The amendment extends the proposal due date from July 7, 2026, at 12:00 PM to July 15, 2026, at 12:00 PM local time. It addresses Pre-Award Inquiries (PPIs) that have been submitted, acknowledging that outstanding PPIs will be answered in a forthcoming amendment. The amendment updates the price proposal form and includes a Class Justification and Approval (J&A) document (ML-25-03) authorizing the use of JCI Metasys branded facilities-related control systems equipment. The solicitation includes two Contract Line Items: CLIN 0001 for Building 3918 renovation and Building 153 demolition work, and CLIN 0002 for Furniture, Fixtures, and Equipment (FF&E) procurement with a Government FF&E estimate of $125,568.00 and a not-to-exceed Handling and Administrative Requirements (HAR) markup of 5 percent. The project scope encompasses comprehensive building renovation including mechanical, electrical, plumbing, fire suppression, communications, and interior finishes work, along with specialized equipment relocation such as walk-in coolers and postal lockers. The amendment also indicates that the project duration may be extended by 90 days, bringing the total timeline to approximately 530 calendar days after award. Offerors must acknowledge receipt of this amendment with their proposals.

Yes - Current RFP has proper bid form reflecting FF&E package.
3 6/20/2025 Wall detail sheet A501 note 2 states drywall to be type x, moisture resistant, absue resistant. There is a big difference in durability and price for each three of these types of sheetrocks.
The intent is to provide a single product with all three of these qualities.
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (MBFA).
4 6/20/2025 Wall detail sheet A501 note 4 states drywall to be type x, glass matt covered. There is a bigger difference for these two types of sheetrock.
Note 4 is referencing gypsum sheathing, which does not apply to this project. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments
(MBFA)

10 6/26/2025 ECS Hazardous Materials report dated 12/18/2023 for building 3918. Figure 2 - Asbestos and Lead Sample Location Map: The project work area was not tested for asbestos or lead. The report says "No Access" for the area to receive renovations. Will another inspection take place in this area?
The report shows that 2 samples were taken in the project area but both tested negative for asbestos. No lead samples were taken within the project area, but one taken directly outside the project area (L-11) showed no lead detected.
There is a small room that was unable to be tested within the project area. I have attached a picture of the room they are referencing. Nothing stands out to me as a concern in that room.
We included the Lead/Asbestos spec just to be safe because lead was found in the adjacent mechanical room and across the hall from the project area. A second HAZMAT inspcection/report will not be provided. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (MBFA).
11 6/30/2025 In the Specs, Section 10 14 00.20 Page 2 Item 1.3. They ask for three (3) extra sign frames and blank plates for each sign type. That will add 21 more signs to a job that only has 30 signs total. How many of each sign type (frames and blank plates) do they actually want and for which sign types?
See paragraph 1.3 in spec section 10 14
00.20 Interior Signage. NAVFAC ID
has confirmed that extra end caps would be suitable based on the many variables for this project. (WID)
12 6/30/2025 Is a triple hat suitable for this project, or would it be prefered for a 2 or 3 man staff?
See paragraph 1.6.1.1 in spec section 01 45 00 Quality Control. The QC Manager may also serve as the SSHO.
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (FEAD).
13 6/30/2025 Will the demoed doors, frames, and hardware in Building 3918 be saved for property maintenance or recycled?
See paragraph 3.1.6 in spec section 02 41 01 Building Deconstruction. Shop-fabricated doors and frames are to be recylced. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments
(MBFA).
14 6/30/2025 Can a detail be provided on the concrete cut in for the underground plumbing?
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (CCE).
15 6/30/2025 Will the cut in need to be done after normal business hours? See 01 14 00 Work Restrictions for work hours. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (FEAD).
16 6/30/2025 Will the new location of the cooler require being recessed into the floor? If so, can a detail please be provided?
No recess into the floor is required.
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (MBFA).
17 6/30/2025 Is the existing cooler location recessed into the floor? If so, please provide detail to cut and patch.
The existing cooler is not recessed into the floor. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments
(MBFA).
18 6/30/2025 What is the excepted warranty of reinstallation of the existing cooler systems?
Reinstallation of existing cooler systems falls under the 1-year general contractors warranty. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (MBFA).
19 6/30/2025 Will the access control for the renovated space be tied into the existing building system, or will the post office need to be independent?
Access control ties into existing access control system. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments
(MBFA).
20 6/30/2025 Are as-built drawings of the fire sprinkler system available? As-built drawings of the fire sprinkler system are not available. Available information provided. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (JH).
21 6/30/2025 The area labeled "not in contract" does not appear to be seperated from the remainder of the space by a firewall, and is therefore part of the same building. Given this, is there any evidence to confirm that the fire alarm and mass notification system components that are being demolished are connected to a fire alarm control unit in the area outside of the contract?
Or that any devices in the "not in contract" area are connected to the panels to be demolished?
Extent of existing system to be demolished is based upon visual survey of existing notification appliance types, previous Commisary fire alarm system replacement project, and interface of the two existing systems. No additional confirmation is available. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (JH).
22 6/30/2025 Specification section 28 31 76 states that the existing building fire alarm system is by Notifier, but it does not specify that the new system must be by Notifier. Please confirm that the new fire alarm control panel can be by any manufacturer.
The new system must be compatible with and be capable of fully networking with the existing control panel serving the commisary. The existing to remain panel is by Notifier.
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (MBFA).
23 6/30/2025 Drawing C-103: Existing sewer, electric, and communications are all shown being removed outside of the limits of disturbance. Would you like us to demo lines to the limits of disturbance?
See NAVFAC Drawing No. 12913057.
NOTE: The limits of disturbance have been expanded to include all demolition work items.
24 7/1/2025 During the preBid Site Visit it was observed by a Sub- Contractor that the existing supervisory controller (NAE) at Building 3918 is past end of life for servicing and is no longer able to receive security patches. Please confirm replacement of NAE with new SNE-2200, and please include J&A ML-25- 03 with response.
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (MBFA).
25 7/1/2025 Specification indicates a HDPE plastic lockers required but it calls for pass through capability. This makes me think that they are talking about PO box type lockers. I do not know any mfg. that would make an HDPE PO box locker. PO box lockers are normally steel body with aluminum doors. Can they clarify if this is the case?
The PO Box lockers and Parcel lockers are metal finish MTL-1 as indicated on Interior Elevation drawing sheets I-202 & I-203 (NAVFAC Drawing No.
12913102). The Pharmacy Lockers in the Mall Corridor 175 are metal finish MTL-2 as indicated on Interiors elevation A1/I-203 (NAVFAC Drawing No. 12913103). See spec section 10 51 13.
26 7/1/2025 There is a group of 10 lockers in Work Room 205 that I would think would be what is specified. Can they clarify that is the case?
This is correct - Work Room 205 lockers are to be HDP-1 finish as indicated on Interiors drawing B3/I-203 (NAVFAC Drawing No. 12913103).
27 7/9/2025 The Recessed Mail Lockers and Parcel Lockers shown on drawings I-201, I-202, and I-203 are not addressed by either the Equipment Floor Plan on drawing QF101 nor the specifications. Are these items Contractor Furnished / Contractor Installed? Are they Government Furnished, Contractor Installed? Are they Government Furnished / Government Installed?
All lockers are to be Contractor Furnished / Contractor Installed.
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (WID).
28 7/9/2025 If they are to be either Contractor Furnished or Contractor Installed, it is requested specification guidance be provided.
Please see 10 51 13 Spec (WID). 0001
29 7/9/2025 During the preBid Site Visit it was observed that the walk-in coolers to be relocated per Construction Keynotes 5 and 6 on Drawing A-104 have been in service for an extended period.
They were provided by the Jeffreys Cabinet Company using equipment mfr. by the W.A. Brown & Son Company. Jeffreys has been out of business for some time. The W. A. Brown & Son Company was purchased on April 30, 2012 by Imperial Manufacturing. It is now doing business as Imperial-Brown. I was advised by Ms. Stacie Sewell that Imperial-Brown did not retain any files from the W.A. Brown & Son Company, nor does it provide any service to this old equipment. Ms. Sewell can be contacted 503-830-3274. Specification Section 110540-
1.3 required compliance with manufacturer's instructions, 110540-3.1.2.2 requires conformance to Manufacturer's standards, 110540-3.2 requires manufacturer's representative to provide advice and service, 110540-3.6.1 requires following manufacturer's procedures during start-up and testing, and to record manufacturer's recommending readings hourly. It is also noted that a warranty for the work to relocate the coolers cannot be provided. In the abscemce of any technical support from the original manufacturer, can specification guidance be provided for the unavailable items noted above?
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.
30 7/9/2025 The cooler equipment is at least 13 plus years old based on the change of ownership. It is recommended that the MCX consider requiring new Walk-In Coolers which would come with a warranty. Phasing of the work could allow construction to be completed for the New Package Store area prior to taking the existing MCX Package Store out of operation. Can the requirement for new Walk-In Coolers be added to the
RFP?
This contract does not permit the purchase of new items for the use of selling merchandise. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (MBFA).
31 7/9/2025 During the preBid Site Visit it was observed there are no wire mesh partitions to connect to at the location of new Alcohol Storage Room 201. Will the new Wire Mesh Partition be required to be extended approximately 15'-8" to the masonry wall?
Submit proposals in accordance with RFP, Specifications, Drawings and all amendments (MBFA).
32 7/9/2025 During the preBid Site Visit it was observed there are Pharmacy Lockers in service on both sides of Mall 175. The demolition of this are on drawing AD103 does not show or address either of the Pharmacy Lockers. With the Pharmacy Lockers be relocated out of the work area by others prior to the contractor beginning work?
Pharmacy lockers will be removed as a part of a separate project prior to the start of this project. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.
33 6/16/2026 IAW MCAS CP FRCS Standardization for JCI Metasys branded products, please include "J&A ML-25-03 Class FRCS Cherry Point" within the next amendment. (attached)
J&A ML-25-03 Class FRCS Cherry Point is now included as a part of the specifications of this project.
34 6/16/2026 11 Price Proposal Form CLIN 0002 Can a revised Bid Form be provided with the Government's FF&E Estimate to allow for an accurate HAR calculation?
Please see updated Price Proposal sheet attached.
35 6/17/2026 M-602 Note 10 on the Rooftup Unit Heat Pump Schedule calls that the unit must not exceed 10% of the existing rooftop unit weight. Can the existing make and model number be provided?
Government to provide existing unit make and model #. Nameplate was worn and not legible. (CCE)
36 6/17/2026 M-602 Can you confirm the scheduled RTU weight of 1,156.4 lbs?
That weight appears low for the specified applied-style rooftop uni with double-wall construction and associated features, and is more indicative of a light commercial unit.
DOR confirms weight of BOD is approximately 1150lb. BOD unit is
WSK102A4. (CCE)
37 6/17/2026 M-602 RTU-1 basis of design is a catalog style unit. Schedule notes such as 2" double wall foamed construction, digital scroll compressor, SCR heat, and two filter typles are options found on semi-custom units. In order to meet the weight requirements of schedule note 10, the RTU would need to be a catalog style RTU. Are the RTU manufacturers supposed to meet the weight requirement with a catalog unit OR meet the specified options in the scheduled notes with a semi-custom unit? They cannot meet both.
BOD unit is confirmed as a catalog style unit, WSK102A4 (Trane).
Typical cabinet unit construction is acceptable. Staged electric heat is acceptable. Multiple staged scroll compressors are acceptable. Provide unit with 2" MERV 13 filtration.
(CCE)
38 6/12/2026 3 SPECS We do not see a table of contents in the specifications-only a "list of drawings" in the SPECS. Could you please provide a table of contents for B3918 Relocate USMC Post Office?
Table of Contents provided [MBFA] 0001
39 6/26/2026 I-202 The Parcel Locker Sections likely require 2-key Parcel Locker Locks for package retention instead of standard keyed locks used for tenant mail. Can it be confirmed by Amendment whether or not the Government needs 2-Key Parcel Locker Locks in the Parcel Locker Sections (I-202 B1, B3, C1 C3)? If so, providing different series of mailboxes that will accommodate Parcel Locker Locks will change the layout for those spaces and would also have a slightly different look than indicated on the RFP Drawings. Will a change in the box layout also be acceptable if 2-Key Parcel Locker Locks will be required for required Parcel Lockers?
Yes, if the Govt. requires 2 key locks, an updated layout is acceptable as long as is doesn’t greatly reduce the number of lockers. (WID)
40 6/26/2026 1 of 11 RFP The project RFP states that all work shall be completed within 440 calendar days after award. Can 90 Days be added to the Project Duration by Amendment to allow for scheduling and completion of the required work?
Yes. 90 days may be added to project duration.
