| PPI No. | PPI | Response |
| 1 | This Solicitation is a Service-Disabled Veteran Owned Small Business Set-Aside. Many small firms do not have an opportunity to prime contract $10-M projects, as that size of project is typically set-aside for larger firms. However; the key personnel to be assigned to the project would typically have this experience. In accordance with FAR 15.305(a)(2)(iii), which states, “The evaluation should take into account past performance regarding predecessor companies, key personnel who have relevant experience , or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition,” would the government consider key personnel or key subcontractor experience to satisfy experience requirements as long as the Offeror has majority of the projects that qualify us for the contract? | With the exception for the designer, only the offeror's experience will be considered. See note 1 on page 8 of the RFP. Experience of key personnel and subcontractors will not be considered as a substitute for the offeror's experience. |
| 2 | In order to allow stronger competition for this contract, would the government consider active projects currently in construction to satisfy the experience requirements? | No, to allow offerors a greater period from which to draw upon for experience, project completion time was extended from 5 to 7 years of the date of issuance of the RFP. |
| 3 | We are new, as of 2015, and we have not completed a project of $10,000,000 since we have started. Will this disqualify us? | RFP Page 10, one project must be greater than $10 million. If the offeror does not meet this RFP requirement, the offeror will be disqualified. |
| 4 | Most of this year, we have been getting our footing in the federal marketplace so we don’t have the Company Past Performance of projects this size. Will this disqualify us? | Firms with no prior past performance receive a neutral rating for the past performance factor which is neither favorable nor unfavorable. |
| 5 | We have bonding capacity of $20,000,000 per project so we have more than enough monetary funds to perform these projects, there just haven’t been enough of them issued in the past 9 months for us to gain the experience. Our key personnel's experience is very extensive but it is all with other companies. Can we include this? | You may NOT substitute key personnel experience for the offeror's experience. See PPI 1. |
| 6 | As a General Contractor we depend on our subcontractors as the right sub brings the experience and capabilities to our projects. In the solicitation it says we can’t can include any of their experience. In other solicitations, we have been able to supply our subs past experience, projects and qualifications to our proposals. Can we supply this info in our proposals? | No, see PPI 1. |
| 7 | For Factor 1 (a) (2) we will not have Joint Venture, Partnership or MPAs. Our design team companies will be working under a subcontract. |
Would you like to see:
1. A signed teaming agreement letter for each member on the Org Chart, or
| 2. A statement that Joint Venture, Partnership nor MPAs are NOT being used in this submittal? | RFP page 10, Factor 1(a)(2) applies only to those offerors who have formed a joint venture, partnership, or approved mentor protégé arrangement. RFP page 12, Factor 2(a)(2), fifth paragraph on page 12 states, "The Offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor." However, to assist the Government in the proper evaluation of your proposal, if you sign a formal teaming agreement with a subcontractor, then please included the signed teaming agreement. | ||
| 8 | We would be very interested in submitting a proposal on the above captioned project IDIQ but I see in the RFP that firms need to have at least one $10M job. Our largest job is (REDACTED) on which we received an (REDACTED) CCPAR. From what I understand, there’s not a lot of SDV’s that have $10M job on their resumes. | ||
| I was hoping you might give me some insight as to strict you are going to hold to that requirement, or possibly amend the RFP to change that requirement to a lower, more reasonable amount. | The solicitation will not be changed to reduce the requirement. See PPI 3. | ||
| 9 | The SF1442 Item 13.A. requires an original and 2 copies of the proposal. Section 00100, 2.2.1 requires original and one copy and 1 CD. Please clarify number of required proposal copies. | The RFP on page five gives amplifying details that the offeror must submit one original with original signature and date, and two additional copies, one of which will be a hard copy and one of which will be a copy on compact disc (CD). | |
| 10 | Factor 2 – Experience requires relevant construction projects “Similar in size: between $1.5m and $15m”. Realizing this matches the intended Task Order Size for the MACC program, would a project that exceeded the $15m cap be considered provided it demonstrated all of the other criteria for relevant projects including scope, complexity and managing multiple work sites simultaneously? | Projects outside the task order dollar value range will be considered less relevant in size. | |
| 11 | We are a SDVOSB and would like very much to answer the solicitation N4425515R0009 IDIQ, MACC located in WA. We have done multiple projects for the VA in Boise, one totaling 8 million and a current project underway totaling 8.3 million in costs. These projects do not meet the solicitation threshold of a 10 million dollar job however. Is the 10 million dollar minimum job cost requirement listed in the solicitation absolute? Would we still have the opportunity to be considered for this solicitation with multiple 8 million dollar cost projects listed in past experiences? | RFP Page 10, one project must be greater than $10 million. If the offeror does not meet this RFP requirement, the offeror will be disqualified. | |
| 12 | 2.2.1 PHASE ONE, page 5, Use of Forms Provided |
| Please confirm that "The font size shall be no smaller than 11 pitch" refers only to the narrative portions and that we may use the font set as the default in the attachments. | Correct, offerors may use the default fonts set in the Solicitation attachments. Should an offeror discover a default font in a narrative section of an attachment smaller than 10 points, please increase the font size to at least 10 points so that it is easier to read. | ||
| 13 | Evaluation Factors for Award Factor 2 – Experience states “At least one project shall demonstrate the ability to successfully manage multiple work sites simultaneously (separate and distinct) under a single project.” It is unclear to us what this means. Is the government asking for separate task orders performed simultaneously at different sites or one project with multiple phases of work going on at the same site but different locations? | The RFP states on page 11, "A project is defined as a construction project performed under a single task order or contract. Submission of multiple separate task orders would not meet the RFP definition of a project. Therefore at least one project submitted under Factor 2 shall demonstrate that the project was performed at multiple (different) work sites simultaneously. | |
| 14 | Section 00100 – Bidding Schedule/Instructions to Bidders, Page 12, Factor 3 – Past Performance, Paragraph (a) states: The Offeror should provide completed PPQs in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other solicitations. |
| Please confirm that 1) we can include PPQ's previously completed by the Client for other RFP's in our proposal response; and 2) the offeror shall not "incorporate by reference" [without the actual PPQ document contained in the proposal response]. | The intent of the solicitation language is that your proposal shall INCLUDE a copy of a completed CCASS evaluation for each construction project submitted, and an ACASS evaluation for each design project submitted. If any construction or design project did not receive a CCASS or ACCASS evaluation, then you MUST submit an appropriate copy of either the Attachment C.1 or C.2 for the project. It is NOT acceptable to reference a PPQ submitted in some other proposal for some other solicitation without including a copy in the proposal for this solicitation. It IS acceptable to submit a copy of a PPQ which was submitted for the same project on another solicitation so long as the PPQ contains the data requested in Attachment C.1 or C.2 and so long as the PPQ does not require updating. |
