About this file

This document is Amendment 0003 to a solicitation for overhaul of an elevator in Building 4224 at Marine Corps Air Station (MCAS) Cherry Point, North Carolina, issued by CG MCAS Cherry Point Facilities, ROICC on July 23, 2026. The amendment provides responses to pre-award inquiries (PPI) submitted by prospective contractors and confirms that the proposal due date remains July 29, 2026. Contractors must acknowledge receipt of this amendment with their proposals.

The Pre-Award Inquiry Form documents 19 questions and government responses addressing project specifications and requirements. Key technical clarifications include: confirmation that the building's Fire Alarm Panel is a Johnson Controls JCPU2-640 with sufficient capacity for new addressable devices; confirmation that the existing hoist beam is reinforced CMU capable of supporting the new 6,000 lb rated load elevator without additional reinforcement; identification of electrical panel locations (RP2 and PP2) on sheet E101; clarification that condensate from air handlers cannot be connected to industrial waste without Environmental Affairs Division (EAD) approval; confirmation that one qualified person may serve as Superintendent, QC, and SSHO; and guidance that contractors should submit proposals per drawings and specifications for other technical matters. The government declined to provide site photographs, security escorts for secure areas, or additional working hour restrictions, and indicated that laydown area and on-site parking will be very limited with locations to be determined. Indoor air quality requirements are referenced in Section 01 35 26 of the specifications.

2 6/25/2026 M-101 A1 Drawing M-101 detail A1 shows DHP-1 to be mounted above the 2nd floor attached to the wall of the elevator shaft. Is the wall location shown okay to mount this unit?

Existing electrical disconnects in Equipment room are being demolished.

3 6/25/2026 During the site visit it was noticed that there are some electrical disconnects mounted in the location of where DAC- 1 unit is to be located. Will there be sufficient room to mount this unit above the disconnects, and is it approved to do so since this unit may create condensate?

DOR takes no exception to routing condensate to sump pump discharge piping.

4 6/25/2026 M-101 Keynote 6 Drawing M-101 keynote 6 states to provide new condensate pump for air handler condensate. Route condensate lines to exterior of building in most direct path & terminate on grade.

During the site visit it was noticed that there was no exterior wall close to this location. Would it be acceptable to connect this condensate drain to the sump pump discharge piping that is being installed for the elevator sump pump which then routes to drain into an existing trench drain? This is the way the condensate was set up for the Replace Elevator, DLA Distribution, B159 project (the condensate drain teed into the sump pump discharge & was routed to a mop sink located on the 2nd floor of building B159).

We do not believe that condensate can be connected to industrial waste. EAD would have to approve. Submit proposals in accordance with Drawings, Specifications and Amendments.

5 6/26/2026 9 14 24 12.4 Can you please confirm that the elevator is to be installed under the post-1970's code that would require a double wall cylinder?

Submit proposals in accordance with Drawings, Specifications and Amendments.

KN 5 / 1.3 Sheet P-101 keynote 5 identifies the existing 3" trench drain as piped to the industrial waste system and directs the oil-detecting sump pump (SP-1) to discharge 6" above that drain.

Please confirm that discharge from an oil-detecting sump pump to the industrial waste system is authorized by the installation's environmental and public works authority, and advise whether a permit, pretreatment determination, or oil-water separator upstream of the trench drain is required prior to commencing work.

This configuration is as directed by EAD during design. Submit proposals in accordance with Drawings, Specifications and Amendments.
