About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for Radio and Television Advertising services for Norfolk Naval Shipyard (NNSY) hiring recruitment efforts. The amendment extends the solicitation response date from 22 December 2025 to 23 January 2026 and provides detailed requirements for a comprehensive multi-channel advertising campaign targeting potential employees in Hampton Roads, Central Virginia, and the Outer Banks (North Carolina) area.

The advertising campaign includes creating a 30-second generic hiring commercial to be aired in March and June 2026, with requirements spanning TV, radio, social media, and digital platforms. Key elements include multiple cable TV and news ads targeting engineering and mechanical professionals, radio ads across multiple stations, Facebook and Instagram geo-targeted advertising with a minimum of three ads per week, streaming ads on platforms like Spotify and iHeart Radio, and digital geo-fencing to target specific career opportunities. The contractor must use Cameo.com to potentially incorporate celebrity messaging, provide comprehensive metrics throughout the campaign, and deliver targeted ads in designated geographic areas. The career fair venue will be determined separately, with the event planned for a Saturday between March and June, capable of hosting 700-1000 people.
