About this file
This is a Statement of Work (SOW) for repairs to an expandable/retractable preservation paint booth located in Building 171 at Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia. The paint booth (DPAS Asset ID #4215809738) requires replacement of its deteriorated outer cover and all inlet filters due to chemical degradation of the see-through plastic covering. The booth services ship propeller shafts and currently is non-operational. The specific equipment involved is a DUROAIR DUROPURE 1425K air filtration chamber operating at 13,500 CFM capacity with dimensions of 80 feet expanded by 15 feet high by 14 feet wide. Replacement materials include 12 pre-filter units (Tri Dim 15/40 3 Ply Panel 24" X 24"), 12 secondary filters (Tri Dim 15/40 3 Ply Pocket 24" x 24" x 15"), and vinyl cover material (16 MIL clear vinyl coated polyester with 95% light transfer, NFPA 701 compliant).
The contractor must remove and replace the cover and all filters, provide lift equipment, return the booth to operable and certified status, ensure proper expansion and retraction functionality, and possess ability to certify fire suppression systems or contract with a qualified vendor for compliance. The contractor must also provide a detailed removal and disposal methodology plan, comprehensive quality control plan, and safety plan addressing potential hazards. References from past projects involving paint or blast booth cover replacements within five years are required. The period of performance is 120 days from contract award. All contractors require DBIDS cards for access to the controlled industrial area at NNSY. The related solicitation (N4215826QS006) uses Lowest Price Technically Acceptable (LPTA) evaluation criteria with responses due by December 19, 2025 (small business set-aside) or February 17, 2026 (full and open competition).

Statement of Work Repairs to Expandable / Retractable Preservation (Paint) Booth inside of Shafting Repair Section A: Scope
1. Objective:
Currently the preservation expandable / retractable preservation (spray painting and aerosols) paint booth DPAS Asset ID # 4215809738 inside of Bldg. 171 shafting preservation area is in dire need of rehabilitation. The paint booth requires a new outer cover that has deteriorated over time as the chemicals we spray have broken down the see through plastic covering. It also requires a new set of filters installed on the shot peening machine and all pre filters (inlet) on the booth require change out. Our expectations are once the cover is replaced, and all filters are replaced; the booth will be operational. Fire Suppression Systems are operational and within periodicity.
Background/Introduction During execution of repair contracts N4215825PS026 and N42158PS097, it was discovered that the cover and related filters are in need of replacement and NNSY lacks the technical skill to replace the expandable / retractable cover and all inlet filters.
2. Limitations of Work: NONE Section B: Applicable Documents
3. Documentation: DUROAIR tech manual will be available (NSN Guide 2025)
Section C: Requirements
4. Scope of Work:
Preservation Dept, Norfolk Naval Shipyard, requires vendor services to remove and replace the see through cover on an expandable / retractable paint booth that services ship propeller shafts and is currently down and all filters require replacement. The fire suppression system is currently operational and must be serviced if the cover replacement requires fire system breakdown.
4A. Technical Information:
- The DUROAIR DUROPURE 1425K unit is an air filtration chamber that moves air at up to 13,500 CFM filtering airborne contaminant particles. The filter assembly is designed to create a large air volume downstream that enables more even air flow and filter loading while air is pulled through the filter chamber by fans. The system is functionally attached to an enclosure structure having an air intake and housing a work piece. The unit has an air supply interlock that can be used to ensure the contamination control system is operating before the spray system is charged. As airborne contaminants are generated from the spray finishing process, the control system filters air through the DUROAIR unit and back into the external environment. The result is clean air, control of over spray, a quality finish and protection of operator health and safety.
