About this file
This is a Bidders Questions and Answers document addressing clarifications to the solicitation N4215826QS006 for Paint Booth Cover and Filter Removal and Replacement services. The document resolves a single key question regarding the fire suppression system during cover installation. The answer clarifies that contractors must disassemble the fire suppression system to facilitate cover replacement and are responsible for ensuring the system is subsequently re-tested and certified to full operational readiness upon completion. This clarification was incorporated into the Statement of Work updates, specifically Section C: Requirements/4 (Scope of Work) and Section C: Requirements/5 (Contractor Responsibilities), to eliminate ambiguity in the scope of work requirements.
The associated solicitation is issued by Norfolk Naval Shipyard under Naval Sea Systems Command for removal and replacement of the outer cover and all inlet filters on a retractable/expandable paint booth. The procurement is structured as a Firm-Fixed-Price contract with award based on Lowest Price Technically Acceptable (LPTA) criteria. Multiple solicitation iterations are referenced with different response deadlines: the initial Small Business Set-Aside (N4215826QS006) required responses by December 19, 2025, while subsequent Full and Open Competition versions (N4215826QS006/0001 and /0002) have response deadlines of February 17 and February 20, 2026, respectively. All quotes must include pricing on FOB Destination basis, contractor capability statements addressing SOW requirements, and business size information, submitted to Roshanda Sansom and Jeremy Weible in Word, Excel, or PDF format.

Solicitation Notice ID:N4215826QS006 Questions Asked and Answered
Question:
Does the fire suppression system need to be taken down and put back into place during the installation of the new cover?
Answer:
Yes, the contractor will have to break down the fire suppression system in order to replace the cover, and the contractor will need to ensure the fire suppression system is re-tested and certified back to operational readiness.
Solution:
Statement of Work (SOW) updated to remove ambiguity in details of scope of work regarding fire suppression system. (Section C: Requirements/4. Scope of Work) Added contractor’s responsibility to disassemble the fire suppression system as required to replace the cover and ensure that the fire suppression system is subsequently re-tested and certified to full operational readiness.
