequately address the team structure with organizational chart and roles and responsibilities?

68 Refer to PPI 067 response. .

During the pre‐proposal conference I believe the issue of CPARs and SAM.gov was mentioned. Our firm has recently gone out to CPARs and there does not seem to be an immediate fix. How should Offerors proceed if CPARs continues to be unavailable?

69 See Solicitation Section 00 21 16 ‐ Instruction to Proposers, Evaluation Factors for Award, Phase I, Factor 1 in Amendment 0006.
