Bid Bond Review Checklist Attachment E The paragraph titles listed below correspond to the item description on the Standard Form 24 (SF-24).

Date Bond Executed
· Verify that this date is prior to or on the date of bid opening. (April 29,2019)

· The bid opening date can be found in block 13a of the contract (SF-1442).

· Check the amendments, if any were issued, to see if the bid opening date was changed.

Principal
· Verify that the full name and business address is annotated in this block.

· Compare the name and address against the name and address inserted in Block 14 of the SF-1442.

Type of Organization
· Verify that one block is filled in.
State of Incorporation
· Check to see that this box is filled in.
Surety(ies)
· Verify that the full name and address of the surety(ies) is/are annotated in this block.

· Verify that the surety appears on the Department of the Treasury's Listing of Approved Sureties (Department Circular 570), including all updates. https://www.fiscal.treasury.gov/fsreports/ref/suretyBnd/c570_a-z.htm#

Percent of Bid Price
· Verify that the percentage shown is the same as the percentage stated in the Instructions to Bidders, NFAS 5252.228-9302, BID GUARANTEE. This amount is usually 20%.

· If the "Amount Not To Exceed" is completed in lieu of "20," verify that the dollar amount indicated is equal to or greater than 20 percent of the bid price.

Bid Date
· Verify that this date is the same date as the bid opening date. (April 29,2019, Amend XXXX)

· The bid opening date can be found in block 13a of the SF-1442.

· Also check any amendments to verify that the bid opening date was not changed.

Invitation No.
· Verify that the invitation number matches the solicitation number as shown in Block 1 of the SF-1442. N44255-15-R-5003/X001
For: Construction, Supplies, or Services
· Verify that the contractor has indicated the correct information (Construction, Supplies or Services).

· Verify all signature(s) are original signature(s).

Principal
· The signature(s) of the person signing block 20b of the SF-1442 and the signature(s) in the Principal section signature block of the Bid Bond (SF-24) do not have to match; however, they usually will. If the signature(s) is/are different, check that the person signing is authorized to sign. The individual signing for the principal must be legally authorized to bind the principal either by nature of his/her title or by specific written delegation of authority from the principal.

· For a corporation, the corporate officers (president, vice president, secretary, treasurer) may legally bind the corporation.

· For a partnership, one of the general partners must sign.

· An individual signing for a joint venture must be authorized to sign on behalf of each entity comprising the joint venture. In the alternative, the bond may be signed by an authorized individual from each entity comprising the joint venture.

· When the principal is an individual, only that individual himself/herself may legally sign.

· For all the above types of organizations, a person with the authority to bind the principal can, by written delegation, authorize another individual to sign on behalf of the principal. For example, if a project manager or cost estimator signs for the company, a letter signed by the principal stating the individual has the authority to sign must be provided. That written delegation of authority must either accompany the bond or be furnished to the FEC.

· Compare the typed name and title to the signature in the Principal section signature block of the SF-24 to be sure it is the same person. If the signature(s) is different from block 20a of the SF-1442, verify the person signing is authorized by the company.

· If the principal's corporate seal is affixed, verify that the seal is the principal's seal and not the seal of another company. Check with the appropriate office of the Secretary of State for the state concerned.
