About this file

This document is a Solicitation Notice for a Chill Water System Rental with detailed bidder questions and responses. The solicitation requires a single chiller package with three integrated units capable of supporting 30 to 120 tons of cooling capacity, operating as a unified system with a maximum 500 GPM flow rate. The rental equipment will be located on a service bridge with approximately 20ft x 130ft footprint, and the government requires delivery by 12/1/25. The Navy (NNSY) will provide electrical connections and hoses routing between manifolds and the ship, while the contractor must provide hoses connecting their equipment and send a representative to facilitate delivery, setup, initial startup, and removal. The government is open to a complex setup that meets the Statement of Work requirements and may request on-site service technician support during major ship evolutions that could affect the Rental Chiller System.

Solicitation Notice ID: N4215826R0001

Chill Water System Rental

Bidder Questions

1. Can you confirm whether the requirement is for three chillers to operate as a unified system, independently, or both?

Response: The Three Chiller Units are to operate as a Unified System.

2. Is the intent for all three chillers to be housed within a single portable package, or is a multi-skid setup acceptable?

Response: Multi-skid setup is acceptable.

3. Are there any space or mobility constraints that would limit the use of multiple skids or external components?

Response: The Rental Chiller Assembly will be located on a service bridge, which has a footprint of ~20ft x 130ft. However, there will be a lot more equipment located on this bridge servicing the Ship as well, so minimizing the overall space requirements of the Chiller Assembly is highly desired.

4. Can you clarify whether the 30–500 GPM flow range is a strict requirement, or is there flexibility in the minimum and maximum flow rates?

Response: The 500 GPM maximum flow rate is a strict requirement. The minimum 30 GPM is slightly flexible, as long as we can operate the system at low flow rates that won’t trip off the units in the event there are minimal cooling demands from the Ship is really what we require there.

5. Is the 500 GPM flow rate intended to be supported by all three chillers operating together, or is that the flow rate for a single unit?

Response: That 500 GPM is intended to be supported by all three chillers operating together in parallel.

6. Is the government expecting a turnkey, plug-and-play solution, or are they open to a more complex setup involving multiple pieces of equipment, hoses, valves, and fittings?

Response: We are open to a more complex setup if that’s what is necessary to meet the requirements of the Statement of Work. The main concern is that the system is functioning reliably and within all required specifications following initial start up of the Rental Assembly.

The government will be requiring the contractor to send a representative to assist/facilitate Delivery, Set Up, Initial Start Up, and Removal of rental equipment.

The government will also consider requesting a service technician to be on site to assist with any chiller unit operation and/or system balancing during any known major evolutions with the Ship that could affect the Rental Chiller System.

7. Will there be on-site support or infrastructure to assist with connecting and operating the system once delivered?

Response: Yes

8. Is the client requesting three separate chillers, or a single chiller package that includes three integrated units? From the specifications, it seems they may be looking for a modular setup that can scale from 30 to 120 tons using multiple smaller chillers, but I’d like to confirm.

Response: We are requesting a single chiller package that includes three integrated units to support anywhere between 30 to 120 tons of cooling capacity.

9. What is the anticipated delivery date or on-site requirement for the equipment?

Response: We require these units to be delivered by 12/1/25.

10. Could you please confirm the required quantity of hose and cable for the setup?

Response: NNSY will be responsible for providing the necessary cables to power the Rental Chiller Assembly, as long as the electrical connections are as listed per the Statement of Work. Contractor is to be responsible for providing hoses to connect all of the equipment they will be providing, from the Return manifold to the Supply Manifold. NNSY will be responsible for providing the hoses that route between the manifolds and the Ship.
