NAVAL FACILITIES ENGINEERING COMMAND NORTHWEST

FORESTRY SUPPORT SERVICES CONTRACT

8. Important: A sources sought notice was posted on 16 November 2015 on Federal Business Opportunities (FBO) to conduct market research. Responses were due on 16 December 2015.

Based upon the responses received, it is determined that the solicitation be advertised as a 100% SMALL BUSINESS SET ASIDE COMPETITIVE PROCUREMENT. The Activity Small Business Office concurs with this determination. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2- Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal (RFP) at a later date.

9. Description: The RFP is planned to be issued in March 2016. The Proposal due date is tentatively planned for 28 April 2016. The North American Industry Code Standard (NAICS) is 115310, Support Activities for Forestry, and the annual size standard is $7,500,000. The solicitation utilizes source selection procedures, which require Offerors to submit a non-price proposal that includes past performance, experience information, and a price proposal for evaluation by the Government.

The resulting contract is planned to be a firm-fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract. The contract term will be a base period of 12 months with four 12-month options or until the maximum not to exceed amount is reached, whichever comes first.

Only the base period of the contract will offer a minimum guarantee.

This procurement is to provide for a Forestry Support Services FFP IDIQ contract for Navy facilities located primarily within the Naval Facilities Engineering Command (NAVFAC) Northwest area of responsibility (AOR) including Washington, Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, and Wyoming. It is anticipated that most of the work will occur in Washington State; however, projects could be located anywhere in the NAVFAC Northwest AOR. The procurement consists of one solicitation with the intent to award a single contract to the responsible offeror whose proposal, conforming to the RFP, will be most advantageous to the Government resulting in the best value, price and non-price factors considered using the lowest price technically acceptable (LPTA) source selection process. Offerors are advised award may be made without discussions. Therefore, the Offerors should submit proposals which contain their best terms.

This is an IDIQ contract with pre-established fixed price unit prices. The actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer, or his/her properly authorized representative, who will issue written task orders to the contractor.

Award of task orders will be on a firm fixed price basis. The task order range for this contract is between $1,000 and $100,000.

Types of projects include, but are not limited to:

Hydrologic Monitoring: Continuously monitor, document and analyze the extent, duration depth, and frequency of tidal inundation in a format suitable to supplement regulatory reports.

Salinity Monitoring: Obtain salinity measurements to estimate the degree of saltwater inundation and estuarine habitat in a format suitable to supplement regulatory reports.

Photographic Documentation: Establish a consistent visual record of site development for comparison to help visually evaluate progress towards regulatory performance standards.

Topographic Surveys or Hazard Tree Assessments: Topographic surveys collect analyze, and document topographic elevation data in a format suitable to supplement regulatory reports.

Hazard tree assessments identify, evaluate and map hazard trees in accordance with a US Forest Service guide for Washington Forests.

Stream Surveys: Collect, analyze, and document stream survey data in a format suitable to supplement regulatory reports.

Eelgrass Surveys: Collect, analyze, and document eelgrass location and density data in a format suitable to supplement regulatory reports for eelgrass quadrat sampling. Obtain the areal extent of the eelgrass beds for eelgrass mapping.

Wetland Delineation/Determination: Identify and map the extent of wetlands within an area identified by the government in accordance with the 1987 USACE Wetland Delineation Manual and most recent Regional Supplement for Western Mountains, Valleys, and Coast Region.

Determine the wetland rating in accordance with the Washington State Wetlands Rating System for Western Washington .

Vegetation Surveys: Establish permanent plot locations to allow for data comparison over the long term. Collect vegetation data to provide the necessary data for analysis. Analyze collected data to determine habitat zone, evaluate presence of invasive species and areas in need of treatment, determine success of initial plantings, and to formulate a planting plan. Collect large woody debris locations to document the impacts on the stream channels and wetlands. Collect salt marsh data to monitor estuarine communities. Install permanent plot marker for salt marsh survey plot(s). Analyze salt marsh data to support determination of the extent and acreages of the various estuarine habitats. Collect vegetation information to support a variety of land management decisions. Analyze data by plot within the designated area and by forest stands designated by subject matter expert. Analyze data to provide information to determine future treatment areas and habitat condition. Prepare a written report summarizing and explaining the analysis of forest inventory data.

Treatment Assessment: Formulate a planting plan of appropriate species, spacing, and locations based on the results of vegetation survey. Formulate a thinning treatment plan based on the results of vegetation survey to achieve the desired distribution of vigorous, undamaged trees free to grow without competition. Formulate an invasive treatment plan based on the results of vegetation survey to reduce the extent of invasive species. Formulate a plan based on the results of the vegetation survey to provide room for retained trees to grow with reduced competition from adjacent vegetation.

Planting: Achieve high planting survival over the long term by acquiring the desired mix of healthy vigorous plans by species and type, from the appropriate seed zone with a high potential to survive over the long-term on the treatment site. Collect the desired mix of healthy live stakes from appropriate species with a high potential to survive over the long-term on the treatment site. Provide a planting spot that provides room for plants to grow and obtain adequate water and nutrients without competition.

Tree Selection and Marking: Achieve the desired distribution of marked vigorous, undamaged trees for retention.

Thinning: Achieve the desired distribution of vigorous, undamaged trees free to grow without competition.

Chipping: Provide for aesthetic values, easier access, enhance fuel decomposition, mulch benefits, and improve nutrient cycling in identified areas.

Pruning: Enhance tree vigor and roadside visibility via pruning ensuring there is adequate crown to support and retain tree vigor and maintain aesthetic qualities.

Release from vegetation competition: Provide room for retained trees to grow with the reduced competition from adjacent vegetation.

Invasive Species Management: Achieve invasive species management using a manual treatment methodology. Reduce the accumulation of invasive species seed and vegetation including the benefits of natural site nutrient enhancement.

Erosion Control: Minimize loss or displacement of soils into waterbodies or water conveyances to comply with regulatory requirements.

Boundary Marking: Mark boundaries so they are easily identifiable in the field during all seasons.

Estuary Enhancement: Increase the tidal inundation extent to enhance the rate of estuary development. Increase topography to enhance diversity of palustrine habitat for native plant species.

Report Preparation: Prepare a written monitoring report for the project in a format that meets regulatory guidelines.

10. Place of Contract Performance: The preponderance of the work to be placed under this contract is expected to be performed in the NAVFAC Northwest AOR that include, but are not limited to Naval Base Kitsap, Naval Station Everett, Naval Air Station Whidbey Island, Naval Magazine Indian Island, and Naval Radio Station Jim Creek.

11. Set Aside Status: The proposed contract is 100 Percent small business set-aside. The Government will only accept offers from small business concerns. Joint venture Agreements are allowable. The Small Business Administration (SBA) must approve certain kinds of Joint Venture Agreements. Joint Venture partners are responsible for coordinating with SBA and RFP deadlines in regard to Joint Venture Agreements. Any offeror proposing as a joint venture or other partnership arrangement are responsible for ensuring the joint venture/partnership arrangement complies with all SBA regulations and that the created joint venture/ partnership does not result in loss of small business status. All responsible small business sources may submit a proposal in response to the RFP which shall be considered by the agency.
