About this file

This document is Amendment 0004 to a federal solicitation for repairs to Building 3918 at MCAS Cherry Point, North Carolina, to relocate the USMC Post Office. The amendment is effective July 23, 2026, with a proposal due date of July 30, 2026, at 12:00 PM. The amendment was issued to provide Pre-Award Inquiry (PPI) responses to bidders' questions and does not extend the proposal deadline.

The Preaward Inquiry Form contains 50 numbered questions submitted between June 12, 2026, and June 29, 2026, with government responses addressing technical clarifications on the project scope. Key clarifications include: confirmation that all nine previous amendments will be incorporated; FF&E (Furniture, Fixtures, and Equipment) is an option item with a dedicated bid form; gypsum board specifications require Type X, moisture-resistant, and abuse-resistant materials in all locations; metal studs are acceptable alternatives to wood framing for temporary walls; acoustical ceiling tiles must fit a 9/16" grid profile; existing walk-in coolers contain R-22 refrigerant (60 pounds per unit) and will be relocated by the contractor with government handling product relocation; all construction walls adjacent to occupied MCX retail space must maintain 1-hour fire ratings; project duration may be extended by 90 days; all lockers are contractor-furnished and contractor-installed; and the existing diesel generator does not serve the post office and is excluded from contract scope. Additional responses clarify specifications for fire alarm systems, EIFS repairs, entrance canopy details, structural lintels, parcel locker requirements, mechanical equipment inspection standards, and plumbing coordination details.

The report says "No Access" for the area to receive renovations. Will another inspection take place in this area?

The report shows that 2 samples were taken in the project area but both tested negative for asbestos.

No lead samples were taken within the project area, but one taken directly outside the project area (L-

11) showed no lead detected. There is a small room that was unable to be tested within the project area. I have attached a picture of the room they are referencing. Nothing stands out to me as a concern in that room. We included the Lead/Asbestos spec just to be safe because lead was found in the adjacent mechanical room and across the hall from the project area. A second HAZMAT inspcection/report will not be provided. Submit proposals in accordance with RFP, Specifications, Drawings and all

D 37 6/17/2026 M-602 RTU-1 basis of design is a catalog style unit. Schedule notes such as 2" double wall foamed construction, digital scroll compressor, SCR heat, and two filter typles are options found on semi-custom units. In order to meet the weight requirements of schedule note 10, the RTU would need to be a catalog style RTU. Are the RTU manufacturers supposed to meet the weight requirement with a catalog unit OR meet the specified options in the scheduled notes with a semi-custom unit?

They cannot meet both.

BOD unit is confirmed as a catalog style unit, WSK102A4 (Trane).

Typical cabinet unit construction is acceptable. Staged electric heat is acceptable. Multiple staged scroll compressors are acceptable.

Provide unit with 2" MERV 13 filtration. (CCE)

38 6/12/2026 3 SPECS We do not see a table of contents in the specifications-only a "list of drawings" in the SPECS. Could you please provide a table of contents for B3918 Relocate USMC Post Office?

Table of Contents provided

39 6/26/2026 I-202 The Parcel Locker Sections likely require 2-key Parcel Locker Locks for package retention instead of standard keyed locks used for tenant mail. Can it be confirmed by Amendment whether or not the Government needs 2- Key Parcel Locker Locks in the Parcel Locker Sections (I-202 B1, B3, C1 C3)? If so, providing different series of mailboxes that will accommodate Parcel Locker Locks will change the layout for those spaces and would also have a slightly different look than indicated on the RFP Drawings. Will a change in the box layout also be acceptable if 2-Key Parcel Locker Locks will be required for required Parcel Lockers?

Yes, if the Govt. requires 2 key locks, an updated layout is acceptable as long as is doesn’t greatly reduce the number of lockers. (WID)

40 6/26/2026 1 of 11 RFP The project RFP states that all work shall be completed within 440 calendar days after award. Can 90 Days be added to the Project Duration by Amendment to allow for scheduling and completion of the required work?

Yes. 90 days may be added to project duration.
